Leader of China’s Guangxi region welcomed in Vietnam
General Secretary of the Communist Party of Vietnam Nguyen Phu Trong hosted a reception in Hanoi on June 10 for Secretary of Guangxi Zhuang Autonomous Region’s Party Committee Peng Qinghua, who is on a working visit to Vietnam from June 9-12.
At the meeting, General Secretary Trong spoke highly of Guangxi’s achievements in its open-door policy over the past 30 years, affirming that Guangxi, contiguous to Vietnam, holds a time-honoured friendship and cooperation with Vietnamese localities.
He expressed his hope that in the time to come, the two sides continue to expand exchanges, improving cooperation efficiency in all fields and building a borderline of peace, friendship and development, thus contributing to boosting the Vietnam-China comprehensive strategic cooperative partnership for the two peoples’ benefits.
For his part, Peng affirmed that the regional Party Committee and authorities attach importance to developing the traditional friendship and cooperation in all areas with Vietnam, especially in transport links and trade, and through Vietnam, with the ASEAN.
The same day, the Chinese guest was received by Prime Minister Nguyen Tan Dung, who stressed that Vietnam attaches importance to fostering multifaceted cooperation with China and said he hopes China continues joining hands with Vietnam to deepen the two countries’ relations.
PM Dung highly valued the outcomes of the working sessions between Peng Qinghua and leaders of northern Lang Son and Quang Ninh provinces, saying that his visit to Vietnam this time will contribute practically to the relationship between Guangxi and Vietnamese localities in particular, and between the two nations in general.
China is now one of Vietnam’s leading investors and trade partners. However, the two countries still have potential to expand cooperation, especially in economics, trade and investment.
The Vietnamese Government leader also suggested China and Guangxi in particular increase their scholarships to give more Vietnamese students a chance to study in China, as well as work closely with Vietnam’s border localities to control the two countries’ joint border.
Peng Qinghua said that his visit aims to accelerate cooperation between Guangxi and Vietnamese localities, particularly in economics, trade, investment, culture, education-training and tourism.
He suggested the two nations invest more in building transport routes linking their localities as well as border trade and border gate economic zones, and expressed his hope that Vietnam will continue creating favourable conditions for Guangxi’s businesses to invest in Vietnam.
The Guangxi leader was also welcomed by Foreign Minister Pham Binh Minh on the same day.
Minh said that Guangxi and Vietnam’s localities should perfect their existing cooperation mechanisms and strengthen cooperation in a practical and effective manner in the fields they hold advantages.
In 2013, Guangxi will organise the 10 th ASEAN-China Expo, Peng said, adding that he hopes this event will help boost the relationship between China and the Association of Southeast Asian Nations, including Vietnam.
The China-Vietnam Comprehensive Economic and Trade Forum and the 2013 Guangxi Trade Fair were also held within the framework of Peng’s visit to Vietnam at the invitation of FM Pham Binh Minh.
Vietnam promises to back US enterprises
Vietnam’s Government always spares no effort to improve its investment climate and support foreign investors including those from the US in doing business in the country.
The affirmation was made by Prime Minister Nguyen Tan Dung during a June 10 reception for David M. Cote who is a member of the US National Commission on Fiscal Responsibility and Reform and also the chairman and CEO of Honeywell.
The Prime Minister expressed his pleasure at the strong development in the Vietnam-US cooperation relations over the past time.
He added that Vietnam, the US and several other countries are engaging in negotiations on the Trans-Pacific Strategic Economic Partnership (TPP) and called on US leaders and enterprises to back the process.
For his part, Cote said he will convey PM Dung’s messages to his country’s leaders and hoped that Vietnam will facilitate US firms’ investment and long-term business.
Honeywell which has been in Vietnam since 2005, is one of the world’s leading suppliers of aerospace products and services, turbochargers, technologies for specialised materials and oil refinement.
Vietnam, France boost decentralised cooperation
A conference held in Brest city on June 10 showed the two countries’ resolve to expand the cooperation model between their localities.
The Vietnam-France decentralised cooperation model, the only cooperation mechanism between Vietnamese localities and their foreign counterparts, has developed constantly and fruitfully since it was initiated in the 1990s.
Worthy of note is the effective cooperation between France’s Brest City and Vietnam’s Haiphong city, Brest and Ba Ria-Vung Tau Province of Vietnam, Poitou, Chrennes, Rennes and Toulouse with Hue City of Vietnam, and Choisy-le-Roi and Vietnam’s Hanoi capital.
In a letter to the conference, the 9th of its kind, Vietnamese Prime Minister Nguyen Tan Dung noted that cooperation between the two countries’ localities has become an exemplary role model, contributing to the development of the traditional friendship and long-term, comprehensive, and reliable relationship between Vietnam and France.
At the event, Vietnamese Deputy Foreign Minister Bui Thanh Son said France is leading the list of foreign investors in Vietnamese localities, with more than 230 projects implemented in many provinces and cities across the country.
Despite limited financial capacity, these decentralised cooperation projects have brought about practical results, helping both sides strengthen international relations and people-to-people exchanges, he said.
He went on to say that the model has supported national-level cooperation programmes and met local development requirements, offering the chance for both sides to share experience, increase management skills, and transfer technology, so as to benefit their residents.
The diplomat attributed the success to the strong support from the two governments, mutual trust of the localities and their strong will to carry out the joint projects.
During the three-day conference, discussions will be focused on education-training-health and culture cooperation within the Francophonie space, sustainable rural and urban planning and development, and steady economic development.
In an interview granted to the Paris-based correspondent, Brest mayor Francois Cuillandre, expressed his hope that his city will expand cooperation with Vietnamese localities in other areas besides education, health, the environment and culture.
Vietnam, Thai armies boost military medical links
Deputy Chief of the General Staff of the Vietnam People’s Army, Lieut. Gen Vo Van Tuan on June 10 received visiting Lieut. Gen. Phanuvich Pumhirun, Surgeon General of the Thai Royal Army and Medical Field Service School commanding general.
Phanuvich Pumhirun briefed his host on the outcomes of his meetings with the Military Medical Department under the Vietnam People’s Army and the Central Military Hospital 108.
Both highly valued cooperation in national defence between the two countries over the past time.
They agreed on the need to increase the exchange of experience in humanitarian activities and health care in remote areas.
The same day, Lieut. Gen Tuan also met with a delegation of young Indian officers, who are attending an exchange with their Vietnamese counterparts.
Patriotic emulation movements encouraged
A meeting was held in HCM City on June 9 to mark 65 years of late President Ho Chi Minh’s appeal for national patriotic emulation (June 11).
Prime Minister Nguyen Tan Dung and Secretary of the HCM City Party Committee Le Thanh Hai attended the event, along with heroic Vietnamese mothers, heroes of the armed forces, and many local residents.
Recent patriotic emulation movements were reviewed, including those on poverty reduction and youth volunteerism.
These movements have helped realize the country’s socio-economic tasks and ensure national defence and security, the delegates said.
Also on the occasion, outstanding organizations and individuals were recognized for their contributions to national patriotic emulation movements.
Mexican party to chair Parliamentary Group with Vietnam
The Mexican Labour Party (PT) will, for the third time, chair the Mexico-Vietnam Friendship Parliamentary Group (VMFPG), according to PT General Secretary Alberto Anaya Gutiérrez.
Gutiérrez, who is also President of VMFPG, said the group aims to enhance the relations between the two parliaments and contribute to reinforcing and expanding the multifaceted ties between Vietnam and Mexico.
During his visit to the Vietnam’s pavilion at the fifth Friendship Culture Fair in Mexico City on June 9, the Mexican party leader talked with the participating staff from the Vietnamese Embassy to Mexico.
He spoke highly of Vietnam’s role in the fair, which is the most important cultural event held in the city.
This year’s event ran from May 25 – June 9 and drew the participation of 82 nations from around the world. It received 1.5 million visitors and made a revenue of 5 million USD.
Vice President visits Vietnam embassy in Malaysia
Vice President Nguyen Thi Doan on June 9 visited the Vietnamese Embassy in Kuala Lumpur and met with representative of the Vietnamese community in the country.
She acknowledged the embassy’s effort in realizing Party guidelines and State policies and briefed them on the country’s major socio-economic development and foreign relations achievements.  
She asked embassy staff to work harder to further strengthen the cooperative ties between Vietnam and Malaysia, especially in the areas of trade, investment, labour, and oil and gas exploration.
As many Vietnamese nationals are working under contract in Malaysia, the embassy needs to pay due attention to supporting and protecting the interest of the workers, Doan said.
She reminded the Vietnamese community in Malaysia to unite and uphold the tradition of mutual assistance, while abiding by the legal system of their country of residence.
While in Malaysia, Vice President Doan delivered a speech at the 23rd Global Summit of Women in Kuala Lumpur on June 6 and attended a Vietnam-Malaysia business forum one day later.
