Vietnam
wants foreign builders to hire local workers only
The
construction ministry is proposing new regulations that will prevent foreign
contractors from bringing workers into Vietnam in an attempt to give the
local workforce enough jobs.
Under the proposal, foreign builders
will only be allowed to bring financial and technical management experts, or
those with high qualifications and expertise that cannot be recruited in
Vietnam.
Statistics from the labor ministry
shows more than 76,300 foreigners had been working in Vietnam by the end of
2014. They come from 74 countries, with more than half hailing from
Asian countries like China, Japan, South Korea and Malaysia, and 28.5 from
Europe.
But the country has not managed the
foreign workforce very well, as a labor report in August 2012 showed a third
of them, many Chinese, were working without permits.
Taiwanese steel plant investor
Formosa last year was accused of bringing around 3,400 Chinese
nationals to work illegally at a project in central Vietnam. Most of the
construction workers were assigned basic manual tasks.
Around 1.14 million people or 2.42
percent of the working age population in Vietnam were unemployed in the first
six months of this year.
