Government determines to sharpen up
their staff
Deputy
Minister of Interior, Tran Anh Tuan, talked in an interview about
government's effort to improve the quality of their staff by cutting about
100,000 state officers.
According to the new draft circular that was built by
the Ministry of Interior, 100,000 state officers will be dismissed from 2014
to 2020. VND8 trillion (USD381 million) will be used for paying pensions and
allowances for these officers.
Can you give more detail about the
100,000 state officers that will be dismissed?
This circular is one of many solutions that aim to
improve the quality of our staff. We will replace officers who fail to do
their jobs with more capable ones to serve the people.
100,000 is not the goal. According to the circular,
officers who fail to meet requirements will be asked to retire early and the
estimated number is 100,000. Currently, we have sent the circular to agencies
at all levels and posted it on our web portal to gather public opinions.
Public is worried about possible
wrongdoings when this circular goes into effects, such as giving bribes to
keep positions or supervisors purposely keep someone in positions out of
respect or fear, what do you think about this issue?
Concerns like this is normal. If we have a lax
management and supervision works then it will lead to wrongdoings.
That's why we must make responsibilities of state
agencies, especially their leaders, to be our focal point. In order to
strengthen our staff, officials who supervise and evaluate the work of their
co-workers must be objective and impartial. It's the only way we can have the
most exact list of incapable officers and I think it will also give
encouragement to other officers.
However, many people are still
worried about the bad results from this circular. Can you tell more about the
implementation process?
This circular was built by the collaboration between
the Ministry of Interior, Ministry of Justice, the Government Office and
other relevant agencies. We have researched on its impacts on society and our
offices. Then before the government approve and announce the circular, a
conference will be held to popularise the rules and guild agencies on related
issues.
One of the most important work is public inspection and
supervision to find out any wrongdoings during the implementation process. If
everything is strictly followed then this will be one of the most positive
circular to improve government workforce.
