World Bank, Japan support strengthening pandemic preparedness at grassroots level in VN The World Bank and the Institute for Social Development Studies have signed an agreement for a US$2.75 million (VNĐ62.6 billion) grant provided by the Japan Social Development Fund for the “Strengthening preparedness and response to COVID-19 at the grassroots level in Việt Nam” project. The project aims to strengthen preparedness and response capacities for pandemics and other health emergencies at the community level in Vĩnh Phúc, Khánh Hòa and Long An provinces. It is estimated that 270,000 people will benefit from the project’s interventions with at least 3,500 people from vulnerable groups. Rahul Kitchlu, the World Bank Acting Country Director for Việt Nam, said: “The grassroots health system plays a crucial role as the front-line defence against epidemics and pandemics. “The ongoing COVID-19 pandemic is exposing some gaps of such a system and highlights the need for capacity upgrades as a country’s COVID response system needs to be strong at all levels.” The project will focus on strengthening the capacities of commune health stations with the provision of equipment and skills. It will help health workers get better at early detection of suspected cases and conduct epidemiological investigations while minimising cross-infection within the health facilities. It will also help ensure the continuity of essential health care services provision during the pandemic. The three-year project until December 2024 will also raise awareness and promote sustainable behavioural changes in preparing and responding to health emergencies through risk communication. Scientific and fact-based information about COVID-19 transmission modes, suspected signs and symptoms, and prevention measures will be provided to health workers and community members alike. Some expected behaviours include correct mask-wearing, appropriate hand washing, and environmental hygiene. An innovative element of this project is the pilot interventions to address the needs of the most vulnerable groups during the pandemic. They include elderly people in urban areas, ethnic minorities, informal workers, people living with HIV/AIDS, drug users, and female sex workers. The project will leverage volunteer networks to reach about 3,500 people of these groups, offering them information about COVID-19 detection and prevention measures, psychological support, and in-kind assistance such as food, medication, and protective equipment. The Institute for Social Development Studies, which implements the project, is a Vietnamese NGO with 20-year experience in research, advocacy, training, and intervention in public health, gender, and community development. The Japan Social Development Fund, which is a partnership between the Government of Japan and the World Bank, provides grants in support of community-driven development and poverty reduction projects that empower the poorest and most vulnerable groups not reached by other programmes and improve their lives through direct benefits. HCMC suggested to pilot supplying food combos to residents during social distancing A Ministry of Agricultural and Rural Development working group on August 25 suggested HCMC pilot a program to provide farm produce combo packs at affordable prices of VND100,000-150,000 each to residents during the two weeks of stricter social distancing measures. According to the ministry, more than 1,250 suppliers of agro produce and food products have registered with working group to provide a wide selection of items, such as aquatic products, vegetables, fruits, eggs, meat, foodstuff, processed farm produce and other essential food items. Besides this, the working group has piloted a program to supply welfare combo packs including five types of farm produce, with each pack weighing 10 kilograms. The program offers three main combo packs. The affordable combo is priced at VND100,000 and includes root vegetables, pineapples, cucumbers and limes. The average combo, priced at VND150,000, will have root vegetables, green vegetables and eggs. The last combo will comprise root vegetables, green vegetables, rice and eggs, and its price will be a little higher at VND200,000. The other combos will include seafood, meats and eggs. The program has received a positive response from consumers in the Mekong Delta as well as those in HCMC. It has helped with the authorities’ efforts of restricting residents from going out to shop or visit different places to buy food, thus reducing the Covid transmission risk. To date, the program supplying 10-kilogram food combo packs has formed a network of food warehouses and can supply 80,000-100,000 food combo packs to HCMC per day, equivalent to 800-1,000 tons of food. The working group also revealed that localities in the delta can ensure the supply of over 4,500 tons of food and foodstuff to HCMC per day. Therefore, the group suggested the city prioritize launching the pilot program to help address the farm produce congestion facing farmers in the southern provinces as well as help the city’s residents get easier access to the affordable food combo packs. The HCMC departments of Agricultural and Rural Development, Industry and Trade were required to pilot the program. They were told to give enterprises participating in the program guidelines on how to register their goods delivery locations, which have to comply with anti-virus regulations. Rescue vessel SAR 412 saves fisherman suffering stroke in Truong Sa archipelago
Vessel SAR 412 of the Vietnam Maritime Search and Rescue Coordination Center, in collaboration with border guards of the south central province of Binh Dinh, saved a fisherman suffering stroke while fishing in the country's territorial waters to the north of Truong Sa (Spratly) archipelago on August 25. The patient was then handed over to the Binh Dinh General Hospital for treatment. Earlier, fishing boat QNa 91996 TS, captained by Tran Quang from central Quang Nam province with 24 crew members, sent a mayday signal while fishing the country's territorial waters to the north of Truong Sa (Spratly) archipelago. Fisherman Pham Van Lieu, 46, suddenly became paralysed on the right side of his body and could not eat or speak. Right after receiving the information, rescue vessel SAR 412 was sent to the site to give emergency aid to the distressed fisherman. The vessel reached the fishing boat on August 25. Initial diagnosis showed that the fisherman suffered a stroke. He was brought ashore safely for further treatment./. HCMC Heath Dept gets new director Tang Chi Thuong, deputy director of the HCMC Department of Health, has been picked as director of the department, replacing Nguyen Tan Binh, who will retire on September 1. HCMC Vice Chairman Le Hoa Binh today, August 25, handed over the appointment decision to Thuong. He will hold the post for five years, starting from September 1, the local media reported. Thuong, 54, a native of Tra Vinh Province, served as deputy director and then director of HCMC Children’s Hospital 1 for nearly 20 years. Transport Ministry urges HCM City to resume upgrade at Tan Son Nhat Int’l Airport The Ministry of Transport has asked HCM City to resume the upgrade on Tân Sơn Nhất International Airport during the two-week stay-at-home period that started on Monday to ensure that it is completed by the end of the year. The ministry has asked the municipal People’s Committee to include the work on a list of urgent projects. Tân Sơn Nhất, one of the two largest airports in the country, has been overloaded for many years and has visible cracks and subsidence of asphalt surfaces. The second phase includes upgrade of five existing taxiways and construction of new rapid exit taxiways, and connecting taxiways and parallel taxiways. It also includes a drainage system, taxiway lights and aviation signboards. From August 5-13, 27 positive cases of COVID-19 and 76 F1 cases (close contacts of COVID cases) at the project’s construction site were found and treated. No new COVID-19 cases have been reported since August 13. The project management board asked to resume work on the upgrade project after presenting its pandemic prevention plan to the city. The ministry has asked authorities of neighbouring Đồng Nai and Bình Dương provinces to allow equipment and materials to be transported to the city. It said the Tân Cảng-Cát Lái Port in the city should facilitate customs clearance procedures for shipments of imported equipment for the project. The ministry also said the city should give vaccination priority to the project’s officials and construction workers. Seven urgent projects in the city, including key traffic projects, have been allowed to continue work during the current stay-at-home order period to ensure completion. The city has suspended non-urgent construction projects under social distancing regulations amid the worsening COVID outbreak. HCMC proposes allowing private hospitals to charge for Covid-19 treatment services The HCMC government has written to the Ministries of Finance and Health proposing allowing private hospitals in the city to offer Covid-19 treatment services on demand and collect checkup and treatment fees that would be higher than those at public hospitals. The proposal was made based on the proposals of private hospitals and the municipal Department of Health, the local media reported. According to the city, private hospitals charge higher rates than public hospitals as the salaries of medical workers at private hospitals are higher. Nghe An readies four more Covid field hospitals as infections exceed 1,000 The north-central province of Nghe An is working to set up four additional Covid-19 field hospitals as it forecast that the number of Covid cases will soar. The province’s Center for Disease Control reported 11 fresh cases this morning, August 25, sending the province’s total since June 13 to 1,073. Among the new cases, five were detected in the community in Yen Thanh District and Vinh City. Given a spike in the cases, the province today put into operation its Field Hospital No. 4, which was converted from a hotel in Cua Lo Town, with 270 beds. The local authorities are surveying other locations to set up three more field hospitals. It also plans to open six more quarantine centers that can accommodate some 1,200 people. Hung Vuong Hospital opens centre for healthy newborns of COVID-19 patients Hùng Vương Hospital in HCM City on Wednesday opened the H.O.P.E Centre at Họa Mi Kindergarten No. 2 in District 5 for healthy babies born to COVID patients. The hospital previously took care of them, but the facility has become overcrowded with patients. Dr Hoàng Thị Diễm Tuyết, the hospital’s director, said that more than 50 of 130 babies born to COVID-19 patients at the hospital have been discharged from the hospital. Pfizer and Vietnamese health ministry enter agreement for additional 20 million vaccine doses Pfizer and BioNTech just announced that they have entered into an agreement with the Vietnamese health ministry to provide an additional 20 million doses of COVID-19 mRNA vaccine, Corminaty. In addition to the previously contracted 31 million doses, the newly signed amendment of the definitive supply agreement brings the total number of doses to be supplied by the two companies to Việt Nam to 51 million. Vietnam calls for ensuring security of elections in Iraq Vietnam welcomes efforts of the United Nations Assistance Mission for Iraq (UNAMI) and international organisations and partners to assist Iraq in organising early elections scheduled for this October, said Ambassador Dang Dinh Quy, head of the Vietnam’s Permanent Mission to the United Nations. Flight carrying repatriated citizens and medical supplies from US lands safely A flight bringing 277 Vietnamese citizens home from the US landed safely at the Nội Bài International Airport in Hà Nội in the early hours of Wednesday. The flight, operated by Vietnam Airlines from San Francisco, also transported more than 6.2 tonnes of medical equipment and supplies from overseas Vietnamese in the US to compatriots in Việt Nam for COVID-19 prevention and control. This is the second direct flight between Việt Nam and the US conducted by Vietnam Airlines this year after the airline was licensed by the US authorities to operate 12 flights to bring Vietnamese citizens home. More specifically, this is also the first time that a flight operated by a Vietnamese airline has been licensed to transport goods between the two countries. The special goods on the flight included 250 ventilators, 9,000 COVID-19 rapid test kits, 600 sets of medical protective clothing, 2,500 anti-droplet masks and 60,000 medical masks. The estimated total value of the shipment is about US$1 million. All of these goods are contributed by the Vietnamese community in the US in response to the call of Consulate General of Việt Nam in San Francisco to support pandemic prevention and control in Việt Nam. Vietnam Airlines has urgently worked with the Ministry of Foreign Affairs, the State Committee on Overseas Vietnamese Affairs, the US Embassy in Việt Nam, the Consulate General of Việt Nam in San Francisco and the US authorities to complete procedures for transporting the goods. Algiers exhibition commemorates General Vo Nguyen Giap The Vietnamese Embassy in Algeria opened an exhibition on late General Vo Nguyen Giap on August 25 to mark his 110th birth anniversary (August 25, 1911 - 2021). In the first six months of this year, the industrial sector still enjoyed the largest growth with an estimated production value of 36.1 trillion VND, up 10.8 percent year-on-year and equal to 45.3 percent of the yearly plan, in which the mining industry grew by 10.6 percent, and processing industry expanded by 11.4 percent. The number of newly-established enterprises and branches and representative offices rose by 14 percent over the same period last year with a total of more than 420 enterprises, branches and representative offices and a total registered capital of 3.8 trillion VND, up 13.8 percent year-on-year. In the total local budget revenue in the period, domestic revenue reached 67 percent of the estimate with an amount of more than 4.56 trillion VND, a year-on-year jump of 50.1 percent. Disbursement of construction investment during January-June reached 77 percent of the yearly estimate, making Thai Binh rank second in the country, after Hai Phong city, in terms of construction investment disbursement in 2021. The agro-forestry-fisheries and services sectors also posted growth with 1.71 percent and 4.35 percent, respectively. The European-standard IVECO ambulances are also equipped with disinfection and cleaning devices to serve the transport of COVID-19 patients in critical conditions. Meanwhile, the six-seat trucks can facilitate the conduction of in-place rapid testing and vaccination at residential areas in the context of the city launching strict social distancing and restriction measures. According to Duong, the company will also present 500,000 rapid test kits to the southern city serving its mass testing campaign. Reburial service held for fallen combatants in Ha Giang province Remains of three soldiers who laid down their lives in the struggle to safeguard the northern border were reburied at Vi Xuyen National Martyrs’ Cemetery in the northernmost province of Ha Giang on August 25. The remains were unearthed by the search team for martyrs’ remains from the provincial Military Command in Nam Ngat village, Thanh Thuy commune, Vi Xuyen district. Speaking at the event, Chairman of the provincial People’s Committee Nguyen Van Son expressed his deep gratitude toward the sacrifice and contributions made by martyrs, war invalids and sick soldiers, and their families for the national protection cause. He said the provincial authorities always pay attention to supporting the groups via martyrs’ remains finding work, financial assistance and charity house building, among others. HCM City Buddhist Sangha donates ambulances to help with COVID-19 prevention, control Responding to the call of Party General Secretary Nguyen Phu Trong, the Ho Chi Minh City Buddhist Sangha has donated six ambulances to support the prevention and control of COVID-19. The ambulances, worth some 7.2 billion VND (around 316,000 USD), will be handed over to hospitals in the city serving the transportation of COVID-19 patients. AVERP project honours successful agricultural enterprises in reducing GHG emissions The ThaiBinh Seed company has won the first prize of the the AgResults Vietnam Greenhouse Gas Emissions Reduction Pilot (AVERP) project with reward of 750,000 USD. An Dinh Technology Development and Investment Ltd. Won the second prize and receive 400,000 USD, while the Seed Joint Stock Company for Food Crop bagged the third prize with 200,000 USD. An award ceremony was held on August 25, during which the Ministry of Agriculture and Rural Development also presented certificates of merit to one collective and one individual, while the Thai Binh People’s Committee honoured one collective and nine individual with outstanding performance in implementing the AVERP project. The AVERP project is funded by the Netherlands Development Organisation in northern Thai Binh province in the 2016-2021 period. It aims to seek advanced technologies, tools and solutions to rice production with an aim to reducing greenhouse gas emissions, thus improving livelihood for farmers and contributing to environmental protection and climate change mitigation. It is implemented in two phases, involving 47,762 farmer households and 85 co-operatives with 4,937 hectares of farm. The project has helped reduce GHG emission by 0.5 tonne per hectare of rice farm and increase productivity by 0.2 tonne per hectare. The project’s technology packages also contributed to cut 15 percent of cost for farmers. Chairman of the Thai Binh People’s Committee Nguyen Khac Than highly valued the effectiveness of the project in Thai Binh’s rice production, opening a new, safe, sustainable and effective development orientation for the province’s rice sector. Head of the Department of Crop Production under the Ministry of Agriculture and Rural Development Nguyen Nhu Cuong said that on the foundation of the project’s results in Thai Binh, the department will assign award-winning firms to continue to expand the model to other localities. Lao top legislator appreciates Vietnam’s proposals at AIPA-42 Chairman of the Lao National Assembly (NA) Saysomphone Phomvihane has highly valued contributions as well as constructive initiatives and proposals of the Vietnamese NA at the 42nd ASEAN Inter-Parliamentary Assembly (AIPA) General Assembly held from August 23-25 via videoconference. He said that the Vietnamese legislature has made positive and constructive contributions to AIPA’s activities, especially at this AIPA General Assembly. He agreed with and supported five proposals made by Vietnamese NA Chairman Vuong Dinh Hue this time, including the need to develop the law system of each country to manage and use the digital system in a harmonious manner among ASEAN member countries, encouraging the governments of ASEAN members to carry out concrete programmes, action plans and strategies pertaining to digital development; and facilitating the application of science and technology in fighting the COVID-19 pandemic; and promoting cooperation to maintain peace, stability and security in the region. Welcoming Brunei’s decision to hold the AIPA general assembly via videoconference, the Lao top legislator affirmed that AIPA-42 has achieved its set goals and gained success thanks to the application of a modern digital system in the organisation. He also appreciated the theme “Forging Parliamentary Cooperation in Digital Inclusion towards ASEAN Community 2025” of this general assembly. Laos also attaches great importance to the use of digital systems in socio-economic development, thus creating favourable conditions for people in remote rural areas, the disadvantaged and the whole society to have access to information and communication technology in a comprehensive and equal manner so as to improve people's living standards and reduce the development gap between rural and urban areas, he added./. Vietnam attends meetings of ASEAN Connectivity Coordinating Committee A Vietnamese delegation led by Ambassador Nguyen Hai Bang, Permanent Representative of Vietnam to ASEAN, attended meetings of the ASEAN Connectivity Coordinating Committee (ACCC) held in a virtual format from August 23-25. At the third meeting of the ACCC this year, countries welcomed progress made in the implementation of the ASEAN Master Plan on ASEAN Connectivity (MPAC) 2025, although many projects face difficulties in the context of COVID-19. Delegates focused on measures to roll out recommendations by the Mid Term Review and voiced opinions for the third draft of the Progress Review Report for the MPAC 2025 to submit to the 30th meeting of the ASEAN Coordinating Council (ACC) slated for October. Particularly, 14 out of 15 initiatives in the master plan’s strategic areas, namely sustainable infrastructure, digital innovation, seamless logistics, regulatory excellence and people mobility, are being carried out. The fourth meeting on Monitoring, Review and Evaluation (MRE) of the MPAC 2025 saw the participation of representatives from relevant agencies in the implementation of 15 initiatives in the MPAC 2025. With the projects’ cross-sectoral and cross-pillar characteristics, MRE promotes cohesiveness between agencies and raises awareness of sharing responsibilities in the implementation of initiatives and projects of the MPAC 2025. It is also to discuss and seek solutions to challenges and obstacles in the MPAC 2025 implementation. At the ACC Consultations with Dialogue Partners and Other External Partners on Connectivity, heads of ASEAN partner nations spoke highly of ASEAN’s efforts in the recent past in promoting connectivity in the organisation and the region at large. They affirmed to further support ASEAN to carry out projects in the MPAC 2025 and others, in order to accelerate the building of the ASEAN Community and connection between ASEAN and partners, thereby stepping up recovery and economic development in the region. The countries also discussed measures to promote the MPAC 2025 in the backdrop of COVID-19, underlining that strategic fields of the plan are in line with the ASEAN recovery plan in the post-pandemic period. At the 28th ASEAN Summit in Vientiane, Laos, in September 2016, ASEAN leaders adopted the MPAC 2025 with a vision of a seamlessly and comprehensively connected and integrated ASEAN. The ACCC was established to oversee, assess and make periodic reports to the ASEAN Coordinating Council (ACC) and the ASEAN Summit on situation and challenges in implementing the MPAC 2025./. National conference highlights military talent, moral example of General Vo Nguyen Giap A national scientific conference was held via videoconference on August 25 to highlight the military talent and the prestige of General Vo Nguyen Giap. The event, jointly organised by the Ministry of National Defence, the Party Central Committee’s Commission for Information and Education, the Government Office and the Party Committee of Quang Binh province (the home province of the late General), saw the participation of more than 600 delegates. President Nguyen Xuan Phuc sent flowers to the event. Opening the conference, Sen. Lieut. Gen Nguyen Trong Nghia, head of the Party Central Committee’s Commission for Information and Education underlined that the over 80-year revolutionary career of General Vo Nguyen Giap was closely linked with significant milestones of the Vietnamese revolution. With his sharp mind and strategic vision as well as rich experience, General Giap made great contributions to the success of the country’s revolution. He is also a model of the morality and personality of a communist, said Sen. Lieut. Gen Nghia. Meanwhile, Defence Minister General Phan Van Giang underlined that General Giap is one of the great leader of the Vietnamese revolution and an outstanding military talent who played an important role in the formation and development of the Vietnam People’s Army. His name is associated with many victories of Vietnam in the Ho Chi Minh Era. General Giang suggested that participants focus on analyzing General Giap’s contributions to the country’s victory in the war against American imperialists and French colonialists, and clarifying General Giap’s ideology on people-based war and people-based defence as well as the Vietnamese military art. At the same time, General Giap is also a great man of culture and a typical example on revolutionary ethics, he added. The Defence Minister said that the outcomes of the conference will support the education of patriotism and national pride among military officers and soldiers as well as the public, especially young people. General Vo Nguyen Giap, whose real name is Vo Giap (alias Van), was born in Loc Thuy commune, Le Thuy district, the central province of Quang Binh on August 25, 1911. He passed away in Hanoi on October 4, 2013 at the age of 103. He once served as a Politburo member, Secretary of the Central Military Commission, Standing Deputy Prime Minister, Minister of National Defence, Commander-in-Chief of the Vietnamese People’s Army and a National Assembly deputy from the first to seventh tenures. The General, whose military career starting with his appointment to lead the first Vietnamese revolutionary army unit with only 34 soldiers in 1944, led the Vietnamese people's army from victory to victory during the resistance war against French colonialists and then American imperialists./. Yen on August 25 sentenced Ngo Cong Tru, a resident in Hoa Binh 1
commune of Tay Hoa district, to 10 years in prison on the charge of “engaging
in activities to overthrow the people's administration” in accordance with
Clause 1 of Article 109 of the Penal Code 2015. Via his social media accounts, the 33-year-old Tru posted contents defaming Vietnamese leaders, and persuaded his family members to join the so-called "Chinh phu quoc gia Viet Nam lam thoi" which aims to overthrow the leadership role of the Communist Party of Vietnam and destroy the Socialist Republic of Vietnam and then elect Quan as the president of the so-called "De tam Viet Nam cong hoa" (Third Republic of Vietnam). In February, police in Phu Yen launched legal proceedings against and detained Tru to investigate his role in “activities to overthrow the people’s administration,” under Clause 1, Article 109 of the 2015 Penal Code./. Technology project helps connect doctors with COVID-19 patients The Help Me! project, a member of the National Technology Centre for COVID-19 Prevention and Control, has been recently launched, connecting many IT engineers and over 150 volunteers in Vietnam and around the world to support Vietnamese people affected by the COVID-19 pandemic. From the end of July, Ho Chi Minh City has allowed asymptomatic patients to be quarantined at home. Realising the urgent need of tens of thousands of patients in need of telemedicine support as well as the pressure facing the medical force, the Help Me! project was born to serve the community for free. The project not only responds to people's need for quick support and advice, but also pioneers in applying technology to connect people who "can help" with those who "need help". The volunteers can provide support around the clock. Bringing into full play the time and expertise of consulting volunteers across Vietnam will significantly reduce the load on the national health system in general, as well as medical facilities in pandemic-hit areas in particular. The project is still calling on volunteers who are doctors, medical professionals of all specialties and ages across the country to join its work./. State Audit of Vietnam enjoys high efficiency in multilateral cooperation The partnership among State audit agencies of Vietnam, Laos and Cambodia, initiated by the State Audit of Vietnam (SAV), aims to build a long-term cooperation mechanism for higher efficiency of collaboration in State auditing activities, contributing to promoting the traditional ties among the three countries. After 12 years, major targets of the partnership have been completed, including the promotion of traditional relations and enhancement of professional capacity of the three countries, helping raising the position of State Audits of the three countries in the region and creating a suitable playground for them to learn experience to join larger multilateral forums. Long-term cooperation programmes On June 1, 2009, the State audit agencies of Vietnam, Laos and Cambodia signed a memorandum of understand on the outcomes of talks among leaders of the three agencies in Hanoi. They agreed to strengthen the implementation of contents of the signed bilateral deals, while increasing the organisation of trainings, conferences, surveys, and experience exchange in building standards, procedures and method of auditing, and conducting joint programmes and projects. They concurred to organise rotated talks to improve the efficiency of their cooperation activities, and propose the government of each side to consider their adding collaboration contents to inter-governmental cooperation programmes. Since their partnership was set up, the three sides have maintained annual conferences in a rotation format to share their knowledge and experience in matters of common interest. As of 2014, five conferences had been held to discuss different topics. This is an useful forum for all parties to enhance their professional capacity and reinforce their cooperation and friendship for common development. In order to further lift up the coordination efficiencies among the three agencies, at the sixth tripartite conference held in Vientiane, Laos, from November 11-12, 2014, they agreed to hold the conference every two years instead of annually. Alongside, they also reached consensus of the changes in the organisation form of the event, dividing the event into two separate meetings, one on issues of shared concern in line with the conference’s theme, and the other gathering top leaders of the three agencies to reach agreements of discussed issues and evaluate outcomes of their cooperation in previous year and sketch out future cooperation orientations. The conferences have focused on topical issues of shared concern, including the strengthening of management efficiency, the enhancing of collaboration between State Audit and parliament, and the elevating of quality of audit reports and auditing activities, and the sharing of experience in applying the International Standards of Supreme Audit Institutions (ISSAI). Particularly, recently, the eighth conference of the State audit agencies of Vietnam, Laos and Cambodia focused on the implementation of sustainable development goals of the supreme audit institutions (SAI). After years of effective collaboration, the ties among the three agencies have become tight with high level of mutual understanding and support at international forums. Meanwhile, leaders of the three agencies have regularly held their talks to bolster their cooperation. State Audit of Vietnam’s role In November 2018, the eighth tripartite meeting among three State audits of Vietnam, Laos and Cambodia was held in Phnom Penh, Cambodia with the theme of “Audit of preparedness for the implementation of Sustainable Development Goals (SDGs)”. At the event, Vietnam shared experience in associating the design of auditing plan with the evaluation of the implementation and outcomes of SDGs. At the same time, Vietnam also highlighted its experience in applying the guidelines on the audit of SDGs of the INTOSAI Development Initiative (IDI) in the auditing of Vietnam’s implementation of the goals. As an independent audit agency, the SAV has accompanied with the Government of Vietnam in realising SDGs, while making indirect contributions in the completing of a number of goals, including reducing the multidimensional poverty rate, improving the quality of living conditions of ethnic minority communities, and increasing health insurance coverage. Contributions by the SAV helped Vietnam sustain high GDP growth in the 2018-2020 period, while ensuring the stability and sustainability of the national finance, and raising the role of Vietnam in the region and the world./. Oversea Vietnamese in US donates 250 ventilators to homeland David Duong, president of California Waste Solutions (CWS) and CEO of Vietnam Waste Solutions (VWS) has handed over 250 ventilators to the Consulate General of Vietnam in San Francisco to aid anti-pandemic efforts in the homeland. When the COVID-19 pandemic broke out in Vietnam, in response to the call of the Vietnamese government, his company has made contributions by donating cash. However, Duong said, this time, he decided to buy ventilators because there is a shortage of medical equipment, especially ventilators, when too many people are hospitalised. With the help of the Consulate General of Vietnam and Vietnam Airlines, ventilators were transported to Vietnam within two days, he said. According to Duong, VWS representatives in Vietnam have also donated medical supplies and equipment for pandemic prevention and control, such as antibacterial hand sanitizer and N95 face masks, SARS-CoV-2 virus antigen rapid test kits, and food to support people who are in need. Besides donating 250 ventilators to Vietnam, he is traveling to many states in the US, meeting with state and federal government officials to advocate for Vietnam to receive more vaccine aid from the US through COVAX Facility. In the near future, he plans to call for contributions from Vietnamese communities and businesses in the US as well as members of the Vietnamese American Business Association to present 1,000 ventilators to Vietnam. Duong said he hoped that his action will serve as a motivation for the overseas Vietnamese community and businesses to join hands to support the country in the fight against COVID-19./.
