Massive parade marks 70 years of independence
HA NOI - The largest-ever parade in the country was held this morning in Ha Noi to commemorate 70 years since the day late President Ho Chi Minh made the Independence Declaration.
At least 30,000 troops and civilian units marched through Ba Dinh Square, the same historic place that witnessed the establishment of a free and independent Viet Nam following the victory of the August Revolution (August 19, 1945) against fascism in World War II.
Some foreign dignitaries were present on the occasion, including Laotian Vice-President Bounnhang Vorachith and Cambodian Deputy Prime Minister Men Sam An.
The parade began at 7am with the lighting of a torch that was carried to the square from the nearby Ho Chi Minh Museum.
A 21-round salute was then fired from cannons stationed at the Thang Long Imperial Citadel during the flag ceremony.
In his opening speech, President Truong Tan Sang said though Viet Nam was born of the victory of the August Revolution, it took more than 30 years of war for the country to be reunified and the people to live in "real peace".
Immediately after the September 2 Independence Declaration, the young government and its people had to suffer nine long years of struggle against the French, who tried to re-establish their colonial rule in Viet Nam after the end of World War II.
The Anti-French Resistance War, or the First Indochina War, ended with the decisive defeat of the French army in the Battle of Dien Bien Phu on May 7, 1954.
Yet peace had not been achieved. Viet Nam had to go through another 21 years of war against the Americans, generally known as the Second Indochina War.
The war ended with the historic victory of the Ho Chi Minh Campaign on the Vietnamese side on April 30, 1975 that completely reunified Sai Gon (now HCM City) and the southern part that had been separated from the northern part at the 17 parallel under the Geneva Accord in 1954, eventually leading to the country's independence as a whole.
"Right after that were the defending wars along the southwestern and northern borders. It was not till then that our Vietnamese people enjoyed real peace," Sang said.
The President paid tribute to late President Ho Chi Minh for leading the Vietnamese people to victory and to "millions of heroes – the outstanding sons of the country – who sacrificed their lives for the freedom and independence of our motherland."
"Viet Nam is also deeply grateful for the help of our brother countries and the support of countries around the world during the struggle for our independence, the fight to protect our nation and in our nation-building effort," Sang said.
Sovereignty in focus
Viet Nam was getting not only huge opportunities to develop, but also challenges as international and regional situations keep shifting in an unexpected manner, especially in the sovereignty issue, Sang said.
"The sea and islands dispute in the East Sea is growing increasingly intense," Sang said.
Sang called on the country to strengthen the armed and security forces and improve their combat capabilities to protect the sovereignty of the nation and the peaceful lives of the people.
He said Viet Nam would continue to strive for multilateral and diversified relations and would always be a trusted partner in the global community, in order to gain international support for maintaining balance and stability in the region. — VNS

The government of
Under the draft tax law being compiled by
the Ministry of Finance (MOF), operational and newly invested automobile
projects would enjoy many preferences.
Analysts commented that the draft tax law shows that the automobile industry is an important part of the national economy and that the government is determined to develop the industry despite failed efforts. MOF proposed to apply the preferential corporate income tax rate of 10 percent for 15 years for some automobile projects, and a four-year tax exemption and 50 percent tax reduction in the next four years. The projects also need to satisfy some requirements as follows. First, they include products encouraged by the government and satisfy requirements of capital, labor force and investment disbursement stipulated in the Special Consumption Tax (luxury tax) and Corporate Income Tax. Second, they are newly invested projects that make important sets of car parts, including engine and gear boxes. An MOF senior official said the ministry was amending the two tax laws per the request of the government. On July 18, 2015, the Government Office released Notice No 229 requesting MOF and relevant ministries to build up plans to amend the two laws. The amendment will have to: First, cut the luxury tax rates on car lines the government encourages to produce. Second, apply high and especially high luxury tax rates on car models with up to nine seaters and the cylinder capacity of over 3.0L. The models consume much fuel and have a large size which do not fit Third, as for large-scale production projects for encouraged car models and important sets of car parts, the corporate income tax rates will be more preferential than the current ones. The preferences for projects will be specifically decided by the Prime Minister. According to MOF, under free trade agreements (FTAs), the import tariffs on complete built unit (CBU) cars from ASEAN countries will be cut to 0-5 percent, while car part imports from ASEAN countries tend to apply lower luxury tax rates to car models with small cylinder capacity in an effort to save fuel. totaling around VND2 trillion for a land use fee for six lots to develop the

Vietnamese, Venezuelan leaders decide to deepen trade relations
HA NOI — State
President Truong Tan Sang reiterated Viet Nam's desire to deepen ties with
Venezuela to benefit both countries during talks with Venezuelan President
Nicolas Maduro Moros in Ha Noi yesterday.

said he hoped to learn about

co-operation and political consultations between the two foreign ministries.

Vietnam’s cement
industry faces shake-up
The cement industry posted growth in
the first seven months of the year on the back of strong domestic consumption
despite lagging exports, according to the latest statistics of the Ministry
of Construction (MOC).
For the seven months
January-July, sales prices remained stable with increased volume pushing
overall sales of cement and clinker upwards by 10% year-on-year to an
estimated 40 million metric tons, fulfilling 57% of the year’s annual target.
An uptick in construction in the
residential real estate market along with stepped up work on infrastructure
projects throughout the nation benefited the cement industry as a whole, said
the MOC.
Nguyen Quang Cung, president of the
Vietnam Cement Association (VCA) in turn reported the industry is on target
to hit sales of 5 million metric tons by the end of the year, surpassing the
annual target.
However, the outlook for
sustainability over the long term remains unclear as the state divests itself
of its remaining ownership in the industry over the remaining months of 2015
and opens it up to free market forces.
“The cement industry as a whole
admittedly lacks the requisite entrepreneurial spirit and ambition to get
engaged and compete with its peers from other countries,” Cung stressed.

of the government the cement industry is likely to fall apart and crumble.
For his part, Le Van Toi, head of

practices.
The industry needs to reorient to
the nation’s new open marketplace and learn how to compete using superior
knowledge to innovate, finish their work faster, better and more profitably.
Most importantly Toi stressed,
there needs to be a focus on marketing— getting proactive in studying the
global consumer markets to find out what their needs and buying habits are
and then producing a product that meets their expectations.
They also need to get their
accountants crunching the numbers, analysing the trends and correlations over
the last four years and do some forward thinking ‘what if’ scenario analysis
so they can approach the market on a more informed basis.
There is still time to get the
industry on the path to success and prosperity said Toi, but as of now— the
industry’s foundation is weak and it may just crack under the pressure of
FTAs.
