for cannabis possession Bình
Thuận Province People's Court on Monday handed a seven-month prison sentence
to a Russian man for illegal possession of narcotics. According
to the verdict, 34-year-old Shedko Dmitrii arrived in Việt Nam in November
2019 and rented an apartment at Hàm Tiến Ward, Phan Thiết City, the south-central
province of Bình Thuận. In
August 2020, he suffered a broken hand during a fight, and after the injury
healed, he claimed he was still in pain and decided to use cannabis as a
painkiller. In
August 2021, he bought seeds to plant in his own home as he said he didn't
have money to purchase the product. However, the excuse was deemed
unacceptable, as before growing the cannabis, Dmitrii spent a significant sum
of money on lights, humidifiers, dryers, electronic scales, and microscales
for his growing system. On
December 24, 2021, Phan Thiết City's criminal police said they caught Dmitrii
in illegal possession of a large amount of dried cannabis (about 3kg in
total) as well as 27 live cannabis plants (ranging between 30-140cm in height
and weighing 6kg in total). The
police also seized instruments used in the cultivation and harvesting of
cannabis. The
court said the defendant had given a sincere confession, repented and had no
prior criminal record, making him eligible for a reduced sentence. During
legal procedures, he had access to interpreters, consular notification, and
other rights in accordance with the law. History proposed to be compulsory
subject in high schools The
National Assembly's Committee for Culture and Education held its third plenary
session on May 22, in Hanoi, with the attendance of leaders of the Ministry
of Education and Training, the Ministry of Culture, Sports, and Tourism. Most
members of the Committee for Culture and Education disagreed with making
History an optional subject at the high school level for many reasons. First,
History is a particularly important subject, playing a key role in political
and ideological education for the young generation; educating patriotism,
national self-esteem, cultural and historical traditions; fostering the
thinking capacity and proper actions and behaviors in social life; thereby
forming the qualities of Vietnamese citizens in the development trend of the
times. Secondly,
in terms of age, high school students, from the age of 15 to 17, mature in
awareness and have better receptive ability about the national history. This
is also the age that determines the formation of worldview, the system of
views about nature, society, principles and behavior rules, and human value
orientation. Third,
History is always a compulsory subject in the high school curriculum in many
countries worldwide, such as the US, France, Australia, Japan, and China. From
the above arguments, the NA's Committee for Culture and Education believes
that History has a special position and significance in the general education
program. Students need to be equipped with this knowledge. Therefore, the
committee unanimously proposed the Ministry of Education and Training
stipulate History as a compulsory subject in the 2018 General Education
Program with an appropriate volume of knowledge. The subject includes
historical knowledge (required) and career-oriented knowledge (optional). Vietnam cooperating with WHO to
closely monitor monkeypox The
General Department of Preventive Medicine (under the Health Ministry)
yesterday announced that functional units in the country are carefully
monitoring the status of monkeypox to prevent the disease from entering
Vietnam, while continuously working with WHO to timely update the status of
this disease worldwide, along with responding measures. This
monkeypox disease, which mostly occur in the West and Middle of Africa, is
milder than previously discovered smallpox in 1970. Until 2019-2020, patients
infected with monkeypox were all related to these areas. However, since May
2020, many countries in the world have recorded patients with no clear
relation to the endemic area. WHO
reported that until May 21 of this year, there have been 92 confirmed
monkeypox patients and 28 suspected cases in 12 nations of England, Portugal,
Sweden, Canada, Belgium, Germany, Australia, and the US, which are not the
inherently endemic areas of the virus. WHO forecasts an increase in suspected
monkeypox cases as it has expanded its monitoring scale. Vietjet reopens flights between Seoul

households, including nearly 2,500 in HCM City, he said. Phan
Văn Mãi, chairman of the municipal People’s Committee, said the city aims to
complete site clearance and start construction by the end of 2023. HCM

a dispatch sent to cities and provinces on Friday, the Ministry of Health
said that some localities are facing transmissible diseases such as dengue

hot and humid weather in the coming summer would pose favourable conditions
for infectious diseases. HCM

the city is also facing a high risk of a dengue fever outbreak. So
far this year, the city recorded a total of 8,200 dengue fever patients. This

groundwater resources The
Ministry of Natural Resources and Environment (MoRE) has called on provinces
and cities nationwide to step up the conservation of groundwater resources. MoNRE
said that many localities have been working to protect groundwater resources
by limiting exploitation, filling in unused wells, and controlling drilling
and exploration activities, which has helped prevent dropping groundwater
levels, saltwater intrusion, and land subsidence in urban and delta areas,
especially big cities like Hanoi and Ho Chi Minh City, the Mekong Delta, and
some coastal provinces. However,
it also pointed out that one of the main causes of land subsidence and
groundwater pollution, degradation and exhaustion is a lack of attention to
geological exploration, mineral mining and construction activities. In
its written request, the ministry asked provinces and cities to promptly
order local agencies to deal with unused wells, especially those formed as a
result of geological, mineral and construction surveys. They
were also told to increase examination and monitoring at the grassroots level
to detect and handle land subsidence and groundwater pollution, degradation
and exhaustion in a timely manner. Vietnamese language teaching promoted
