NA’s
fourth session decides plan, budget for 2013
The fourth session of the 13th National
Assembly opened in the capital city of
The
deputies will also examine the Government’s report on the performance of
socio-economic development plan as well as the accomplishment of State budget
this year, NA Chairman Nguyen Sinh Hung said in his opening speech.
At
the opening session, the deputies will hear a Government report on the
implementation of socio-economic development plan in 2012 and a plan designed
for 2013, presented by Prime Minister Nguyen Tan Dung.
They
will be briefed on the gathering of voters’ opinions and proposals by
President of the Vietnam Fatherland Front Central Committee Huynh Dam.
Nguyen
Van Giau, head of the NA’s Economic Committee will present a report on the
verification of the implementation of 2012 socio-economic development plan
and the 2013 plan.
Government
Chief Inspector Huynh Phong Tranh will launch a report on anti-corruption in
2012, which will have its verification read by Head of the NA’s Judiciary
Committee Nguyen Van Hien later.
During
the month-long sitting, t he deputies will give comments on the draft
revisions to the 1992 Constitution before deciding on the collecting of
public feedback on the issue.
They
are scheduled to adopt a resolution on procedures for the gathering of votes
of confidence for positions elected and approved by the National Assembly and
local People’s Councils.
The
deputies will look at the implementation of policies and laws on handling
complaints and petitions concerning administrative decisions on land and
examine reports submitted by the NA’s Ethnic Council and its committees.
They
will hear a report summing up voters’ opinions and proposals and the results
of addressing voters’ petitions since the third NA session and ratify a
resolution on the NA’s supervision activities in 2013.
Q&A
sessions will take place as a regular part of the sitting.
Besides,
the Standing Committee, the Ethnic Council and other committees of the
law-making body, the Chief Judge of the Supreme People’s Court and the Head
of the Supreme People’s Procuracy will deliver their working reports.
The
Government will report on anti-corruption, thrift practice, waste prevention,
fight against law-breakers and crimes and execution of courts’ verdicts.
At
this session, nine revised laws on lawyers, electricity, tax management,
personal income tax, national reserves, cooperatives, publication, the
capital city, and anti-corruption, are expected to be debated and ratified.
Six
other bills, including the amended laws on land, science and technology, and
prevention and mitigation of natural disasters, the anti-terrorism,
security-defence education and grassroots mediation laws will be tabled for
garnering comments.
