Vietnam’s
new Prime Minister to be sworn in on April 7
After the 12th
National Party Congress, the incumbent National Assembly Chair, the President
and the Prime Minister are no longer the members of the Party Central
Committee.
According to
information on the sidelines of the 12th National Party Congress, the
candidates for these three key positions are Ms. Nguyen Thi Kim Ngan, who is
the current National Assembly Vice Chair, Mr. Tran Dai Quang – the incumbent
Minister of Public Security and Mr. Nguyen Xuan Phuc – the current Deputy
Prime Minister, respectively.

It is
expected that on the morning of April 7, the new Prime Minister will be sworn
in before the National Assembly, immediately after the voting result is
announced.
On March 21
morning, the final session of the 13th National Assembly began.
More than
half of this session will be used for personnel tasks, including the election
of the new President, new Prime Minister and new Chair of the National
Assembly.
According
to the agenda of the meeting that was approved by the National Assembly at
the preparatory meeting on March 21, the discussion of personnel tasks will
start on March 30.
The NA
Standing Committee will ask the NA to dismiss the NA Chair and the Chair of
the National Election Council.
The
dismissal and election of the new personnelwill be conducted in the form of a
secret ballot with the same voting committee.
The same
afternoon, the candidates for the election of the new NA Chair and new Chair
of the National Election Council will be submitted to the NA.
On March
31, after some procedures, the new NA Chair will take an oath.
The similar
procedures to dismiss and elect the new President of Vietnam will take place
in the afternoon of March 31 and the newly-elected President will be named on
April 2. The new President will also take an oath before the National
Assembly.
On April 6
morning, the President will ask the NA to dismiss the Prime Minister. The
procedures to elect the new PM will take place after that. The election
result will be announced on the morning of April 7. Later, the Prime Minister
will be sworn in as the new NA Chair and the new President.
According
to information on the sidelines of the 12th National Party Congress, the
candidates for these three key positions are Ms. Nguyen Thi Kim Ngan, who is

Minister of Public Security and Mr. Nguyen Xuan Phuc – the current Deputy

Besides the
NA Chair, the President and the Prime Minister, the National Assembly will
also dismiss and elect some Deputy Chairs of the NA, some members of the NA
Standing Committee, Chair of the National Ethnic Council, and the chairs of
several committees of the NA, and the State Auditor General.
The NA will
also dismiss and elect the new Vice President, the Chief Judge of the Supreme
People's Court, and the Head of the Supreme People's Procuracy.
Also at the
session, the new Prime Minister will submit to the NA to approve, dismiss and
appoint deputy prime ministers, several ministers and other members of the
Government.
The
candidates for these positions have not been not disclosed but the list of
candidates for the election of the 14th National Assembly reveals some
information.
For
example, Mr. Vuong Dinh Hue and Truong Hoa Binh - two new Politburo members -
are named as the government candidates for the new NA term.
The
government also introduced many deputy ministers as its candidates, including
Tran Tuan Anh (Deputy Minister of Industry and Trade), Mr. Do Van Chien
(Deputy Chairman of the Committee for Ethnic Affairs), Mr. Nguyen Xuan Cuong
(Deputy Minister of Agriculture and Rural Development), Nguyen Chi Dung
(Deputy Minister of Planning and Investment), Tran Hong Ha (Deputy Minister
of Natural Resources and Environment), Le Thanh Long (Deputy Minister of Justice),
Le Vinh Tan (Deputy Minister of Home Affairs), and Nguyen Ngoc Thien (Deputy
Minister of Culture - Sports and Tourism).
