The Ha Noi
People's Council had passed 11 resolutions to concretise the Capital Law to
help with its implementation, said chairman of the Ha Noi's People Committee
Nguyen The Thao.
Since the law was approved last
November by the National Assembly, authorities had developed legal documents
so that they could be adapted in time for when the law took effect this
month, he said during an interview with the Government Online Portal.
The law establishes a specific
mechanism for Ha Noi in seven key areas including planning, culture,
education and training, science and technology, environment-land, economy and
finance, security and social security.
The city has compiled 16 legal
documents outlining specific provisions of the law including 11 resolutions
of the Council, two documents of the municipal People's Committee, two
documents that need the Prime Minister's approval and another under the
authority of the Minister of Natural Resources and Environment.
According to 11 newly-approved
resolutions, there will be specific regulations on average living space in
inner city areas that require people to gain permanent residence, Thao said.
It also regulates the rate of land to
develop social housing projects in commercial housing projects or in new
urban areas.
The city will take measures to ensure
the process of land withdrawal, land clearance in key projects and upgrading
or re-building old apartment buildings.
The resolutions are expected to relieve
overloaded infrastructure development in the city.
Citizens would benefit from special
policies with no regulations of the management of urban space, architecture,
culture or education.
Residency management is a key point
that helps the city ensure proper population structure and contributes to its
social security and economic growth. The city's People Committee will
regularly inspect and review the implementation of policies and mechanisms so
that it can assess their impacts and adjust them if necessary.
Ha Noi is the 17th largest metropolis
