Rare tree species cut down in nature reserve

Rare tree species have been chopped down in Bach Thong District in the northern Bac Kạn Province, forest protection forces of Kim Hy Nature Reserve said.

Nguyen Don Tu, deputy head of the Bac Kan Forest Protection Department, said so far 23 nghiến (Burretiodendron Hsienmu) and trai ly (garcinia fagraeoides) trees, weighting up to 100m3, were illegally cut down in the mountainous areas of the district's Cao Son Commune.

One cubic metre of nghiến trees may sell for about US$700 in the market.

Due to their high value, many young men in the province violated the ban on cutting the trees and transported them on motorbikes to sell in the district or in neighbouring districts such as Na Ri, Tu said.

The rangers usually meet with severe resistance when they try to catch the culprits, and have to ask for the local police's help.

The district police have summoned 37 persons allegedly linked to the illegal forest logging.

Twelve persons have been arrested so far.

Nghien is among rare tree species that need urgent protection dueto increased logging in recent times.

Paediatric Hospital warns of fraudulent account on Facebook

The HCM City's Paediatric Hospital 1 has issued a warning that a Facebook account is using the image of a new-born patient to ask for donations.

The Facebook account named My Chau has posted the image of a two-month old baby abandoned by a woman named Nguyen T.U from Ca Mau Province with a sad incident that allegedly occurred with them while the child was undergoing treatment for a variety of diseases at the Paediatric Hospital 1.

The owner of the Facebook account, who does not work for any charity organisation or have any contact with the hospital, has tried to convince donors to send money directly to his/her personal bank account, representatives from the hospital said on Friday.

Dr Pham Thi Hang, head of the hospital's personnel unit said it was hard to clarify whether the Facebook account holder was cheating people or not, but he/she should be condemned for collecting funds through his/her personnel bank account.

Hang cautioned people not to believe in the information stated on the Facebook page as it seems to be used for cheating people.

Dr Vu Minh Phuc, head of the hospital's cardiology faculty said the child was accepted for treatment in late August with a diagnosis of a series of serious health problems including pneumonia, sepsis, chronic kidney disease, and Down syndrome, apart from a congenital heart problem.

After all efforts to contact the child's parents failed, the hospital identified him as an abandoned child and reported the case to the local police, the doctor said.

Phuc said that since then the child had been staying at the hospital for treatment and had been progressing. The baby's weight had also increased by 300g by now.

Phuc confirmed that as the child had been abandoned, the treatment he had received was completely free, similar to what all other abandoned children receive.

The doctor said the problems began after the child's picture appeared on Facebook named My Chau without any contact or report of the hospital.

"We are unaware as to how the Facebook owner had taken the child's personal information and why he or she did so. One important thing the account holder had not mentioned while appealing for funds is that the child had been treated well at the hospital and completely free of charge," Phuc said.

Ha Noi residents to rate basic public services

Ha Noi residents will have the opportunity this week to judge the quality of basic public services in order to highlight shortcomings and enhance employees' responsibilities and working attitudes.

The municipal People's Committee recently proposed that inhabitants living in the districts of Ba Dinh, Ha Dong, Nam Tu Liem, Dong Anh, Thuong Tin should be permitted to submit comments on the quality of basic public services in order to find solutions to improve them.

Those public services include medical services, waste collection services and transportation services.

For each service, 700 coupons will be distributed to the residents. Answers can be submitted from October 15 to November 20. Survey results will be reported to the municipal People's Committee before December 20.

Construction worker dies, another seriously injured by crane-truck

A construction worker died, while another was wounded when a crane truck fell apart without warning at 9am today at a hotel-repair site in this central province.

Huu Nghi Hotel on Tran Hung Dao St., Dong Ha District's Ward 1, had rented a crane truck from a local private company, Le Thanh DKT, to upgrade the restaurant area.

When the truck's crane collapsed, the construction materials it was carrying fell on two workers on the ground, a witness said. At the time, some 10 workers were at the site.

Doan Phat Thanh, 33, was killed immediately, and Le Quang Khanh, 28, was treated at the provincial general hospital.

Police are investigating the cause of the accident.

The repair work, which started on August 10, is expected to be completed on November 11 by the Doan Luyen private construction company.

16 crewmen rescued off Quang Tri coast

Ten crewmen have been rescued from sea after their cargo ship was wrecked by strong waves near Con Co island off the coast of central Quang Tri Province.

The province's Border Guard Commanders said the guards early yesterday morning successfully rescued all crewmen on the sinking ship An Phu Khang 079 traveling from southern Dong Nai Province to northern Hai Phong City, carrying 1,500 tonnes of fertilizer.

Strong waves from bad weather sank the rear half of the ship 500m from the island when the crewmen delivered an emergency signal for help. The site of the accident is near

a rock and the rescuing ship could not approach closer, so the guards deployed a fishing boat to get the men on board.

Six other crewmen were rescued from fishing boat numbered QB98902TS in the sea 30 nautical miles off local coast.

The boat, owned by a fisherman in neighbouring Quang Binh Province, had a dead engine and was floating freely on the ocean.

Traffic safety sees positive signs: Government report

Traffic safety across the country showed positive changes in the first nine months of this year with the numbers of deaths and injuries continuing to drop, according to a Government report.

The report, which was presented at the 19 th plenary session of the National Assembly’s Committee for National Defence and Security in Hanoi on October 9, said that the number of serious accidents relating to passenger cars and trucks has been controlled.

In January-September, traffic police nationwide temporarily seized 29,560 cars and 377,420 motorbikes and rescinded 260,884 driving licences.

There were 16,459 accidents which left 6,518 people dead and another 14,929 injured, representing decreases of 2,239 in terms of cases, and 240 in terms of fatalities and 2,906 in injuries.

However, the report said, a handful of provinces like An Giang, Ca Mau and Tra Vinh in the Mekong Delta, Gia Lai in the Central Highlands and Bac Kan in the north still saw notably increasing numbers of traffic-related deaths.

The committee’s members held that the report covered road traffic but did not look into railway and waterway situations.

They said it must analyse accident causes and identify the responsibility of heads of localities in order to put forth effective solutions, thus fulfilling the legislature’s target of 5%-10% declines of accidents, deaths and injuries nationwide in 2015.

Regarding orientations to ensure traffic safety and order during the last quarter of this year and next year, the delegates called for efforts from the entire political system, all organisations and individuals.

They also emphasised the need to increase inspection over railway and internal waterway traffic safety.

EducationUSA Fall Fair 2015 held in Hue

A diverse range of education options available in the US, from public and private universities to community colleges, training curriculum and visa requirements, were introduced at the 2015 EducationUSA Fall Fair, which opened in the central city of Hue on October 9.

The fair was held by the US Consulate General in Ho Chi Minh City and Hue University as part of activities celebrating the 20 th anniversary of the Vietnam-US diplomatic relationship. The event drew the participation of more than 40 US universities and colleges.

Highlights of the fair included a US College Quiz and presentations on the cultural regions of the US.

According to Consul General Rena Bitter, the EducationUSA fair was designed to benefit students, parents and others interested in studying opportunities in the US.

She said the fair gave participants the chance to meet face-to-face with representatives from regionally accredited colleges and universities, while allowing them to get tips and guidance on student visa procedures.

It also informed visitors about the availability of free advising services at the EducationUSA Advising Centre in Ho Chi Minh City, she added.

EducationUSA is a US Department of State network of over 400 international student advising centres in more than 170 countries. The network promotes US higher education to students around the world by offering comprehensive, current information about opportunities to study at accredited postsecondary institutions.

Large-number wild animal traps seized in central Vietnam

Wild animal traps were found in Phong Nha-Ke Bang National Park in the central province of Quang Binh, the Park’s management board said on October 11.

Park rangers detained 11 individuals in connection with three large illegal traps. They also seized nearly a dozen trapped rare animals, tools and wild animal remains.

Doan Thanh Binh of the Legislation and Investigation Department under the Park’s Range Unit said measures were being taken to prevent wild animal hunting and handle violators during the eighth and ninth months of the lunar year.

Located in Bo Trach District, Phong Nha-Ke Bang National Park covers 85,754 hectares with a 195,400-hectare buffer zone. It is among the 238 most important ecological zones in the world.

The property contains more than 104 kilometres of caves and underground rivers, and is considered one of the most outstanding limestone karst ecosystems in the world.

The karsts are believed to have been formed during the Palaeozoic period (some 400 million years ago), making the park the oldest major karst area in Asia.

The park is home to a large amount of flora and fauna, with 849 recorded vertebrate species. This includes a number of endemic species, as well as threatened species, including tigers, Asiatic black bears, Asian elephants, giant muntjacs, Asian wild dogs and the recently discovered sao la deer.

Nineteen new species have been discovered in the park, including 14 reptiles, one amphibian, two scorpions and one bird.

Vietnam responds to Global Hand-Washing Day

Local authorities, students and members of the provincial Women’s Union attended a ceremony on October 11 in the central province of Ninh Thuan for Global Hand-Washing Day on October 15.

The Vietnam Women’s Union and the National Centre for Rural Water Supply and Environmental Sanitation under the Ministry of Agriculture and Rural Development organised this year’s event, themed Joining Hands to Improve Hand-Washing. The UN Children’s Fund (UNICEF) provided additional support.

The event aimed to promote the habit of washing one’s hands with soap and water for their own benefit; for their community; and for the health of their children, who are the future of the nation, said Nguyen Thanh Luan, director of the centre.

Rigorous hand-washing before eating and after using the toilet is the most effective and cheapest way to prevent diarrhea and pneumonia. It would save more lives than any antibiotic.

Hand-washing with soap is proven to halve the risk of intestinal and respiratory infections.

Over the past several years, a wide range of joint efforts were made by the Government, international organisations and communities to ensure safe, clean living conditions for people in rural areas.

Publicity campaigns have also been conducted to enhance awareness about the practice of staying clean to improve public health.

Frayday Nwaigwe, head of UNICEF’s Young Child Survival and Development Programme, stressed the need for hand-washing to protect health and prevent infectious diseases and hailed the contribution Vietnam has made to the Global Hand-Washing Day campaign.

However, few people wash their hands after using the toilet and before eating – especially in rural and remote areas, he said.

The programme pledged to continue its support for education on hand-washing.

The Women’s Union district chapters in the province signed an agreement on a family health initiative called Clean House, Clean Kitchen, Clean Neighbourhood.

A number of games were also organised to promote clean habits.

Promotion programme for students underway

Students in Hanoi are being offered a chance to buy products at discount prices of up to 50 percent as a promotion programme dedicated to them opened on October 9.

Speaking at the opening ceremony, Deputy Director of the municipal Department of Industry and Trade Tran Thi Phuong Lan said that the event, part of the “Hanoi Promotion Month”, aims to help students buy learning tools and home utensils at reasonable prices.

It also provides an opportunity for businesses to popularise their products to young people – their potential consumers.

The three-day programme is carried out at 150 outlets, with the participation of 22 major universities in the capital, including the Hanoi University of Science and Technology,

the Hanoi University of Pharmacy, the Vietnam National Academy of Music and the National Economics University.

Also at the opening ceremony, students took part in several mini games to win gifts. The Viet Tin Optic Company presented 1,000 vouchers worth 500 million VND (22,500 USD) to poor students with excellent learning performance.

Vietnamese kids benefit from school milk programme

A school milk proramme was jointly launched in Hanoi on October 9 by the Ministry of Education and Training (MoET), the UN Food and Agriculture Organisation (FAO) and the TH Group.

Addressing the event, Minister of Health Nguyen Thi Kim Tien hailed the programme significance in improving and enhancing Vietnamese children’s stature and intelligence, saying that it is expected to reduce malnutrition among Vietnamese children, particularly those in rural and mountainous areas.

She also affirmed that the Party and State always care for the spiritual and material life of children, the future masters of the country.

TH Chairwoman Thai Huong proposed necessary support mechanisms to mobilise community engagement in the programme.

The TH Group has piloted the school milk programme in the central province of Nghe An, which aims to provide 428,306 children at kindergarten and primary schools in 21districts and towns with a pack of milk each school day during the 2015-2016 academic year.

According to UNICEF, one-third of Vietnamese children under the age of five are stunted as a result of malnutrition. But the country is making progress, currently leading the way in lowering rates of malnutrition.

Data from the United Nations’ Millennium Development Goals (MDG) initiative shows that the rate of child malnutrition in Vietnam is declining by 1.5 percent every year.

From 44 percent in 1994, the rate has dropped to under 20 percent at present.-
Railway officials to stand trial in bribery scandal linked to Japan-funded project
Six officials of Vietnam's railway operator will stand trial this month for allegations that they received JPY69.9 million (US$583,000) in bribes from a Japanese consultant of a major project funded by Japan.
Local media reported on October 9 that the officials from Vietnam Railways' projects management unit RPMU have been charged with "power abuse," a crime punishable by a 15-year jail term.
The two-day trial will start in Hanoi on October 26.
According to the indictment, the officials started receiving the money from Japan Transportation Consultants Inc. (JTC) in September 2009, after they signed a contract on technical consultancy for Hanoi's first urban railway.
Pham Hai Bang, 46, the then manager of the project and deputy chief of RPMU, allegedly told JTC's management that his unit was having financial problems.
The Japanese company reportedly offered to give him money.

By the time the case was busted in February 2014, a total of JPY69.9 million had been sent to Bang and two other officials, Pham Quang Duy and Nguyen Nam Thai, prosecutors said.
The money was then used for both official and personal purposes, including entertainment expenses for partners, according to prosecutors.
Tran Quoc Dong, 51, Tran Van Luc, 57, and Nguyen Van Hieu, 53, who acted as chiefs of RPMU between 2009 and 2014, allegedly received VND30-VND100 million (US$1,300-US$4,400) each from Bang as "Lunar New Year gifts."
After being arrested last year, all the former chiefs returned the money they had received. Duy and Thai submitted VND65 million and VND600 million (US$2,800-US$26,500), respectively, in an apparent effort to reduce the gravity of their crime.
Bang also surrendered VND970 million (US$42,900) and US$7,000 in cash and two bank passbooks with nearly VND1 billion (US$44,200) in his relatives' names.
Vietnamese authorities started investigating the case after Japanese media reported early last year that Tamio Kakinuma, then president of JTC, admitted his company had bribed civil servants in Indonesia, Vietnam, and Uzbekistan between February 2008 and February 2014 to win bids in five ODA (official development assistance) projects.
In July last year, Japanese prosecutors pressed charges against Kakinuma and two other JTC executives for violating antitrust laws by paying kickbacks estimated at JPY160 million (US$1.27 million) in total.
The prosecutors believed that half of the money was paid to Vietnamese officials.
After the scandal broke out, the Japanese government suspended new ODA funding for Vietnam in June the same year. It resumed most of the funding two months later on the condition that Vietnam investigated all Japanese-funded projects involving JTC and Vietnam Railways and took stronger anti-graft measures.
In April this year the Japan International Cooperation Agency (JICA) said the Japanese government would not resume funding for the Hanoi railway project until Vietnam returned the money they disbursed for the consultancy service.
Responding to the demand, Vietnamese transport ministry said it will review the contract to estimate how much it was. 
Local media reported that by the time the bribery was discovered, Vietnamese government had signed a loan agreement worth over JPY4.68 billion (US$37.66 million) with JICA to fund technical consultancy work and bidding procedures, according to the reports.
JTC and its partners won the consultancy contract worth over JPY2.9 billion and VND320 billion (a total of US$43.35 million) in 2008.
But due to changes in design, the contract value rose later to over JPY3.6 billion and VND236 billion (a total of US$46.33 million).
Japan was supposed to fund 71% of the project's first stage, expected to cost VND19.46 trillion (US$890.82 million) and finish in 2017.
Funding problems are likely to affect the deadline.
Southern Hanoi satellite urban area planning announced

The Hanoi Department of Planning and Architecture, Thuong Tin district People’s Committee and Phu Xuyen district People’s Committee held a conference on October 9 to announce plans for a satellite urban area in southern Hanoi.

About 3,982 hectares will be zoned off for the area, which covers Phu Xuyen and Phu Minh towns and Phuong Duc, Dai Thang, Quang Trung, Son Ha, Nam Trieu, Nam Phong, Van Nhan, Thuy Phu and Phuc Tien communes in Phu Xuyen district, and To Hieu, Thong Nhat, Van Diem, Van Tu and Minh Cuong communes in Thuong Tin district.

The Phu Xuyen satellite urban zone is set to accommodate about 94,500 residents by 2020 and 127,000 residents by 2030.

At the event, Nguyen Chi Quan, Vice Chairman of the Phu Xuyen district People’s Committee, highlighted that the planning plays a crucial role in orienting the locality’s development, which helps enlarge and build links among Nhue River basin localities.

In addition to fostering socio-economic development in Hanoi’s southern districts, the plans also include a transport system connecting Phu Xuyen district with neighbouring areas, he added.

According to Hanoi’s urban area development plan by 2030 with vision toward 2050, besides Phu Xuyen, the capital city will have four more satellite urban areas namely Hoa Lac, Son Tay, Xuan Mai and Soc Son.

Czech Republic celebrates Vietnam Culture Day

On October 9, Vietnam Culture Day was celebrated by more than 1,000 Overseas Vietnamese (OVs) and Czech nationals at Brno City.

“The festival contributes to better understanding between the two peoples and helps preserve Vietnamese cultural identity,” said a spokesperson for the organizers of the event.

The event featured a wide array of traditional Vietnamese dance, folk songs, and martial art performances along with a number of short video clips introducing Vietnam’s tourism and popular tourist destinations.

Participants also had chance to taste Vietnamese traditional cuisine such as Bun Rieu (Rice noodle with crab), Pho (noodle soup served with beef and chicken), and spring rolls.

In 2013, the Czech government recognized the OVs community as a minority group. This status has enabled them to learn their mother language and preserve traditions.
River in Lao Cai rises to record
Water levels of the Hong River in the northern mountainous Lao Cai Province have risen sharply since 7am yesterday, damaging a number of boats and flooding agricultural areas along the river banks.
The Lao Cai's Centre for Hydro-Meteorological Forecasting reported that this year's water level reached a record high of nearly 81m, and it continued to rise. The water level was expected to reach the 82m mark, which is considered a level II emergency, by the end of the day.
Luu Minh Hai, director of the province's hydro-meteorological forecasting centre, said the high water levels were due to a large amount of water being released across the border from China, about 100km from the city of Lao Cai.
"Water levels on the Hong River hit emergency level II, which will result in flooding in down river regions, especially lower areas along the river banks," Hai said. "Fishermen and passenger boats must take precaution to ensure the safety of their passengers and vessels."
He also advised residents who live along the river to temporarily relocate and move their valuables to other locations. 
Emergency response drill planned in HCM City

A massive emergency response drill is being planned at HCM City in late November, the Ministry of Public Security's Fire Prevention, Fighting and Rescue Police Department announced this morning.

HCM City's 26-storey Vincom Centre, designed with six basements, has been selected as the site for the national-level drill.

Totally 2,000 participants and 100 professionals will take part in the drill. The police ministry, HCM City People's Committee, and Ministry of Defence's Military Zone 7 will jointly implement the drill.

The drill aims at training the Vietnamese fire-fighting police force to tackle minor and major incidents.

Some incidents have occurred recently in multi-storey building basements, such as an incident of asphyxiation at Big C supermarket in Ha Noi resulting in the hospitalisation of 20 people, and a fire at MB Bank building in HCM City.

The fire-fighting police force have faced more obstacles when incidents occur in the basements of building with an area of about 10,000sq.m, a department representative said. More and more multi- storey buildings with large basements are being constructed in cities such as HCM City and Ha Noi.
1,800 medical services to go up
Under a roadmap set by the Ministry of Health, 1,800 medical services will go up, said the ministry in press release on October 9.
Head of the ministry’s Department of Planning and Finance Nguyen Nam Lien said that new medical fees issued by inter-ministries would include equipment and materials, doctor wages, various allowances for health workers behind 1,800 medical services at public hospitals.
The new pricing scheme will divide into two phases. It is planned that the first phase of the roadmap will take effect on December, the new pricing will include direct fee (medical equipment and surgery allowances).
Doctors' wages will be counted in the new pricing of medical services in the second phase from the first of March, 2016
Additionally, new pricing of 1,800 medical services is just for insurance card holders while patients without insurance card will pay the present fee level. Next year the Ministry will apply the new pricing for those without insurance cards.
Mr. Lien frankly admitted that medical fee adjustment will greatly affect essential services and on each households at different level. For group of insurance card holders ( around 23.7 million including poor people and those are social welfare beneficiaries) will benefit as their medical fee will be paid by insurance company.
For families whose economic condition is close to poverty line and their health cost is supported 70 percent by the government just pay 5 percent of total medical fee while they had to pay 20 percent before the new pricing take effect; accordingly, the new pricing will not greatly affect them.
Those must pay 20 percent of total medical fee will slightly be affected.
On the other side, from January 1, 2015, those buy insurance cards in 5 successive years when they go to hospital of their first choice for treatment, they just pay a sum equivalent to 6 basic month salary if their medical cost is higher than 6 basic month salary.
It is planned that hospital bed charges will increase by VND10,000-20,000 (US$0.45-0.9) per day and the cost of a surgery will rise by VND300,000-1.5 million ($13.5-67.6). Examination cost in the first-leveled hospitals will be VND40,000; in the second-leveled hospitals will be VND39,000; the third and the fourth will be VND34,000 and VND31,000.
At present, examination charges in these hospitals are VND20,000; VND15,000; VND10,000 and VND7,000 respectively.
