Hanoi accelerates preparations for general election
Illustrative image
Preparations are being hastened in Hanoi for the
election of deputies to the 14th National Assembly (NA) and all-level
People’s Councils for the 2016 – 2021 tenure.
The election will be held on May 22, 2016, which is a
Sunday in line with the law.
Ngo Thi Thanh Hang, a member of the Party Central
Committee and Vice Standing Secretary of the Hanoi Party Committee, inspected
the arrangements for the voting on April 7.
Chairman of the Vietnam Fatherland Front (VFF)’s
municipal committee, Vu Hong Khanh, said they had conducted 35 inspections
across the city to timely resolve related issues and monitor the settlement
of complaints and denunciations.
The committee also received the public feedback and
proposed the handling of 32 petitions.
Le Thi Kim Oanh, Khanh’s deputy, said as communications
are pivotal to the election, the municipal VFF committee posted 130 relevant
stories on its website and media outlets, while holding routine meetings to
receive feedback from localities and seek to tackle bottlenecks.
Voters’ opinions have also been collected as the
committee found that there were many different viewpoints regarding the
nomination of candidates for the NA and People’s Council seats. That would
promote people’s direct participation in the building of pure and strong
local administrations, she added.
Oanh reported that meetings have been organised to
impart the law on the election of NA and People’s Council deputies, along
with the Party’s related documents, to grassroots officials.
Additionally, it gave guidance on the collection of
constituents’ comments on and votes of confidence in the candidates.
On March 15, the Hanoi VFF Committee received 87
application papers from candidates running for the NA deputy position. The
applications are from 40 candidates introduced by agencies and organisations
and 47 independent candidates.
Hanoi also recorded 205 candidacies for the seat in the
municipal People’s Council, including 196 nominated and nine self-nominated
candidates.
According to the 2013 Constitution, the Vietnam
Fatherland Front is responsible for the tasks of creating social consensus;
contributing to building a strong Party and administration through social
supervision and criticism; and developing relations between the people of
Vietnam and other nations around the world.
Recycling Day set for Sunday
The HCMC Department of Natural Resources and
Environment will organize the 9th Recycling Day 2016 themed “Sustainable
consumption and production” at the HCMC Labor Cultural Palace at 55B Nguyen
Thi Minh Khai Street in District 1 on Sunday.
The annual event will promote green production and
green life. It will feature the displays of recycled artworks created by
students, green technologies and services, waste collection activities, ways
to make helpful products from recycled materials, and games.
Participants at the event can drop their used
electronic devices in e-waste containers and join interactive recycling
activities organized by Vietnam Recycles such as quizzes, a photo corner and
a video show, among others.
Vietnam Recycles has been successful in calling for
many Vietnamese citizens to take part in its recycling program to minimize
the impact of e-waste on the environment. The stuff collected at ten points
in Hanoi and HCMC are transported to hazardous waste treatment facilities for
classification and dismantlement in a safe recycling process.
A Government decision requires electrical and
electronic manufacturers to take back discarded products from July 2016 and
publicize places for consumers to throw their unused electronic waste as a
measure to help protect Vietnam’s environment.

Vietnam gov’t asks firm to table deal with Chinese pipe
supplier
The Vietnamese government has requested that a Hanoi
water company suspend a scheduled contract signing with a Beijing-based pipe
supplier, responding to an appeal from the administration of the capital
city.
Viwasupco has come under public fire for selecting a
Chinese supplier for the Song Da Water Project - Phase II, a project
considered crucial for numerous urban areas in Hanoi.
According to the VND588 billion (US$26.25 million)
contract, Xinxing Ductile Iron Pipes Co. Ltd. was set to supply ductile iron
pipes for the 21-km Song Da pipeline before the Hanoi administration called
on the government to ask the project developer to not sign the contract with
the Chinese supplier on April 5.

The Government Office accepted the request in a
dispatch sent to the Hanoi administration and the Ministry of Construction on
April 6.
Under the government order, Viwasupco is required to
review all relevant technical issues of the project.
The government also tasked the Hanoi administration and
the Ministry of Construction with requiring Viwasupco to ensure the project
will “meet all standards to supply clear water to the capital’s residents.”
In Vietnam, quality concerns often arise when Chinese
firms win contracts for large-scale infrastructure projects.
Many Vietnamese have noticed a trend of Chinese
contractors bidding low to win contracts and later asking for more money,
citing unexpected cost overruns.
Chinese-contracted projects in Vietnam also have a
reputation for tardy completion, another contribution to cost overruns.
These observations, combined with a bid of nearly 12%
below asking price, have fueled concerns from members of the public that feel
worried that Xinxing is just another shady Chinese contractor.
The Song Da Water Project transmits clean water from
the Da River Water Plant in the northern province of Hoa Binh to Hanoi.
The second phase of the project intends to supply clean
water to the Son Tay, Hoa Lac, Xuan Mai, Mieu Mon, and Ha Dong areas in the
capital city.

of Labour, Social Invalids and Social Affairs.
Last year, a donation worth VND16 billion (US$1.2
million) was raised through the 12th version of the programme in Ho Chi Minh
City.
Vietnam is making utmost efforts to ensure the rights
of people with disabilities, who account for 7.8% of the country’s
population.

Ministry steps up fighting acts against law enforcement
officers
Deputy Minister of Public Security Le Quy Vuong has
asked for drastically addressing criminal acts against the law enforcement
force as part of efforts to safeguard the seriousness of law and maintain
social order and security.
At a conference held on April 7, he also asked security
forces at all rungs to make recommendations on necessary legal revisions
relating to the prevention and combat of crimes, especially criminal acts
against law enforcement officers.
The revisions will be submitted to the National

In addition, training on profession, law, career ethics
and social conducts for law enforcement officers should be held regularly to
enhance the force’s capacity in dealing with criminals.
Inspections over the performance of on-duty law
enforcement officers should be intensified to prevent their misconducts.

Police, 4,060 cases with 8,962 people committing violence against on-duty law
enforcement officers were recorded from November 2011 to November 2015.

million) to state agencies, organisations, and local people.

Workshop highlights media’s role in sustainable
production
The mass media has a crucial role in raising public
awareness of sustainable production and consumption, heard a workshop in
northern Vinh Phuc province on April 7.
The event was jointly held by the Vietnam Environment
Administration (VEA), the United Nations Environment Programme (UNDP), and
the EU-sponsored Switch Asia Programme.
At the workshop, media representatives were updated on
sustainable manufacturing activities and consumption in Vietnam as well as
international experience regarding the role of mass media in the field.
VEA Deputy General Director Mai Thanh Dung said Vietnam
has promulgated a number of relevant documents, but limitations remain in
enforcement, mainly due to social lack of awareness of this issue.
He pointed to the high consumption of materials and
energy in manufacturing activities along with unreasonable exploitation and
usage of natural resources, resulting in highly polluted ecological
environment.
Le Hoang Lan from the Vietnam Association for
Conservation of Nature and Environment suggested a number of measures to
promote cleaner production, including support policies such as green public
procurement and ecological labeling.
Deputy Director of the Department of Science and
Technology under the Ministry of Industry and Trade Nguyen Huy Hoan said the
tasks in the immediate future will be improving the legal framework in the
field while promoting economic restructuring towards sustainability, changing
consumers’ behaviours, reducing waste and increasing recycling.
Participants agreed it is necessary to open training
courses for reporters specialising in environment and science technology as
well as launch press contests and diversify communication campaigns to raise
public awareness of environmental protection.

HCM City supports stronger cooperation with Lao Youth
Union
HCM City officials expressed their willingness to
support closer cooperation between young people in the city with their Lao
peers at a meeting on April 7.
During his meeting with Sonethanou Thammavong, General
Secretary of the Lao People’s Revolutionary Youth Union (LPRYU), Tat Thanh
Cang, Vice Chairman of the HCM City Partys Committee, said the LPRYU
delegation’s visit will open up many cooperation opportunities for the young
people of the two countries and particularly between HCM City and Lao
localities.
HCM City has been helping Lao in training young
officials and in developing agriculture. The city’s Youth Union has organised
many volunteer activities in Laos in recent years.
Cang suggested that upcoming activities should be more
diverse, effective and practical.
Besides cooperation programmes on social work and
healthcare, it is necessary to boost cooperation among entrepreneurs and hold
tourism trips to promote cross-cultural and historic values to young people.
According to Sonethanou Thammavong, the cooperation
between young people in HCM City and Lao youths has achieved many positive
results, especially in volunteer activities and exchange of experience, which
lays the foundations for the strong bonds between young people of the two
countries.
