Son My massacre victims remembered


 Post-harvest loss reduction policies remain inefficient


A poignant memorial service took place on July 29 to remember those 504 civilians, many of whom were women and children that were killed in the 1968 massacre at Son My in central Quang Ngai province.
The event was as part of a program to alleviate the pain of the Vietnam war.
The sombre service was attended by a large number of monks, nuns, Buddhist followers and local people and paid tribute the Son My victims and all those who gave for the cause of national liberation.
Speakers at the deeply moving event led prayer services and talked about the importance of educating the nation’s younger generations on the importance of the revolutionary tradition, patriotism and national pride.
On March 16, 1968, US troops indiscriminately and brutally slaughtered 504 defenceless residents of the Tinh Khe commune, mostly elderly, women and children and destroyed the village.
Worker falls to death from HCM City building
A construction worker was killed and another was seriously injured after falling from the 12th floor of an under-construction building in HCM City yesterday.
The accident happened while they were putting up a scaffolding to install an elevator in the HQC Plaza social housing project on Nguyen Van Linh Street.
The victims, 23-year-old Nguyen Quoc Huy from the southern province of Dong Thap, and 27-year-old Nguyen Thanh Hoang from the central Thua Thien-Hue Province, were found lying immobile under logs of wood.
The investor of the project, which offers low-income earners exemption from paying land fees and low interest loans, is Hoang Quan Joint Venture Consulting- Real Estate Company.
The case is being investigated further.
Former Deputy Chief Inspector prosecuted for bribery
The People's Procuracy of the Tay Nguyen (Central Highland) Province of Dak Nong has prosecuted Le Dinh Trong, the former Deputy Chief Inspector of the provincial Department of Transport, for bribery.
According to the procuracy's indictment, the inspection team led by Trong had confiscated four containers from the Hiep Toan Limited Company in HCM City because of overloading in early 2013. However, after four days, they were released without penalty because this was their first offense. Trong demanded a bribe of VND20 million (US$920) from Nguyen Trong Toan, an employee of Hiep Toan Limited Company, in exchange for ignoring the load limits on their vehicles.
From May to October 2014, 200 overloaded containers traveled from Dak Nong to HCM City and vice versa, but Trong did not fine them.
Toan was also prosecuted for bribery.
The provincial procuracy will refer the case to the court.
Da Nang introduces speed limit on key bridge
The speed limit on Thuan Phuoc Bridge in Da Nang will be 40km per hour, following two serious accidents on the central city's highest bridge recently.
The People's Committee of the city yesterday instructed the municipal department of transport to install speed-limit signs on either side of the 250m bridge in an attempt to minimise accident risks.
The department will also install warning signals on roads leading to the bridge, with soft and light-reflecting median strips on the bridge.
High-definition cameras will be installed to monitor the vehicles and record their number plates. The bridge's lighting system will also be checked to ensure the safety of travellers.
The local police will enhance supervision to check drunk-driving and will strictly punish violators.
All necessary work will reportedly have to be completed by Friday.
Earlier this month, two serious accidents happened on the bridge within a week.
A woman was killed and her husband was injured in a hit-and-run accident on the night of July 19. The killer driver, a local resident who was arrested after one day, said he had consumed alcohol, including beer, 30 minutes before he hit the motorbike of the two victims.
In another accident between a van and a motorbike on July 13, three people were killed and two children were injured. Two of the dead victims were pushed off the bridge from a height of 10 metres. The injured children were discharged from the city's General Hospital on Sunday.
Former TV icon arrested for swindling money
Police in the central province of Nghe An's Do Luong District yesterday temporarily detained Ngo Thi Trang for fraudulent appropriation of money.
Trang, 43, allegedly borrowed VND8.3 billion (US$382,000) from 68 households in the communes of Giang Son Dong, Giang Son Tay and Hong Son by mid 2014 but was unable to repay the debts and later declared bankruptcy.
She then borrowed an additional VND3 billion (US$138,000) from 33 households.
In Giang Son Dong Commune, Do Luong District, in 2013, Trang started investing in farms and the cattle feed trade. She was lauded for her achievements in the business of farming and animal husbandry by the local television channel in mid 2013. Since then, she has borrowed money to expand her business, roll debts between banks and take part in a loan club. The locals trusted her and lent her money.
Police in Do Luong District are continuing to investigate the case. –
Bac Giang police seize 3,000 poultry birds
Police in the northern province of Bac Giang have seized 3,000 illegal poultry within the past week.
The local police seized a truck carrying 2,000 chickens and ducks, being illegally transported to Bac Giang from China yesterday morning, on National Road 1A in Viet Yen District. The smuggled birds were reportedly worth about VND18 million (US$820).
A week ago, police detected and seized a truck carrying 1,000 birds, comprising 700 ducks, 100 geese and 200 chickens on Highway 31 of Dinh Tri Highway.
In both cases, the transporters could not show any legal certification of the poultry's place of origin. The illegal poultry were all destroyed.
The two cases are under investigation.
Driver charged for traffic violations
Police in central Thanh Hoa Province have prosecuted a driver in central Nghe An Province's Nam Trung Commune for violating road traffic regulations and causing an accident.
On July 19, Ho Tuan Sau, 49, fell asleep at the wheel of a seven-seat bus travelling along National Highway No.1A while passing through Thanh Hoa Province's Ha Binh Commune. The bus collided with a trailer truck running beside it.
The resulting crash killed three men on the bus and left four others seriously injured.
An initial investigation showed that the brakes had most likely not been applied as no tracks had been left on the road.
Fishing ship and crew rescued
A salvage ship rescued a fishing vessel with 31 crew members which was found drifting at sea near the Hoang Sa Islands (Paracels) of Viet Nam.
The fishing boat's engine had broken down, leaving the vessel adrift on rough seas for the past few days.
The Da Nang-based Regional Maritime Search and Rescue Co-ordination Centre No. 2 (MRCC Da Nang) said the fishing boat from Da Nang (DNa 90136 TS) had suffered the breakdown 270 nautical miles northeast of the Da Nang coast on Monday.
The centre, in co-operation with maritime search and rescue agencies in the region and China, had located and rescued the fishing boat and its crew members as they drifted 10 nautical miles northwest of Da Bac Island of Viet Nam's Hoang Sa Islands.
The crew members were all healthy and uninjured.
A group of stealing assets in cars arrested
Police in the central Nghe An province's Vinh City has arrested four persons for allegedly stealing valuables from parked cars.
Col Mai Chien Thang of Vinh City's Police School said the police is completing paperwork to prosecute them for the criminal act.
The group of criminals who lived in the city, included Vuong Van Long, Nguyen Van Cuong, and Tran Duc Thanh.
Long, 25, was identified as the leader of the gang that used to frequently break into parking lots on rainy nights and smash the windows of cars parked there, decamping with valuable assets, such as watches, laptops, phones, and documents.
After stealing property, they used to sell it to Nguyen Thai Hung, 41, a resident of the city.
Hung has also been arrested for further investigations to clarify how he used to dispose of property acquired in this fashion.
According to initial statistics, this group was involved in 32 cases of property theft in five months, having stolen assets worth about VND600 million (US$27,700).
The police is further investigating how to evaluate the damage they caused to the cars when they smashed window panes, and add this to the evidence for prosecution, and charge them with destructive behaviour, Col Thang said.
Sailors rescued from drifting ship

Parade, fireworks to mark National Day
Thousands of people will participate in a parade at Ba Dinh Square to celebrate 70 years of the August Revolution and National Day, the Ha Noi culture department said.
The department's Director To Van Dong said about 10,000 people would join the parade and 21 cannons would be fired at Thang Long Imperial Citadel on September 2, National Day.
On the same day, fireworks displays will take place at 9pm at Hoan Kiem, West Lake and Van Quan Lake, Thong Nhat Park and My Dinh National Stadium.
Ha Noi forms storm evacuation plan
Hundreds of thousands of residents in Ha Noi will be moved to safe places if a strong typhoon hits the capital, deputy chairman of the municipal People's Committee Tran Xuan Viet said yesterday.
Viet said they would be moved to schools, cultural houses (dinh), sporting halls and other strong public buildings when winds reached more than 118km per hour.
He added that evacuations would begin the day before the full force of the typhoon was expected.
Ha Noi plans to assign about 50,000 workers from state agencies to join rescuers. More than 100,000 militiamen and youth union members - and nearly 13,000 soldiers will also help.
Resettlement zone has no good land
Despite big State investment in roads, schools and other infrastructure in the 100 hectare Ninh Thuy resettlement zone in central Khanh Hoa province over the last six years, few people live there.
This is because there is limited farmland, the cost of water is too high - and the site is too remote.
The resettlement zone is located in Ninh Tho commune in Ninh Hoa town. It was built in 2009 for about 500 residents of Ninh Yeng hamlet about 10km away.
They were forced to leave their land as three Van Phong thermo-power plants were built. In the first phase, the province invested VND426 billion (US$20.3 million) to complete infrastructure for a residential area of 35ha. However only six families live there.
Tran Van Huong has just finished building his house in the resettlement zone. He was offered a plot of land to build a house and a 200sq.m plot of land for farming.
Every day, Huong drives more than 10km to Ninh Phuoc commune to work on other people's farms.
Another inhabitant, Kieu Thi Phong, said that even though her family had 10 people, it had been allocated only 200sq.m for farming.
By October, all households in Ninh Yeng hamlet have to leave and either accept resettlement or go elsewhere.
At present, 30 households in the hamlet have declined to accept compensation and another 23 households have refused to accept land in the resettlement zone.
Le Van Thong, one of those who has to move, complained that the compensation money was far too low.
"In my village, I have more than 8,000sq.m of land to cultivate garlic and 500sq.m land for living. But I only received compensation of VND1.1 billion. This was the market price in 2010," he said.
"Moreover, in my old village, I made VND200 million profits from garlic each year. When I came to this resettlement zone, I was given only 200sq.m, so how can I earn a living?," Thong said.
Nguyen Vinh Thanh, deputy chairman of Ninh Hoa town's People's Committee, said the complaints were real. "We will soon send a official document to the Khanh Hoa Province's People's Committee to ask for a change in their decisions. It is important to ensure a stable life for local inhabitants and their welfare," Thanh said.
Gates, guards, upgrades aim to put end to rail fatalities
Viet Nam Railways (VNR) will assign workers to act as sentries at illegal rail crossings throughout Viet Nam in an endeavour to cut down on the growing number of fatalities.
Doan Duy Hoach, deputy director of VNR, said the guards would be equipped with flags, lamps and mobile phones.
They would take turns to man the crossings, Hoach said. They would warn residents whenever a train approached.
The VNR is also upgrading 300 of the 6,000 railway crossings throughout the country. This is part of a process to install railway gates where there are no one - and to replace old, hand pulled gate barriers with those powered by electricity.
Two hundred and forty two railway accidents occurred in the first six months of this year, an increase of 62 cases compared with the same period last year.
A total of 109 people were killed, an increase of 24 over last year. Another 150 people were injured, an increase of 42.
The accidents caused VND50 billion (US$2.2 million) worth of damage. Most occurred at illegal rail-road crossings.
About 75 per cent of the accidents happened on the Ha Noi-HCM City route.
Viet Nam has nearly 6,000 road-railway crossings. Only about 1,498 of them are legal.
Hoach said the railway sector was planning to shut off all crossings and build flyovers by 2020. However, he said that VND55 trillion ($2.5 billion) needed for the work was not presently available.
About 90 per cent of rail crossing accidents were caused by careless car drivers, Hoach said.
Some provinces are eager to get things done. Chairman of the Ha Nam People's Committee, Nguyen Xuan Dong, asked his province to install powered gates at all illegal crossings by the end of August.
HCM City has already invested billions of dong in setting up powered rail gates at all illegal crossings.
Quang Ninh rallies resources for post-flood recovery
Post-flood recovery efforts are ongoing in the north-eastern province of Quang Ninh which have so far cost an estimated 15 billion VND (714,000 USD).
Burial services and other assistance expenses will be wholly covered by local authorities and families of the injured will receive 3 million VND (142 USD) each.
The heaviest downpour in 40 years began in the northeast part of the province on July 26, leaving 23 local residents dead or missing. The total damage has amounted to over 1 trillion VND (45.8 million USD).
Nearly 3,900 houses, schools and hospitals were submerged with several places in Cam Pha, Ha Long and Van Don more than two metres underwater.
As many as 19 houses were destroyed and more than 1,100 hectares of rice and crops and 300 hectares of aquaculture inundated in water.
On July 29, a landslide blocked traffic in Cam Pha city and Van Don district. To make matters worse, the heavy rain also collapsed water pipelines in Cam Pha and Ha Long cities, disrupting water supply for the next two weeks.
Electricity supply has resumed in flood-stricken areas. All necessary equipment has been sent to the 110-kilovolt Mong Duong power station.
Van Don, Cam Pha and Ha Long power stations are well-equipped for all possible contingencies.
The provincial authorities asked relevant units to clean up the rubble and rubbish on the streets and in residential areas.
The provincial Department of Health also directed the preventive medical centre to launch decontamination sprays and environmental clean-ups
In another development, local relevant agencies are searching for six fishermen who went missing when their fishing boat sank near Co To Island on July 27. Only one fisherman was rescued by the Border Guard one day later.
Quang Nam announces certified seal for handicraft products
A ceremony was held in Hoi An city in the central province of Quang Nam on July 28 to announce a certified seal for handicraft products
Co-organised by the provincial Department of Culture, Sports and Tourism, Department of Industry and Trade, and Tourism Association, the annoucing is expected to create a tourism product value chain and increase local incomes.
It is part of a project to develop sustainable and responsible tourism in the central region of Vietnam carried out in Quang Nam for 2014-2015 by the International Labour Organisation, UNESCO and the provincial People’s Committee.
According the provincial People’s Committee, the introduction of the seal will help tourists differentiate local fine art handicraft products from other provinces.
Red Cross Society sends relief to Quang Ninh
The Vietnam Red Cross Society (VRCS) sent urgently needed aid amounting to 160 million VND (7,330 USD) on July 29 to victims of the three-day torrential rain in north-eastern Quang Ninh province.
Each family with a member killed in the flooding received 3 million VND (137.5 USD) while local affected households were offered some 200 relief packages, including a set with a blanket and mosquito-net, water tank, cookware and Aquatabs water purification tablets.
A VRCS delegation headed by Vice President and General Secretary Doan Van Thai visited Quang Ninh later the same day to examine the flood damage and local relief needs.
Meanwhile, the Vietnam Red Cross chapter in Quang Ninh presented 45 million VND (2,062 USD) to injured victims and the families of those who lost their lives in the flood and mobilised volunteers to provide help for local residents.
It also calls on Red Cross chapters in cities and provinces nationwide to join its relief efforts.
In addition, the provincial Red Cross volunteer teams are scheduled to clean up affected areas and assist victims of flooding and landslides in early August.
The same day, the Vietnam Fatherland Front Central Committee also sent 450 million VND (20,600 USD) to assist the victims.
The torrential rain lasting from July 26-28 , the heaviest down-pour in 40 years, has left 23 people dead or missing and caused 1 trillion VND (over 45.8 million USD) in economic damage.
Bat Trang craft village seeks ways to boost development
The traditional Bat Trang ceramic village in Gia Lam district, Hanoi, which has undergone 800 years of development, has affirmed its position and brand name in domestic and foreign markets.
Bat Trang ceramics are a pride of Hanoi. In 2011, the municipal People’s Committee approved a detailed plan to preserve and develop the craft village in connection with tourism development.
A market to introduce Bat Trang ceramic products was also established, helping to intensify craft village promotion. The market has become an ideal shopping destination for foreign visitors.
From the end of the Tran Dynasty to the beginning of the Nguyen Dynasty, a large quantity of Bat Trang potteries were shipped to Japan, Malaysia, Thailand, Spain, Portugal, Holland, the UK and France.
In recent years, the village has greeted over 10,000 international tourists and more than 50,000 Vietnamese tourists per year.
However, artisans in the traditional craft village are facing difficulties in seeking markets for their products, especially foreign markets.
According to Ha Van Lam, a representative of the Bat Trang craft village, about 80-85 percent of local products were exported to foreign markets in 1990-2000 but the figure dropped remarkably after 2005.
The situation is attributed to economic recession, slow renovation in improving product models, severe competition in the markets and unprofessional operations of local households and businesses.
In such a context, municipal authorities and local residents have been making every effort to recover the long-standing craft village.
Famous local artisans create ceramic products bearing their personal stamp which are attractive to a great number of customers.
Local pottery makers are focusing on expanding domestic markets while seeking foreign partners.
Additionally, they are also paying attention to applying new production technologies, innovating models and improving the quality of their products in order to meet the increasingly demanding requirements of customers.
According to statistics from Bat Trang commune, the locality’s annual revenue from the ceramic industry reaches nearly 400 billion VND (18.34 million USD), contributing substantially to local socio-economic development.
In order to promote the development of the craft village, a specific direction and more support from municipal authorities and relevant agencies are needed.
Son La: 27,000 households lack electricity
About 27,000 households in the northern mountainous province of Son La still lack access to electricity, said a local official.
Bui Duc Hai, Deputy Chairman of the provincial People’s Committee, revealed that the rate of households currently using electricity in the province is only 83.6 percent, below the country’s average.
To deal with the issue, the province and the Northern Power Corporation (NPC) under the Electricity of Vietnam (EVN) will launch a project to supply electricity to the targeted families in mid September.
The project, worth 135 billion VND (6.25 million USD), will work to connect 5,345 households in 72 remote villages of Mai Son and Song Ma districts to the national grid.
Another project worth 557 billion VND (25.8 million USD) that began in May 2012 has so far supplied electricity to 20,836 households in the locality.
Requiem held for fallen soldiers, innocent civilians
A grand requiem to pray for fallen soldiers was held in Son My relic site in Tinh Khe commune in the central city of Quang Ngai on July 29.
The event was also designed to commemorate hundreds of innocent civilians and compatriots who laid down their lives in the battlefields of the Son My raid and wars in Vietnam.
Co-organised by the provincial Ho Chi Minh Communist Youth Union and the Institute for Women and Child Development under the programme “Xoa diu noi dau Son My ” (Relieving Son My’s pain) in 2015.
The event is dedicated to those who laid down their lives for national independence and freedom. It also promotes patriotism among the younger generation.
Health Ministry boosts HIV/AIDS-testing
The Ministry of Health implemented measures to increase the number of those receiving HIV/AIDS tests by making testing facilities available and more convenient.
The Agency of HIV/AIDS Prevention under the Ministry of Health said on July 29 out of 1,345 existing HIV/AIDS testing and consultation facilities, 95 are allowed to declare patients positive or negative for HIV/AIDS.
These facilities have offering counselling and testing to 260,000 people, 5,000 of which were positive for HIV. However, the testing rate, especially among high-risk groups, is still low at only 30 percent.
The agency cited many challenges facing HIV consultation and testing such as lack of testing supplies, money, medication or discrimination.
To overcome the issues, the Ministry of Health has opened new facilities, upgraded old ones and is providing mobile testing services.
The ministry will also work with community consultation organisations to send at-risk individuals to health centres for testing.
In the first five months of this year, the ministry opened three new testing facilities in Ha Giang, An Giang and Binh Phuoc and upgraded 55 facilities.
Provincial-level testing facilities are available in Son La, Quang Ninh, Thai Nguyen and Thanh Hoa and district-level facilities, located mostly in remote districts, are offered in Dien Bien, Yen Bai, Thanh Hoa, Nghe An, Thai Nguyen, Son La, Quang Ngai, Ba Ria – Vung Tau and Kien Giang.-
Post-harvest loss reduction policies remain inefficient
Minister of Agriculture and Rural Development Cao Duc Phat has warned of slow implementation of Prime Minister’s Decision 68/2013/QD-TTg on support policies to reduce post-harvest losses in agriculture.
Currently, the focus is only on low efficiency rice due to a lack of synchronous measures, he said during a conference to review the realisation of the decision in Hanoi on July 28.
The minister held that losses in rice production come from the process of selecting various varieties, harvest, transport, drying, husking, and storing. However, he said, attention has only been paid to the harvest and storage processes.
Decision 68/2013/QD-TTg was issued as part of the efforts to implement Resolution 48/NQ-CP on mechanisms and policies to reduce post-harvest losses of farm produce and aquatic products.
According to the Department of Agro-forestry-fishery Trade, Processing and Salt Industry, over the past five years, the resolution has helped speed up mechanisation in agricultural production, especially in rice cultivation and harvest, resulting in higher productivity.
In the Mekong Delta region particularly, combine harvesters have been used in 76 percent of the total rice areas and up to 98 percent in some localities, helping reduce losses to 2 percent from 5-6 percent.
Thanks to support policies, farmers have purchased machines and equipment serving production, processing and storing of agro-forestry and fishery products.
However, deputy head of the department An Van Khanh said mechanisation growth has yet to meet requirements for post-harvest loss reduction. Although losses in rice post-harvest have been reduced, they remain high compared to those of vegetables, aquatic products and sugar.
He held that the number of farmers with access to the policies is low while interest rate of loans for farmers remains high at 8.55 percent per year.
A report by the State Bank of Vietnam showed that by July 30, total lending capital in the programme had reached 3.47 trillion VND (159 million USD) with outstanding loans of 2.44 trillion VND (111 million USD), up 32 percent from that of December 31 last year.
However, the report held that the figures remain low due to limitations in preferential policies for types of machines and equipment designed for post-harvest loss reduction.
Therefore, Minister Cao Duc Phat asked for regulation adjustments towards the expansion of types of agricultural machines and equipment receiving support.
He also pointed out that only 2 of 13 measures to realise Resolution 48 have been institutionalised with a lack of support for enterprises and research facilities in manufacturing and purchasing machines from other countries.
He also urged the Department of Agro-forestry-fishery Trade, Processing and Salt Industry to review the other 11 solutions and define responsibilities of relevant agencies in the slow implementation of the solutions.
Gia Lai promotes ethnic minority languages
The Central Highlands province of Gia Lai has continuously expanded the teaching and learning of Bahnar and Jrai ethnic languages in schools in a bid to preserve the traditional languages.
In the 2014-2015 school year, as many as 349 classes have been organised across 89 local primary schools targeting nearly 8,000 ethnic minority pupils, 6,800 of which are Jrai and 1,155 are Bahnar.
A number of training courses have been conducted annually to enhance the capacity of ethnic minority teaching staff, including 321 teachers from Ayunpa and A Khe towns and Pleiku city in 2014.
In the first half of this year, another 239 teaching and managerial staff attended training programmes and received certificates from the province’s Teacher Training College.
Hundreds of local officials also joined Jrai and Bahnar language classes. Some of them also teach the languages at local primary schools.
Local teachers and intellectuals participated in the development and edition of the curricula.
The locality has also invested some 1.25 billion VND (57,300 USD) in reprinting ethnic language textbooks for the 2015-2016 school year.
Deputy Director of the provincial Department of Education and Training Huynh Minh Thuan highlighted the lack of Jrai and Bahnar language teachers in the locality.
He also called for different human resources for teaching the languages in remote and mountainous areas.
Long An display spotlights Vietnam’s sovereignty
Historical and legal documents proving Vietnam’s sovereignty over the Hoang Sa (Paracel) and Truong Sa (Spratly) archipelagos are on show at an exhibition in Long An province.
On display are a collection of more than 100 maps, documents, publications and objects that affirm Vietnam’s sovereignty over Hoang Sa and Truong Sa and disprove China’s territorial claim to them.
Most notably, four atlases and 30 maps that were originally published by the Chinese government are included in the exhibition.
The four-day running July 29- August 2, has been organized by The Ministry of Information and Communications in collaboration with the Long An provincial People’s Committee.
