Directive on administrative reform to be
submitted in Q3

Bridge – The Government tasked the Ministry of Home Affairs to revise the
draft Directive of the Prime Minister on strengthening the implementation of
the Public Administrative Reform Master Program for the period 2011-2020.
This signaled the strong commitment of the Government to continue transforming public administration and building a modern and efficient system. Accordingly, the Ministry of Home Affairs is responsible for revising the draft Directive towards sticking to each task and solution of the Program. In particular, the State agency needs to focus on improving the quality of institutional development, streamlining administrative procedures, renovating the State administrative apparatus, and improving the quality of officials and civil servants. The Deputy Prime Minister also requested the draft to be consulted with relevant Ministries, agencies and localities for completion and submitted to the Prime Minister in Q1/2013. Earlier, the Government had issued Resolution 30c/NQ-CP ratifying the Public Administrative Reform Master Program for the period 2011-2020 with top priorities given to institutional reform, wage policy reform, and improvement of the quality of civil servants, administrative services and public services within the next decade. The Program also aims for improvement of the legal system on the basis of the amended and supplemented 1992 Constitution. Another priority is to continue the institutional reform of State-owned enterprises (SOEs), centering on clear definition of the State management over SOEs and the role of the State as the owner of assets and State capital. The Program is also expected to improve the quality of administrative procedures in all areas of State management, especially the procedures associated with residents and businesses. A better serviced population will be able to achieve higher levels of development, thus public administrative reform is an important means towards equitable growth and better living standards.
