Vietjet offers 400,000 free tickets
Vietjet Air will give away more than 400,000 promotional tickets starting from zero dollars during a special week-long promotion campaign entitled “Enjoy Flying - It’s Time to Vietjet”, to welcome in the season of festivals and celebrate the launch of its newest routes from Ho Chi Minh City to Seoul and Yangon (Myanmar), and Ho Chi Minh City and Hanoi to Pleiku in the central highlands.

Bach Mai Hospital saves child with meningitis
Doctors from the Bach Mai Hospital in Ha Noi have saved an eight-month-old child suffering from meningitis.
Dong Quoc Viet, from the northern province of Nam Dinh, was hospitalised nearly two months ago after being admitted due to a high temperature, coughing, diarrhea and vomiting.
He had earlier been unsuccessfully treated at the Nam Dinh Hospital.
Nguyen Tien Dung, former head of the Paediatrics Ward at the hospital, said this was a rare case since meningitis left untreated for three to seven days might leave victims with blindness, paralysis or metal retardation.
Health goods removed from Ha Noi drugstores
Four of six drug stores operating at the northern Viet Nam Hapu Centre have failed to present original papers for merchandise on their shelves, reported Ha Noi Market Watch.
During a large-scale inspection at Hapu Centre, located on Nguyen Huy Tuong Street, Thanh Xuan District, the market force seized 1,000 bottles of red ginseng water extract and nearly 1,200 catheters.
They also confiscated 11 boxes of functional foods, 45 boxes of wound dressing and 20 boxes of imported surgical masks. These goods are manufactured abroad, but had no legal documents of origin or registration numbers.
"The four drugstores were fined VND68 million (US$3,000)," said a representative from Ha Noi Market Watch.
"This wide-ranging inspection was meant to improve the responsibility of enterprises in doing business and to promptly detect violations to secure the benefits of consumers," said Hoang Dai Nghia, an official from the Ha Noi Market Watch.
The inspection work focused on the drugstores' facilities, equipment, quality of medicines and posting of bills, said Nghia.
Hapu is the largest distributor of medicine in the north, which accommodates 205 business establishments. The majority of these businesses, or 192 units, distribute trade medicines, while ten provide functional foods and the other three sell medical equipment.
Ngo Quoc Doanh, Vice Director General of Real Estate Investment Joint Stock Company, which leases drugstores, said, "To manage business activities of drugstores, the drugstore owners had to sign a pledge not to sell falsified goods. The building management team will end contracts with those who are found to sell fake goods by the authorities."
In 2013 the real estate company ended its lease contract with a drugstore shortly after it was found to have been selling false goods.
Thousands of smuggled toys seized in Ha Noi
The Ha Noi Market Watch team today seized thousands of toys which were illegally imported from China.
The team seized the toys, which included 25,200 water guns and 13,200 plastic nail blisters, when searching a truck that was on its way to Ha Noi.
The driver, named Nguyen Van Xuyen, a resident of the coastal province of Quang Ninh, could not produce legal certifications for the toys. Aware of his violation, Xuyen did not cooperate with authorities and fled from the area, leaving behind the truck and toys.
"All of the toys did not have the conformity regulation stamp (CR) or any legal certification of the products' places of origin," said Doan Duc Hiep, from the Ha Noi Market Watch.
"Through media, we are searching for the owner of the toys and the owner of the truck," a representative of the Market Watch team told Vietnamplus online newspaper.
As regulated, after one year, if the car owner and the goods owner do not come forward, the truck will be seized and the toys will the destroyed.
Since the Mid-Autumn Festival – the children's festival – is approaching next month, authorities are tightening control on those markets expecting to see increasing demand during the holiday.
Da Nang forms organising board for East Asian Seas Congress
Authorities from the central city of Da Nang have set up an organising board for the fifth East Asian Seas (EAS) Congress 2015 slated for November 17-21 in the city.
The board will be led by Vice Chairman of the municipal People’s Committee Nguyen Ngoc Tuan.
The congress, themed “Global Targets – Local Benefits: Setting the Sustainable Development Agenda for the Seas of East Asia beyond 2015”, will include a senior government officials’ meeting, an East Asian Seas Partnership Council meeting, an international workshop on water resources, forums, dialogues with scientists and youth, an environment exhibition and field trips.
Participants will review coastal and sea marine zone management in the region and discuss successful research in coastal management and the East Asian marine sustainable development strategy.
The fifth Ministerial Forum will be a key event of the EAS Congress 2015.
As part of the Congress, the Partnerships in Environmental Management for the Seas of East Asian (PEMSEA)’s Network of Local Governments Forum will be held on November 16.
Since its launch in 2003, the triennial East Asian Seas Congress has been held alternately among PEMSEA member countries, namely Malaysia (2003), China (2006), the Philippines (2009) and the Republic of Korea (2012)-
Households affected by mines get financial aid
The Viet Nam Association for Support UXO/ Mine Action Efforts (VNASMA), in co-ordination with the Quang Nam People's Committee, today gave aid to poor households that were affected by mines.
Twenty households in Duy Xuyen and Thang Binh districts received VND240 million (US$11,000) in all.
VNASMA Chairman and Lieutenant-General Nguyen Duc Soat said the association had joined hands with localities to spread awareness about the dangers posed by mines, their control and prevention of risks, and called for support from domestic and international organisations in this work.
VNASMA is scheduled to give presents to 60 victims of mines in the province by the end of this year.
It was founded in November last year with 200 members. It aims to give information about the dangers posed by mines and to call for community and international support to help mine victims.
Vietnam News Agency, Yonhap sign content exchange MoU
The State-run Vietnam News Agency (VNA) and Yonhap News Agency, the Republic of Korea’s leading newswire service, have signed a Memorandum of Understanding (MoU) for the exchange of national promotional articles.
The MoU was signed by VNA Deputy General Director Le Duy Truyen and Yonhap President Park No-hwang in Yonhap headquarters in Seoul on August 19.
Under the agreement, the two sides will produce and exchange English articles featuring their own country’s developments for publishing in both English and the counterpart country’ language.
Topics of such articles should deal with Vietnam - RoK cooperation across the fields of economics, culture, tourism, arts and history, among others.
The MoU, together with the previously-signed agreement on professional cooperation, serves as a legal foundation for the two news agencies to carry out their partnership in the form of exchanging visits, sharing information, providing support to each other’s resident correspondents, and coordinating at regional and global press forums.
At talks held after the MoU signing ceremony, host and guest stated that information sharing has benefited both sides over the past time, contributing to the Vietnam – RoK strategic cooperative partnership.
They vowed to keep the cooperation going, especially in sharing information involving Korean community in Vietnam and Vietnamese community in the RoK.
Yonhap President Park No-hwang said Yonhap considers Vietnam an important area and plans to assign one more resident reporter to the country.
VNA Deputy General Director Le Duy Truyen, in response, expressed desire to learn about Yonhap’s experience in developing new media forms during the present era of digitalization.
The Deputy General Director is leading a VNA delegation on a five-day visit to the RoK from August 18.
Son La asked to report on poor resettlement facility condition
The Prime Minister has requested the People’s Committee of northern mountainous Son La province to make a list of resettlement project facilities to make way for the construction of the Son La hydropower plant that are in bad conditions.
The People’s Committee was asked to scrutinise facilities serving local residents displaced by the Son La hydropower plant construction and identify those in need of repair or renovation. They are also required to report the cause of damages.
Previously, the Ministries of Investment & Planning; Finance; and Agriculture & Rural Development made a field trip to survey the facilities and discovered many are in poor condition which were mainly caused by disasters, poor maintenance or misuse.-
Binh Dinh spends big on animal breeding
The People’s Committee of the central province of Binh Dinh has approved a master plan for developing the animal breeding sector by 2020 worth 1.73 trillion VND (77.9 million USD) from different sources.
Under the plan, specific areas in the province will be zoned off for raising different kinds of animals in a bid to ensure supply of high quality food for domestic demand and for export.
The sector’s production value is expected to increase six percent year-on-year from 2016 to 2020.
Besides, as many as 26 slaughter facilities will be built across 16.4 hectares. Cooperatives will be established to strengthen connections among farmers, enterprises and consumers.
A number of training courses will also be organised to increase knowledge of farming, feeding and caring for animals among farmers.
Advanced technology application will also be fostered in local animal farms while waste water treatment facilities will be built to protect the environment.
Ethnic minority students to access life skills
A training course on life skills education for primary and secondary ethnic minority students opened in northern mountainous Lao Cai province on August 19.
Course participants included 120 teachers from Lao Cai, Dien Bien, Lai Chau, Nghe An and Kom Tum where nine ethic groups with small populations reside.
The educators are looking into ways to make vital skills part of eight major subjects at schools, including philology, ethics, science, civics and biology.
The project is intended to enhance psychosocial competency of the target students.
The course, part of a public project on education for ethnic minorities, will run through August 23.
Hanoi Land Fund Centre goes into operation on September 1
The Hanoi Land Fund Development Centre will come into operation on September 1, merging all existing land fund development centres in the city.
The centre, which is part of Hanoi’s Department of Natural Resources and Environment, is intended to develop, manage and use land funds throughout the city.
It is capable of distributing compensation payouts and support resettlement; transferring land use rights of individuals, organisations and households; and holding land use rights auctions and other services regarding land.-
Quang Nam UXO victims receive assistance
The Vietnam Bombs and Mines Action Support Association (VBMASA) coordinated with the Quang Nam People’s Committee to organise a programme on August 19 to assist victims of u nexploded ordnances ( UXOs ) in the province.
The programme assisted 20 impoverished families in Duy Xuyen and Thang Binh districts affected by UXOs, 18 of which received cows and the other two received cash, worth a combined 240 million VND (10,000 USD).
Lieutenant General Nguyen Duc Soat, Hero of the People’s Armed Forces and Chairman of the VBMASA, said the association would continue to coordinate with localities and ministries to spread State policies relating to overcoming consequences caused by UXOs.
Besides helping people minimise damages caused by UXOs, the association will also call for individuals and organisations, both local and international, to remove UXOs.
Through the end of 2015, the VBMASA will present 60 gift packages to UXO victims in Quang Nam.
The VBMASA’s Quang Nam chapter was also unveiled on the same day.
Exhibitions highlight Vietnam’s historical events
An exhibition on the house at 48 Hang Ngang street where late President Ho Chi Minh wrote the Declaration of Independence kicked off in Hanoi on August 18 as part of activities to celebrate the 70th anniversary of the August Revolution (August 19) and National Day (September 2).
The exhibits include 80 photos and items featuring the historical relic house and its ex-owners – patriots Trinh Van Bo and Hoang Thi Minh Ho, and the historical background of the Declaration of Independence and its significance.
The exhibition, which remains open to visitors from Tuesday to Sunday, aims to help visitors better their understanding of the historical value of the house.
The same day, another exhibition highlighting historical milestones of Hanoi and Vietnam also opened in the capital city and will run until the beginning of September.
Through 100 photos, the exhibition tells the story of major changes in Hanoi and the country at large over the past seven decades under the leadership of the Communist Party of Vietnam, spanning the August Revolution general uprising, the day President Ho Chi Minh read the Declaration of Independence (September 2) 70 years ago and present outstanding socio-economic development achievements.
Eighth Int’l Dental Congress opens in Hanoi
The eighth Vietnam International Dental Exhibition and Congress kicked off in Hanoi on August 19, attracting over 1,500 delegates from 18 nations around the world.
Speaking at the opening ceremony, Deputy Minister of Health Nguyen Viet Tien said that Vietnam’s odonto-stomatology sector has made important contributions to preventing and treating dental diseases.
The congress offers a chance for Vietnamese dentists to access the world’s latest expertise and techniques in this field, Tien stated.
According to President of the Vietnam Odonto – Stomatology Association Trinh Dinh Hai, up to 90 percent of the Vietnamese population have dental diseases. Among them, tens of thousands of children with cleft palates need special care and surgeries.
Therefore, updating to advanced technology is essential to the country, he added.
During their three-day sitting, participating experts will share knowledge on 42 subjects ranging from dental surgeries, teeth implants and therapy for children with cleft palates to preventive dentistry.
In parallel with symposiums, a dental exhibition is also taking place with 130 booths introducing advanced dental equipment and materials.
Hoang Sa, Truong Sa legal documents on display
An exhibition on historical and legal evidence proving Vietnam’s sovereignty over the Hoang Sa and Truong Sa archipelagos has opened in the mountainous district of Tien Phuoc in central Quang Nam province
The exhibition running until August 21 features a collection of historical and legal documents that confirm Vietnam’s sovereignty over the Hoang Sa and Truong Sa archipelagos, including transcribed versions of the original Chinese-Vietnamese and French documents published by Vietnamese feudal regimes, the French government in Indochina, and several western publications, from the 17th to the 20th century.
On display are atlas and maps published by the Chinese government indicating that China had not managed Hoang Sa and Truong Sa archipelagos.
Objects featuring Vietnam’s exercise of its sovereign rights over the two archipelagos are also on display.
 Threat of hospital-acquired infections
According to the Ministry of Health, around 1 million patients get infection at their incision every year which make patients stay in the hospital many additional days, increase treatment cost and drug resistance especially antibiotic.
However, currently, prevention of hospital-acquired infection (HAI) is limited and the overloading in hospital make the problem worse.
A female patient in Ho Chi Minh City’s district 7 must stay in a hospital for two weeks after an operation of removing ovarian cyst as her incision was infected; thus, she must take antibiotics.
Normally, patients can be discharged from hospitals three or five days after the operation; however, those get infection in the incision must stay additional days for further treatment and take antibiotics.
Infection in incision is very popular in medical facilities nowadays, said experts.
According to a study conducted by Cho Ray Hospital in HCMC, hospital-acquired infection is very popular in patients with pneumonia ( with proportion of 45 percent); next in incision ( with 21 percent), urine infection (with 13 percent), skin infection ( with 11 percnet) and blood infection ( with 10 percent)
The uncleanliness in hospitals was once confirmed by the Ministry of Health’s Institute of Hygiene and Public Health which collected 33 samples of air in 13 hospitals in HCMC. Of 33 samples of air, 26 have the number of microorganism 6 times higher than standard level and the rate of microorganism in air accounting for 78.8 percent.
This leads to much drug resistance. A survey conducted by Nhan Dan Gia Dinh Hospital showed that over 93 percent of phlegm of inpatients contain drug-resistant virus and worse, up to 60 percent of patients having pneumonia must put on ventilator.
Not only hospital-acquired infection but also improper use of antibiotics amongst people and overuse of the medication in treatment helped increase drug resistance.
The Ministry of Health said that antibiotic accounts for a big amount in pharmacies in urban and rural districts without prescription. Meanwhile, doctors combine many antibiotics in treatment. The Ministry said that the rate of drug resistance also increase and worse, more viruses resist to many kinds of antibiotics and even new antibiotics.
Since 1997, the Ministry has regulated the HAI and ordered hospitals to have a ward for the matter. However, recently, a survey shows that out of over 500 hospitals in the country, 40 percent of them have wards against hospital-acquired infections.
It is due to shortage of personnel. 15.7 percent of hospitals in districts or commune have no such ward.
HAI- also known as nosocomial infection- are commonly transmitted when health care providers become complacent and do not practice correct hygiene regularly. Also, increased use of outpatient treatment in recent decades means that a greater percentage of people who are hospitalized today are likely to be seriously ill with more weakened immune systems than in the past.
Moreover, some medical procedures bypass the body's natural protective barriers. Since medical staff move from patient to patient, the staff themselves serve as a means for spreading pathogens. Essentially, the staff act as vectors.
As per the Ministry, around 30 percent of medical workers don’t wash their hands  properly offering favorite condition for transmission from patients to patients. Accordingly, the Ministry decided to establish a team of drug resistance supervision to control drug resistance and implement activities against the matter.
As per the World Health Organization, HAI concerns to safety of patients and medical workers. The rate of nosocomial infection in the globe fluctuates from 3.5 percent to 10 percent and in the Southeast Asian nation is 6 percent.
Doctors save kid with 150 bee stings
According to Children Hospital No.1 in Ho Chi Minh City, doctors of Emergency Room yesterday saved a 15 year old girl who was stung with 150 bee stings.
The hospital said that the girl from the southern province of Long An was hospitalized when she was suffering from anaphylactic shock, passing blood in her urine, liver and kidney damages, low blood pressure and lost her consciousness.
Doctors said that she had over 150 bee stings in her face, neck,  climbs and chest. She was immediately put on ventilator and her blood was filtered continuously.
After 36 hours, her condition was improved.
According to the patient’s relative, the girl and her uncle went to a nearby jungle to chop trees for cooking. They accidentally disturbed bee nest thus, they were attacked by a swam of bee. Her uncle had fewer bee sting so he was treated in local hospital.
IT project to help educate children with disabilities
A three-year pilot project to educate children with disabilities through information technology (IT) would help equalise opportunities for all Vietnamese children, said the Primary Education Department Deputy Head Tran Thi Tham yesterday.
Tham was speaking at a workshop held in Ha Noi on information and communication technology (ICT) for children with special needs.
It was funded by the US Agency for Development Project (USAID) and the Catholic Relief Services (CRS).
One of the outcomes of the project, provided to more than 700 disabled primary and secondary school students in 10 cities and provinces, was an e-learning website for students unable to go to school, said Secondary Education Department Deputy head Nguyen Trong Hoan.
Surveys by the ministry show that most disabled children with mobility difficulties cannot afford to go to special schools.
"Nor those children can go to other schools that lack teaching materials or teachers to meet the special needs of the children," Hoan added.
The piloting e-learning model provides sixth-grade students with lessons in two subjects - Literature and Computer Science - on the website www.giaoduchoanhap.edu.vn. The lessons are through video or sound clips.
"The website provides lessons, which I really appreciate as there are few studying sources for blind students like me," said Nguyen Thi Chuc, a student at the Medical Rehabilitation and Vocational Training Centre in Hai Duong Province.
"I hope that there will be more lessons on other subjects as well so that we can study more".
The project also helped upgrade voice software for blind students and developed two educational video clip sets for Maths and Vietnamese subjects using sign language for fifth-grade deaf students.
"This is a proven methodology for students with disabilities. We now look forward to the use of the technology in schools and vocational institutions throughout Viet Nam," said USAID's Christopher Abrams.
Pregnant woman's death in Hau Giang needs clarification
Relatives of a pregnant woman who died after giving birth asked local authorities of southern Hậu Giang province yesterday to determine the cause of the tragedy.
Earlier on Sunday, Nguyễn Thị Thạch Hoa, 36, living in Long Mỹ district, complained of pain in her stomach and was rushed to Long Mỹ General Hospital, Tuổi Trẻ (Youth) newspapers reported.
She was then moved to a delivery room for a natural delivery. However, her family proposed a caesarean operation be performed, since she seemed exhausted.
The surgery was successful, and a healthy baby girl, weighing 3.6 kilograms, was delivered.
But two hours after being shifted to the recovery room she began vomiting and bleeding.
The doctors decided to perform a second surgery after consulting with the patient's family. Due to her womb having contracted, doctors had to remove half of it, said doctor Phan Thanh Thuấn, director of Long My hospital.
Early Monday she was transferred to the provincial General Hospital, but died while being moved.
The initial investigation revealed that the cause of death was due to heavy bleeding, which led to a disorder in blood clotting after the cesarean operation, according to doctor Phan Thanh Tùng, deputy director of the provincial health department.
"This was an unusual obstetric event. We would like to send condolences to the patient's family", Doctor Thuấn said, adding that Long Mỹ hospital would work closely with the provincial health department and local authorities to determine the accident's cause and each individual's responsibility.
The case is under further investigation, with the involvement of police and medical experts.
Quang Tri highway set to open soon
The construction work on a section of National Highway No 1, passing through the central Quang Tri Province, has been speeded up for completion by August 30.
Ho Ngoc Lam, vice-director of the project management board, said the contractors were trying to finish the final construction tasks.
Work on the 42km-long section started in September 2013 with the total investment capital of VND2.78 trillion (US$124.5 million)
The contractors have completed 85 per cent of the work, while the work in Vinh Linh District is also over. The contractors have started installing, road dividers, traffic posts and lane separators.
Work on the section in Gio Linh District has been slow because the contractors took time to reinforce the weak ground platform, Lam said.
With good weather conditions, the Hien Luong Bridge spanning the River Ben Hai would be finished in a few days, he said.
The section will be opened to traffic on August 30.
The work has been completed two months ahead of schedule.
