Fire destroys shops in Hai Duong
A fire broke out in the Phú Yên market in Hải Dương City in the northern province of Hải Dương yesterday.
The fire started at a shop selling plastic items and spread quickly to other shops, according to witnesses.
Local firefighters and fire engines were immediately dispatched to extinguish the fire when locals raised the alarm.
No deaths or injuries were reported, but the blaze destroyed six kiosks and all the goods stored inside. The total loss is estimated to run into hundreds of millions of đồng.
The case is under investigation.
One killed in traffic accident
A tractor collided with a bridge’s handrail and fell into the sandbank on the Hương River in Huế City today, killing the driver.
Nguyễn Văn Chín, 42, lost control of the vehicle on Dã Viên Bridge and got stuck in the tractor’s cabin following the collision.
Authorities tried to rescue the driver, but because of his severe injuries, he died when being taken out of the cabin.
The tractor and its trailer, which contained coal that was being transported from the south to the north, were seriously damaged in the accident.
The case is being investigated.

Hi-speed boats carry 1,000 tourists to Cua Dai Port in Hoi An city after one night stuck in Cham Island due to big wave and wind yesterday.

More than 1,000 tourists who were stuck yesterday on Cù Lao Chàm Island in this central province were safely taken to the mainland this morning.
The chairman of the People’s Committee in Tân Hiệp Commune, Nguyễn Văn An, said bad weather yesterday had prevented tourists from leaving the island. The authorities had worked with tourism companies to organise rooms for the stranded tourists.
Cù Lao Chàm Island is a famous tourist destination in the province, hosting some 100,000 tourists every year. Travel between the mainland and the island, however, depends on the weather, he said.
Besides this, the accretion at the Cửa Đại Port causes difficulties for ships, especially when level 5 or 6 winds blow.
Previously, on February 15, more than 100 residents and tourists were safely taken to the mainland.
Vietnam to host ASEAN graphic arts contest and exhibition
The second ASEAN graphic arts contest and exhibition will be held at the Vietnam Fine Arts Museum this December to honour artistic identities, solidarity and development of ASEAN nations.
The information was announced by Vi Kien Thanh, Head of Fine Arts, Photography and Exhibition Department under the Ministry of Culture, Sports and Tourism at a press conference held in Hanoi on April 19.
The event, which welcomes entrants from the ASEAN region, is jointly held by the MOCST, Vietnamese embassies in ASEAN countries and embassies of ASEAN countries in Vietnam.
The participants are encouraged to portray the life, land and people as well as contemporary issues in each ASEAN country while honouring the solidarity, co-operation, friendship and development among the countries.
The entries should have been composed between 2013 and March 2016 and can be presented in various forms including mono printing, multilayer printing, multi-dimensional array printing, embossed painting, and flat printing.
Each competitor is eligible to submit no more than two entries, which must be sent to http:// aseangraphicart.vn no later than July 15, 2016.
One first, two second, three third and five consolation prizes will be presented to the best entries of the contest.
Following the success of the first edition in 2012, the second ASEAN graphic arts contest and exhibition aims to create a forum for graphic artists in the ASEAN countries to interact and introduce their achievements in graphic arts.
It is also designed to promote the culture, people and life of ASEAN member countries while increasing mutual understanding and solidarity in the bloc.
Prime Minister meets Vu A Dinh scholarship fund managers
Prime Minister Nguyen Xuan Phuc met the manager board of the Vu A Dinh scholarship fund and its “For beloved Hoang Sa – Truong Sa” club on April 18.
Phuc commended the Vu A Dinh fund on its effective programmes to help needy students in remote areas pursue an education.
The Party and State pay heed to education development and poverty alleviation, he said, adding that donations to these causes are appreciated.
He said he hopes to see more practical programmes from both the fund and the club.
Chairwoman of the fund Truong My Hoa called for continued support from the Prime Minister for both teachers and students, particularly those with disadvantaged backgrounds.
Founded in 1999, the Vu A Dinh fund has so far granted over 70,000 scholarships for students from ethnic minorities nationwide. It also honours individuals and organisations with outstanding contributions to the development of Vietnam’s ethnic communities.
Central city to build first community book centre
The central city of Da Nang will start construction of a first public book park for the community in An Hoa living quarters in Son Tra peninsula in May.
It is the first cafe and open air book reading centre that the city will open for free among the community.
The centre will be built on 1,000sq.m with a total investment of 57,000 USD, of which the Korean International Cooperation Agency (KOICA) sponsored 50,000 USD.
It combines a green park for children and creates more space for readers and extra entertainment sites.
The city plans to open a book street for local people and tourists later this year.
Earlier this year, Da Nang also debuted its first reading space, the Green & Brown Bookstore, comprising a library, a bookstore and a coffee shop on Tran Cao Van Street and houses 10,000 books.
Readers can borrow and buy books, and sit down to read with a cup of coffee in a quiet space.
Last year the city opened a new municipal library building on Bach Dang Street.
Da Nang will be the third city in Vietnam to design a book street after HCM City and Hanoi.
Pho Hien bustling with festive activities
A festive atmosphere is pervading the Pho Hien relic complex in Pho Hien Street of the Red River Delta’s Hung Yen province, with various activities showcasing the historical and cultural values of the area.
The Pho Hien relic complex lies in the villages of Dang Chau and Ne Chau. It contains countless pagodas and temples. The site was once a bustling commercial port on the Red River, reaching its heyday in the 17th - 18th century.
Pho Hien was second only to the Imperial capital city of Thang Long as a trading point in Vietnam. It was well-known among foreign traders, especially those from the Netherlands, Japan, Spain, Portugal and China.
Along with goods, foreign traders brought various architecture styles, customs and cultures, which were imprinted in architectural works such as the Xich Dang literature temple, Chuong pagoda, Hien communal house, Mau, May and Kim Dang temples.
Apart from buildings used for religious and spiritual reasons, there are also markets, wells and cemeteries.
The variety of historical relic sites contributed to forming a string of traditional festivals.
The Pho Hien Cultural Festival takes place in the Pho Hien relic complex in the third lunar month every year. It features traditional rituals, games and art performances, and culinary art, bringing alive the history, spirituality and culture of the land.
It allows tourists to get insight into the culture and history of the ancient river port.
The event also helps promote the locality’s potential in tourism and service development and serves as an attractive spiritual and religious tourism destination.
Hung Yen boasts more than 1,200 relic sites and more than 400 local traditional festivals.
It is also the homeland of a number of national heroes and cultural celebrities, such as King Trieu Viet Vuong, who reigned from 548-571; Pham Ngu Lao, a general in the Tran dynasty in the 14th century; Hoang Hoa Tham, who led the Yen The rebellion against France in between 1884-1913; and late General Secretary of the Communist Party of Vietnam, Nguyen Van Linh, who initiated the nation’s successful reform period.-
Cuba’s Giron victory marked in Hanoi
A ceremony was held in Hanoi on April 19 to mark the 55th anniversary of Cuba’s Giron victory (April 19, 1961).
In April 1961, the US troops made an attempt to invade Playa Giron, but they suffered a defeat and were thrown away from the island. This victory later led to Cuba’s reunification.
Addressing the event, Sen. Lieut. Gen. Vo Van Tuan, Deputy Chief of the General Staff of the Vietnam People’s Army, congratulated the Cuban Party, State and people on achievements they have recorded in national construction and development.
He highlighted the time-honoured friendship and fraternity between the two countries which were established by Presidents Ho Chi Minh and Fidel Castro and strengthened by generations of the two countries’ Party and State leaders, people and armies to become a model and symbolic relationship.
The Party, Government, people and army of Vietnam always keep in their mind Cuba’s valuable support for the country’s efforts to gain southern liberation and national reunification, Tuan said.
Along with State diplomacy and people-to-people diplomacy, Vietnam and Cuba have also strengthened defence ties, which have contributed to enhancing their friendship and cooperation, the officer said.
Cuban Ambassador Herminio Lospez Diaz thanked Vietnam’s support for and solidarity with Cuba during its struggle against economic, trade and financial embargoes.
The diplomat noted that the ongoing seventh national congress of the Communist Party of Cuba focuses on the socialist economic model the country is pursuing, a development plan through 2030 and the implementation of guidelines approved at the previous congress, among others.
He expressed his hope that the updating of the economic model will help promote economic and trade ties between the two countries.
Vietnam commits to promoting gender equality: official
Vietnam always pledges to promote gender equality and ensure rights of women and girls, said Deputy Minister of Labour, Invalids and Social Affairs Nguyen Trong Dam.
Dam made the remark during a conference held in Hanoi on April 19, which aimed to review the implementation of the Convention on the Elimination of all Forms of Discrimination Against Women (CEDAW) in Vietnam and the country’s commitments to gender equality promotion over the last decade.
Dam highlighted Vietnam’s advancements in reforming laws and policies as well as in applying the convention’s regulations related to the elimination of all forms of discrimination against women in the building and enforcement of the national laws.
Up to over 40 laws, along with a series of national programmes and plans concerning the issue, were issued over the last five years, creating a legal foundation for the country to strongly promote gender equality and enhance rights of women and girls.
Dam said Vietnam has made significant achievements in fostering gender equality and empowering women, citing that the country, for the first time, has a National Assembly Chairwoman and three female Politburo members.
Over 50 percent of ministries and sectors at all levels see females holding key positions, while the rates of women owning enterprises and those working in technical fields are high, accounting for nearly 25 percent and 53 percent, respectively.
The Deputy Minister affirmed the ministry’s commitments to accelerating the implementation of CEDAW, while proposing the approval of national action programmes and plans on gender equality.
He also stressed the need to include priorities concerning rights of women and girls in the national agenda.
UN Women Country Representative in Vietnam Shoko Ishikawa hailed Vietnam as one of the first nations ratifying the convention, saying that this contributed to promoting gender equality and enhancing empowerment of women.
She also praised the country’s efforts and successes in boosting socio-economic development and ensuring rights of women and girls, as well as its commitments to building and issuing relevant legal documents, especially the Laws on Gender Equality and Domestic Violence Prevention and Control .
Participants to the forum focused their discussions on achievements and challenges in empowering women and girls in Vietnam and efforts of non-governmental organisations in promoting women’ enjoyment of human rights.
The CEDAW was approved by the UN General Assembly in December 1979 and officially took effect on September 3, 1981. Vietnam ratified the convention on December 27, 1981.
Lý Sơn Island attracts 3,000 tourists over long weekend
More than 3,000 tourists visited the island Lý Sơn district, 30km off the coast of the central province over three days of vacation.
The Sa Kỳ port managing board said it had called for more boat trips to carry overloaded tourists visiting the island over the weekend.
A boat trip just provides 250 seats, and hundreds of tourists could not buy tickets for a sea trip from the mainland to the island.
The island has been a favourite destination in the province in recent years.
Last year, the island hosted 2,500 tourists during May Day and the country’s Liberation Day (April 30).
The island has 18 hotels and guest houses and home-stay service with total 1,000 rooms.
Lý Sơn had attracted 22,000 tourists in the first quarter this year. In 2015, some 100,000 tourists had visited the island.
Vietnam police set up Facebook page to tackle crime
Police officers in a south-central province of Vietnam announced on April 17 that the public can now access their official Facebook page for reports and tips-off about crime.
The Facebook page can be accessed at https://www.facebook.com/CanhSatHinhSuKhanhHoa/, said Colonel Tran Huu Tuong, who is from the Department of Police in Khanh Hoa Province.
Colonel Tuong added that citizens can report criminal-related issues via the departmental hotline 0947 513 113, noting that these are the two official channels.
Those who want to notify provincial police of criminal acts just post content on the page’s timeline, send messages to its inbox, or call the hotline for immediate support, he said.
The Facebook page doubles as a portal that provides information about security, crime prevention, and current criminal trickery.
“Facebook has proved itself an efficient information medium as it provides immediate contact with the public,” the official said, adding the police department has leveraged the page as a means to battle crime and keep locals alert.
“No matter how many officers we have, it is really hard to detect all crime activities immediately without support from civilians,” Col. Tuong said.
“Some cases, unknown to local authorities, have been first busted by the witnesses as they took photos, recorded and posted footage on Facebook.”
Blazing weather keeps affecting central, southern Vietnam
Vietnam’s National Center for Hydro-Meteorology Forecasting (NCHMF) has said that extremely hot weather episodes will linger in the country’s central and southern regions for days to come, with the highest temperature to reach 39 degrees Celsius.
Hoang Duc Cuong, NCHMF director, gave the forecast on April 15, adding that temperatures in some locales were still at a high level, though they were not as intense as earlier this week.
The temperature is predicted to hover around 36-39 degrees Celsius in several days, which is one degree lower than that of April 12, 37-40 degrees Celsius on average, Cuong said.
The highest temperature this week was recorded in Ba To District of Quang Ngai, a central province, at 41.1 degrees Celsius, followed by Dong Ha, the capital city of the central province of Quang Tri, at 41 degrees Celsius.
The climatic phenomenon is expected to last until April 17, he noted.
Le Dinh Quyet, from the Hydro-Meteorological Observatory of the Southern Region, said that Binh Phuoc, a southern province, has experienced the highest overall temperature, over 38 degrees Celsius, among the southern localities since the dry season.
On April 12, temperatures in Dong Phu District, Binh Phuoc, hit 38.5 degrees Celsius, and it is now as hot as 38.4 degrees Celsius, Quyet said.
“Compared to the same period last year, the overall temperature is 0.5-1 degrees Celsius higher,” he said when mentioning the temperature in southern Vietnam.
“This can last for five to seven days from now,” he predicted, adding that the temperature would probably be 37.7 degrees Celsius in Ho Chi Minh City during the period.
The scorching weather condition has severely affected kids' health in the southern metropolis in recent times, causing them to suffer from respiratory problems and diarrhea.
The northern region, including Hanoi, will be covered with rains as cold air will spread to the area on April 17 night, Cuong said, adding that hail and gusts may occur in regional mountainous places.
The temperature will decline dramatically from April 18 due to the climatic event, Cuong said.
Prague Street Food Festival offers a taste of Vietnam
Visitors got an opportunity to taste a large number of Vietnamese street foods at a recently concluded Prague Street Food Festival, according to Tran Dieu Huyen, a chef at the Deli Viet Restaurant in the city.
“At last year’s festival we had great success with traditional dishes like beef and chicken pho, spring rolls, vermicelli, grilled chopped meat, fried shrimp and a few other specialties,” said Chef Huyen.
This year, said the Chef, we added Banh hoi (grilled pork on angle hair noodle with lettuce) banh cuon (steamed rolled rice pancake) and Hai Phong barbecued meat to our list of menu choices.
“We received immensely positive feedback from almost all of our customers,” said Chef Huyen.
Monika Kanakova, a representative of the organizing board, said the event drew an estimated 10,000 guests, enjoying dishes served by some 80 pavilions showcasing foods from nearly 30 different countries.
The visitors also had the opportunity to watch winning movies from international film competitions and attend various topical lectures, discussions and workshops, said Miss Kanakova.

Hong Kong actress and singer Myolie Wu who shot to stardom over the past few years has announced via a short clip on her Facebook page that she will arrive April 25 in Ho Chi Minh City for a short visit.
Myolie Wu twice won ‘My Favourite TV Actress’ at the Astro Favourites Awards Ceremony, ‘Best Actress’ for her role in Curse of the Royal Harem – a TVB grand production, and ‘Most Favourite TV Female Character’ for her role in Ghetto Justice.

Vietnam, Laos and Cambodia students join exchange activities
The Ho Chi Minh City Youth Union yesterday evening held a meeting and exchange culture between the city students and nearly 300 students from Laos, Cambodia who are living in Ho Chi Minh City, on the occasion of the traditional Tet- Bunpimay and Chol Chnam Thmay.
The event took place in friendly and warm atmosphere through special art music performances. Specially, young people from Laos and Cambodia celebrated the rituals for tying someone's wrists together and water splashing in the New Year to pray love, peace, longevity, good health, success and happiness.
At the meeting, the city leader offered gifts and banqueted Vietnamese traditional cuisine to young people and students from two neighboring countries.
On behalf of the city leader, Deputy Head of the HCMC Party Committee's Public Relations Le Trong Hieu wished health, good luck and success to all students on their traditional Tet. Nghe Tinh Vi-Giam Folk Singing to be performed for national holidays
The center for Conservation and Development of Nghe Tinh's Vi Giam folk songs heritage said to celebrate the national holidays such as Reunification day, Labor Day and Uncle Ho's birthday (May 19), the center in coordination with the Kim Lien relic area will organize free Vi Giam folk singing performances for visitors.

32 week old foetus saved after mother gets accident
Deputy head of the General Hospital Tran Van Nhan in Duc Tho District in the central province of Ha Tinh April 15 said that the hospital surgeons have performed an operation to save 32 week old foetus right after the mother was killed in traffic accidents.
Before on April 12, Ms. Dinh Thi Hoa in Duc Long Commune in Duc Tho District was hit by a motorcycle; she was taken to the General Hospital in serious condition. Dr. Nhan said that when she was hospitalized she was clinically dead. To save the baby, surgeons soon performed a surgery.
Receiving intensive care in two days, the baby condition is stable now. It is scheduled that he can be discharged in next 3 days.
Drought hits pepper farmers on Phu Quoc
Serious drought is greatly affecting life of hundreds of local households and their pepper farms on Phu Quoc Island.
Phu Quoc Island off the southern province of Kien Giang Province has experienced drought since March. Over 20,000 pepper plants in the island’s Cua Duong Commune are dying due to water shortages.
A local farmer, Nguyen Thi Hoa, said that more than 2,000 pepper plants on her farm are already half dead and will completely die if the drought lasts longer.
"Our pepper farms is being supported with 4 to 10 cubic metres of water a week by local authorities," Hoa said. "This amount of water is only enough for a few hundred plants. We’ve asked the local authorities to help find water but have not yet got any reply. I think the trees won’t last long in this heat, they’ll all die like they did in 1997”.

More than 20 families here have even run out of water for daily use.
Chairman of Cua Duong Commune, Tran Van Viet, told Dan Tri on April 15 that there was now no source of water to recue some 20,000 pepper trees.
"The rivers, springs as well in our areas have all run dry," Viet said. "Some of the areas in our communes have no access to electricity so local people cannot drill wells. We've reported the situation to the district to seek for more support and called on local people to save water."
According to vice chairman of Phu Quoc Island District, Huynh Quang Hung, serious drought has hit some communes including Cua Duong, Bai Thom and Cua Can, with Cua Duong being hardest hit.
Cua Duong’s 300 hectares are the island’s largest pepper growing area.
"We've been providing free water for local people here but it seems to be not enough," Hung said. "It is becoming more and more difficult for us to find water and we can only call on local people to try and minimise their use."
Vietnamese Book Day kicks off in Kien Giang
The third Vietnamese Book Day officially kicked off on April 17 in Rach Gia city, the Mekong River Delta province of Kien Giang, attracting a large number of visitors.
Themed ‘Books: Knowledge and Culture’, the two-day event displays a wide variety of valuable books by numerous book publications and distribution units including Kien Giang province’s Library, Fahasa Book Stores, Rach Soi Book store and the provincial Culture and Arts Association.
A range of other attractive activities are also held during the fair such as a stamp exhibition, a quiz on books and painting competitions.
In addition, the organising board will present books to five communes in remote, border and island areas as well as hold exchanges between the participating units and readers.
The third Vietnamese Book Day aims to honour the values of books, readers and people participating in collecting, writing, publishing and distributing books.
The event also encourages and develops reading movements in the community as well as raises public awareness of the importance of reading for improving the knowledge and bear human personality.
The cultural event contributes to communicating the socio-economic and cultural achievements of Kien Giang province as well as is part of activities to celebrate the 2016 National Tourism Year.
After the Book Day, localities in the province will organise Reading Festivals and launch reading movement at schools, call for collecting and presenting books to poor students and competitions on reading and commenting books.
Australia holds cooking contest for hospitality students
The Australian Consulate General in HCMC last Friday organized a culinary competition for students from four leading hospitality schools in the city as part of the Taste of Australia program which promotes Australian food and beverages in this country.
The competition at Grain Cooking Studio in District 1 attracted 14 contestants from KOTO HCMC, Saigontourist hospitality school, A Au Cooking School and Netspace. They were divided into seven teams to compete with one another.
The competition was for contestants to challenge themselves at cooking Australian cuisine, as well as use high-quality Australian ingredients and wines to create their own dishes.
The judging panel comprises Vietnamese Australian chef Luke Nguyen and Vietnamese Australian chef Ngo Thanh Hoa, the winner of the first MasterChef Vietnam.
Three final teams will be awarded prizes at the Taste of Australia Gala Reception on April 21. The winning team will receive a trip to the William Blue College of Hospitality Management in Sydney, Australia for culinary training.
Australian Consul General, Karen Lanyon said, “…we look forward to welcoming the winners to undertake study in Australia or internships at our top five-star hotel partners here in HCMC.”
The event drew interest from local and Australian media partners, food and beverage managers at hotels and restaurants, and recruiters from leading hotels and restaurants in HCMC.

French films for Danang movie lovers
Le Do Cinema in Danang City last Friday started screening French and Vietnamese movies every week for local movie lovers thanks to a cooperation program of the French embassy in Hanoi, L’Espace, and the government of Danang City, according to the Vietnam News Agency.
“Le Petit Prince” was the first French film presented at the cinema last week. The cinema at 46 Tran Phu Street projects French and Vietnamese movies for both adults and children at 7 p.m. on Saturdays.
Movie lovers in Danang can register for free tickets of French films at L’Espace Danang at 91A Nguyen Thi Minh Khai Street.
Vietnam contestants to be trained for world skill contest
The Samsung Electronics Vietnam (SEV) and the Samsung Skills Training Centre (SSTC) will support and provide technical training for Vietnamese contestants in preparation for the 44th World Skills Competition (WSC).
Under a memorandum of understanding signed between t he General Department of Vocational Training (GDVT) with SSTC and SEV on April 15 in Hanoi, Samsung will select candidates for the national skills competition in 2016 in the two categories of mechanical engineering and IT software solutions.
The selected contestants, after that, will be trained at the SSTC in Suwon, the Republic of Korea covering the basic skills of their profession, skill practices and getting acquainted with the competition’s contents.
Speaking at the signing ceremony, GDVT Vice General Director Cao Van Sam said his agency will continue working closely with SEV and SSTC, towards reaslising the goal of winning medals at the competition.
Participation in the event will help Vietnamese experts and contestants update advanced technologies and learn from international friends, thus improving their skills.
SSTC Director Jang Dong Seob stated that the centre will do its best to help Vietnamese contestants create standout at the competition, which will take place in Abu Dhabi, the United Arab Emirates in October this year.
At the World Skills Competition 2015 in Saul Paulo, Brazil, Nguyen Thanh Duy of Vietnam brought home a bronze medal after earning 535 points out of a total possible score of 600 in IT Software Solutions for Business. He was also awarded “Best of Nation” title among representatives of 59 participating countries that year.-

A benefit concert will take place on April 23 at the Trung Vuong Theatre in Danang City to raise funds to provide treatment and other support services for child burn survivors and their families throughout the nation.
The annual event, which was conceived and organized by the Sharing the Life Organization, has attracted the participation of famed singers Elvis Phuong, Tran Thu Ha, Ho Trung Dung and artist Tran Hieu.
Sharing The Life Organization, is one of the largest and most active volunteer organization in Danang City and in Vietnam. In 2013 the club was honoured as one of the winners of the 3rd National Volunteer Award co-organized by the Youth Union and UNV.
Ticket prices range from US$13.50 (VND300,000) to US$22.40 (VND500,00) depending on seating.
