Kachnar trees planted near Gen Giap's tomb
One-hundred and three kachnar trees, an endemic species in Viet Nam's northern mountainous region, have been planted around the tomb of General Vo Nguyen Giap in the central Quang Binh Province.
The tree, scientifically known as Bauhinia variegata and called hoa ban trang in Vietnamese, had a close connection with the Dien Bien Phu Victory in 1954 that was led by General Giap.
Officials from Dien Bien Province selected the trees from the northern locality and brought them to the general's home state, the central Quang Binh Province, to plant them at the site, together with Quang Binh officials and the general's family members.
In addition to the attempt to plant greenery around the general's final resting place, the trees honoured his great contribution to the 1954 victory, Chairman of Dien Bien People's Committee Mua A Son said.
The 103 trees symbolise the general's age at the time of his death.
Whirlwind blows away roofs of houses
A whirlwind uprooted dozens of roofs of houses in the central Quang Binh province early yesterday.
In Thong Nhat hamlet and sub-area 8 of Nong Truong Viet Trung town, Bo Trach district, 41 houses had their roofs ripped off after being hit by whirlwind that lasted just five minutes.
Thong Nhat hamlet has 33 houses, 22 of them were left without a roof, and suffered maximum destruction.
This morning, another whirlwind swept through The Loc and Nguyet Ang hamlets, Quang Ninh district, leaving the rooftops of 22 houses open to the elements.
The provincial People's Committee is directing local authorities to bring in more manpower to help locals deal with the aftermath of the whirlwind.
Vietjet Air launches shocking Tet promotion
Low-cost airline VietJet Air has announced a shocking promotion on ticket fares for domestic routes and international ones from Vietnam to the Republic of Korea, Myanmar,   Singapore and Thailand during the traditional New Year (Tet) holiday.
The special offers will range from 199,000 VND to 399,000 VND per one-way ticket on flights from now to April 22, 2016. Between 12:00 and 14:00 on September 16-18, the airline will offer 500,000 zero VND tickets for flights from January 1 to April 22, 2016.
According to Desmond Lin, Vietjet Air’s Director for Business Development, the Tet promotion aims to create favourable conditions for passengers to travel and reunite with their families during the holiday.

Thai Nguyen: Death sentence for drug trafficker
The people’s court of the northern province of Thai Nguyen sentenced Nguyen Van Khoa   to death over illegal drug transportation on September 15.
Khoa, born in 1973 and residing in Luong commune, Phu Luong district, was arrested on August 22, 2014 carrying 100 heroin cakes weighing nearly 33.4 kilograms and 179 synthetic tablets weighing 17.14 grams.
Khoa confessed that Ngo Van Thanh, residing in Thinh Dan commune of Thai Nguyen city, hired him to transport the drugs. Provincial police suspended their investigation on Thanh after he committed suicide on August 27.
Fifth National Volunteer Awards launched
A ceremony to launch the 2015 National Volunteer Awards was held by the Central Committee of the Ho Chi Minh Communist Youth Union (HCYU) and the United Nations Volunteer Programme in Hanoi on September 15.
The annual event has been held since 2011, aiming to recognise and encourage voluntary organisations and individuals who have shown their dedication to and stellar performance in voluntary efforts, contributing to development and national defence.
Nominations should be sent to the organising board between October 1 and 31. Public voting will take place on the website www.tinhnguyenquocgia.vn for 15 days starting from November 5.
Some 10 organisations and 10 individuals will be honoured at this year’s event. The winners will receive certificates of merit from the HCYU and 5 million VND (222.15 USD) in cash each.
Last year, the event received more than 300 applicants with detailed profiles and descriptions of volunteer initiatives, activities and future directions. Eleven organisations and five excellent individuals were awarded for their outstanding contributions.
The award ceremony is expected to be held on December 5 on the occasion of International Volunteering Day in Hanoi integrated with National Volunteering Day 2015.
Int’l organisations awarded with Vietnam’s court insignia
The Vietnam People’s Supreme Court held a ceremony on September 15 to present the insignia “For the Cause of the Court” to diplomatic offices, international organisations and individuals.
The awards were in recognition of their contributions and support to the development of the Vietnam Supreme People’s Court on the occasion of its 70th founding anniversary (September 13).
Addressing the event, Chief Judge of the Vietnam People’s Supreme Court Truong Hoa Binh said the cooperation among Vietnam’s court, the diplomatic offices and international organisations has contributed to enhancing the capacity of court officials and improving the quality of the court system in Vietnam.
He praised their valuable support to the sector and voiced his belief that the cooperation would continue to grow stronger in the time ahead.
Workshop seeks better social welfare for migrant workers
Most undocumented migrant workers have no access to social and health insurance, as heard during a workshop held in Hanoi on September 15.
The labourers include farmers, seasonal workers, maids and street vendors.
According to a survey carried out by M.Net, an action network for migrant workers, only 8.6 percent of migrant labourers are aware of social insurance and 2.9 percent received consultations on the matter. The figures for health insurance are 16 percent and 12 percent, respectively.
Deputy Minister of Labour, Invalids and Social Affairs Nguyen Trong Dam said the vulnerable group is a target of state welfare policies, saying Vietnam aims to have 50 percent of the local workforce, including both documented and undocumented workers, joining the social insurance network.
Progress barriers, such as procedure obstacles and weak connections among agencies, will be addressed in near future.
Workshop participants proposed that the Government build payment mechanisms for non-resident treatments, extent migrant labourers’ rights in acquiring and benefiting from insurance and improve health care quality, among others.
Up to 37 million labourers in Vietnam are working in the unofficial sector occuping 71 percent of the domestic workforce.
Binh Dinh opens children painting exhibition on transport culture
An exhibition of children’s paintings on traffic culture was opened at Binh Dinh central province’s Culture Centre on September 15.
The event aims to disseminate information on the transport safety law and increase public awareness of transport safety, particularly among students.
On display are 150 paintings selected from a national drawing contest on “traffic culture” which was held by the National Traffic Safety Commission and the Centre of National Culture Preservation Research and Promotion.
Through the paintings, viewers can more clearly see the transport system through children’s eyes.
Besides traffic safety initiatives, the exhibits also feature kid’s love for the country’s sea and islands.
The exhibition is open through September 25.
Vietnam attends L’Humanite newspaper festival
A delegation from the Nhan dan (People) newspaper, the daily of the Communist Party of Vietnam, participated in the L’Humanite (Humanity) newspaper festival at La Coumeuve park on the northern outskirts of Paris from September 11-13.
Deputy Editor-in-chief Le Quoc Khanh, who led the delegation, said the festival is taking place as there are many activities held in the two countries celebrating the 70th anniversary of Vietnam’s August Revolution (August 19) and National Day (September 2).
He underlined that Vietnam has overcome numerous difficulties and challenges over the past seven decades to build and safeguard the nation while defending national independence and socialism.
After 30 years of “doi moi” (Reform) initiated by the Communist Party of Vietnam, the Vietnamese people have reached remarkable attainments which have increased the country’s role and position in the international arena.
Head of the French Communist Party Central Committee’s Commission for External Relations Lydia Samarbakhsh described the regular attendance of the Nhan dan newspaper to the event as a vivid demonstration of the traditional relations between the two countries’ parties and newspapers.
During the visit, the Nhan Dan newspaper delegation met with leaders of the French Communist Party, the L’Humanite newspaper and international friends.
The delegation also attended a workshop on building world of peace, justice and solidarity.
The annual L’Humanite newspaper festival creates a venue for hundreds of thousands of participants to exchange opinions on political-social and international issues.
The Nhan Dan newspaper’s pavilion, which highlights 70 years of Vietnam’s history and particularly the 30-year reform process, drew many international visitors and French friends.
On the occasion, Deputy Editor-in-Chief Le Quoc Khanh granted insigna for the cause of Nhan Dan newspaper to the Vietnamese Association in France, the Vietnamese Youths in France, the Vietnamese Students Association in France and the Union Catalogue of France.
Over 1,500 children get free heart checks in Gia Lai
More than 1,500 children under 16-years-old in the Central Highlands province of Gia Lai received free check-ups for congenital heart diseases on September 13-14 in a humanitarian programme to provide heart surgeries.
The event was part of the “Hearts for children” programme held by the Viettel Corporation in association with the Medical University’s Hospital, Bach Mai Hospital and Vietnam Television.
During the event, 36 cases of inborn heart defects were discovered, 10 of which need surgeries.
Their parents were provided guidance on formalities for assistance from the programme and charity organisations.
After seven years of operation, “Hearts for children” has helped conduct 2,700 heart surgeries for impoverished children nationwide. It targets to provide 30,000 free check-ups and 3,000 heart surgeries by 2020.
Attitudes of health workers better
Nearly two months after hospitals signed a joint commitment to improve health workers' attitude towards patients, many patients have expressed their satisfaction with the services they received.
Trinh Hong Minh, a resident from northern Thai Nguyen Province, said the National Hospital of Paediatrics in Hanoi was overly crowded when she took her baby there for an examination one month ago.
She said a health worker shouted at her when she tried to ask about the examination process. But since then, she has noticed some improvements to the facility.
"Both doctors and volunteers are helpful to me," she told Nong thon Ngay Nay (Countryside Today). "After examining my baby, the doctors advised me on how to take care of the baby and how to take the pills properly."
National Hospital of Paediatrics is among 18 hospitals including Bach Mai, Viet Duc and the National Cancer Hospital that have signed a commitment to improve health workers' attitudes towards patients.
Le Thanh Hai, director of the National Hospital of Paediatrics, said the hospital would not only change its behaviour toward patients, but also continue to improve the quality of examinations and treatment in order to shorten patients' stays. It had also set up two units supporting patients and their relatives.
Le Xuan Tien, 77, who lives in northern Thanh Hoa Province, said he was satisfied with the service at Viet Duc Hospital.
After his examination, the doctors diagnosed him with an abdominal aortic aneurysm and asked him to be hospitalised, he said.
"We finished all the procedures without difficulty, despite the fact that this is the first time we arrived at the hospital," he said.
Le Ngoc Thanh, director of E Hospital, which signed the commitment with the Health Ministry, said the hospital had trained its staff on communication skills and attitudes toward patients.
However, he said it was difficult to ensure that patients were completely satisfied with health workers' manners.
"The improvement of health workers' attitudes toward patients takes time," he said. "In addition, it's difficult for patients to be satisfied with health workers' behaviour if the hospital is overloaded with patients."
Nguyen Viet Tien, deputy minister of health, agreed with Thanh, stating that health workers should have more time to practise and adapt to the goals they pledged to meet.
A survey sponsored by the World Bank found that 42.5% of people interviewed were not satisfied with health workers' attitude at hospitals in Vinh Phuc, Phu Tho, Thanh Hoa and Binh Dinh provinces between 2014-15. The survey interviewed more than 5,400 individuals, businesses and organisations in the four provinces.
Less than half of the patients in those hospitals said drinking water was available, but 70% were satisfied with the situation.
Pham Van Tac, head of the personnel department within the Ministry of Health, said all hospitals nationwide would sign the commitment to improve patients' satisfaction by the end of next year.
Hanoi needs more type A blood donors
Stores of blood-type-A at the Hanoi-based National Institute of Haematology and Blood Transfusion are almost exhausted with only 160 units of 250ml left.
The hospital said that it needed 500 units of type-A daily to ensure enough supply for patients at the hospital and the north region, of which it is the biggest blood bank.
Many patients, especially children, have had to suspend treatment for blood related diseases, the online newspaper Vnexpress reported.
Luu Ban Quan, 8, of Bac Kan Province, suffers from Thalassemia, an inherited blood disorder caused when the body does not make enough haemoglobin. He is one of the children at the hospital children waiting for a type-A blood transfusion.
Quan has had to go to the hospital every six weeks for blood transfusion since he was four months old.
The mother of Luu Uyen Nhi – a 5-year-old girl from the northern province of Vinh Phuc suffering from blood cancer — said she was very worried about the depletion of the blood supplies.
The hospital has asked people throughout the country to donate blood, especially type-A. The hospital's blood donation site is open between 7:30am and 10pm every day. People can call 04 3868 6008 or go to the hospital's official website www.nihbt.org.vn for further information.
At present, 90% of the blood bank comes from blood donors and 10% is bought.
Under a circular issued in 2014 by the Ministry of Health, it costs about VND603,000 (US$27) per unit of blood.
15th Fun Run raises funds for charity
The 15th annual Fun Run will be held on September 27 to raise VND1 billion to benefit charities in Vietnam. About 10,000 people are expected to take part.
Held by the British Business Group Vietnam, this year's 4km race will take place in the Phu My Hung Urban Area, District 7 from 8am to 10:30am on Tan Trao-Tan Phu -Street 32 -Nguyen Luong Bang-Tan Trao streets.
Food, drinks and musical entertainment will be offered for free.
The male and female winners will each receive an economy return ticket to Europe. Tissot watches will be given to the second prize winners, as well as the male and female teenage winners.
Participants can register for the event at BBGV's office at 25 Le Duan Street in District 1. Each ticket is VND150,000 (US$6.6) for adults and VND75,000 (US$3.3) for children aged 6-12. All proceeds will be donated to charities.
ASEAN youth to discuss how to preserve culture amid integration
Youth representatives from seven ASEAN member countries will gather in HCM Citytomorrow to present their thoughts and ideas and suggest recommendations for building the ASEAN Community.
The three-day ASEAN Youth Forum will feature 24 participants from Brunei, Cambodia,Indonesia, Laos, Malaysia, Thailand, and Viet Nam, who will discuss the role of young people in the integration of the community.
The forum titled ASEAN Community – Cultural Identity is an opportunity for the youths to improve their awareness of preserving cultural identities post-integration yet join hands to build a united ASEAN community and enhance mutual understanding.
The youths will be divided into three groups to discuss improving awareness of cultural values, preservation and promotion of cultural heritages, and promoting creativity and cultural industries.
They will be taken on visits to the Museum of History and Nguyen Hue Walking Street, attend a banquet with city leaders and see a water puppet show.
The ASEAN Economic Community will be established at the end of this year.
According to the Ho Chi Minh Communist Youth Union's HCM City Chapter, the forum organiser, the participants, all aged between 18 and 30, are "average" youths.
Treatment of children with hand-foot-mouth disease being delayed
Numerous children who contracted hand-foot-mouth disease are being taken to hospital only after being diagnosed at grade 3 or grade 4, which can affect the lungs, a doctor has warned.
Dr Truong Huu Khanh, head of HCM City Paediatrics Hospitals No 1's Neurology and Infectious Diseases ward, said that parents should learn the signs of the disease and take their children to the hospital for treatment early.
"Parents easily understand the disease when the symptoms are a sore throat or a fever," he said.
On September 15, nearly 56 children who had contracted hand-foot-mouth disease were admitted to the ward.
The doctor said common signs include fever, reduced appetite, sore throat and rash on hands, feet and diaper area.
"A serious case being treated at the ward is a 15-month-old baby from District 11, HCM City. The baby was taken to hospital three days ago when she was diagnosed at grade 3, with high fever, and rash on the mouth. Now she can breastfeed." Khanh said.
"She is receiving treatment, but still has high fever."
Hand-foot-mouth disease is a common viral illness among children under the age of three, especially those between 6 months and 12 months, who contract the disease easily and their condition deteriorates rapidly.
The disease peaks during two periods, from March to May, and from September to November, he said.
"It is very important that everyone wash their hands with soap and water, and clean and disinfect toys and floors frequently as the disease is transmitted via the digestive system," he added.
HCM City Paediatrics Hospitals No 1 reported that the number of patients with hand-foot-mouth- disease increased rapidly over the last month. There were 126 cases in July, 242 cases in August and 131 cases during the first nine days of September.
Electric motorcycles exempt from fees
Electric motorcycle owners are exempt from paying a fee if they register for number plates at police stations before June 30 next year, said a dispatch from the prime minister.
According to the dispatch which was just issued, the Public Security Ministry would be the responsible ministry to ensure the registration process, while the Ministry of Finance would ensure exemption and reduction of the registration fee for electric motorcycles.
The Ministry of Information and Communication is in charge of directing media agencies to disseminate the new regulations for citizens and businesses.
In early 2015, the Traffic Police Department under the Public Security Ministry proposed to continue the registration process free of charge until the end of this year.
Dengue can cause encephalitis-meningitis complication: Ha Noi hospital
The Ha Noi–based Bach Mai Hospital yesterday warned about the risk of dengue patients developing encephalitis, a rare complication.
The warning comes after the hospital received a 23-year-old student of the University of Civil Engineering who had encephalitis-meningitis caused by dengue fever.
"Ha Noi has recently seen an increase in the number of dengue cases with a total of 1,500 people being hospitalised," Deputy Chief of Bach Mai Hospital's Infectious Disease Ward Do Duy Cuong said.
"However, such a case of encephalitis-meningitis, caused by dengue infection, is a rare complication," Cuong said.
"The patient was hospitalised in a critical condition, with seizures and impaired consciousness. If he had not been diagnosed and treated promptly, his life would have been threatened," Cuong said. The patient regained consciousness after just two days of treatment, he said.
Cuong said dengue fever was an acute infectious disease common in tropical countries. Most patients are young adults living in densely populated areas and in poor sanitary conditions. The most common type of mosquito transmitting the dengue fever virus is Aedes aegypti.
Dengue symptoms include sudden and continuous high fever, lasting two to seven days, with temperatures rising to 39 degrees or 40 degrees Celsius, severe headache, rashes and lymphadenopathy, as well as nosebleeds, bleeding gums, vomiting of blood and tarry stools (caused by bleeding organs). Female patients may suffer menorrhagia.
"When these symptoms become visible, people should go to hospitals for early detection and timely treatment," Cuong said.
PM wants better management of electric cars
Prime Minister Nguyen Tan Dung has asked the transport and public security ministries to join hands with provincial and city people's committees in strengthening the management of electric four-wheeler cars.
Dung asked the transport ministry (MOT) to finalise the Law on Road Traffic, to which regulations on electric four-wheelers should be added.
The MOT should join hands with concerned agencies to estimate the real demand for the cars and report to the Prime Minister.
The MOT said Prime Minister Dung has allowed Ha Noi, Nghe An, Thanh Hoa and Quang Binh provinces to use electric four-wheelers in a pilot programme. Some other cities and provinces such as Khanh Hoa, Hai Phong, Lao Cai and Da Nang, besides Thua Thien-Hue and Ba Ria-Vung Tau have started using the cars to transport tourists based on the localities' real demand.
Thirty enterprises and some private companies in 10 cities and provinces are operating more than 1,000 electric four-wheelers.
The cars reportedly offer advantages such as safety and convenience in tourism, are environment-friendly and make less noise than other vehicles.
But the cars are not regulated by the Law on Road Traffic. So there are difficulties in completing their registration procedures, issuing of number plates to them and collection of different fees.
Tropical research centre starts up
The Tropical Agricultural Research and Consultancy Centre was inaugurated in HCM City yesterday with a mandate to sign up local and international agricultural scientists to do research and create technologies.
It would also provide training, consult for domestic and foreign agricultural firms, and carry out trial production programmes, Nguyen Dang Nghia, its director, said.
Nguyen Van Hoa, deputy director of the Crop Production Department, said the new model is expected to meet services for sustainable agricultural development.
The upcoming TPP and ASEAN Economic Community agreements would adversely affect agriculture more than any other sector, he said.
Climate change is another challenge facing the sector, he said.
Five vehicles collide in Hai Van tunnel
Five vehicles were involved in a collision in the Hai Van Tunnel yesterday, slightly injuring 12 passengers and damaging three cars.
The tunnel management company, Hamadeco, said the accident occurred around 1.30pm when a truck travelling in the north-south direction hit a 16-seater bus from the rear, which in turn rear-ended three cars, a seven-seater, a four-seater and a truck, which were in front.
The tunnel was then closed for 36 minutes to rescue the victims and remove the cars.
Passengers on the 16-seater bus suffered a few abrasions, while three cars suffered heavy damage.
The company said the driver of the truck, which had Khanh Hoa number plates, could not control the vehicle's speed and collided with the 16-seater bus, which had stopped temporarily due to a roadblock sign.
Last month, one person was killed and another critically injured in an accident in the tunnel which connects the central localities of Thua Thien-Hue and Da Nang.
Ha Noi departments face large budget cuts
Vice-Chairman of the Ha Noi People's Committee Nguyen Van Suu has issued an order, making large budget cuts in the estimated expenses of departments, sectors and units in 2015.
Accordingly, 23 state bodies will see budget cuts in regular expenditure for 2015, amounting to nearly VND103 billion (US$4.6 million).
Among them, the Ha Noi health department will suffer the largest cut of VND24.5 billion ($1.1 million), followed by the municipal education department, and planning and architecture department , which will have their budget allocations reduced by VND23 billion and VND22 billion, respectively, the Tuoi Tre (Youth) reported.
The People's Committee said the budget cuts and withdrawal of regular expense funds for the above-mentioned state bodies had been done to implement the city's instructions about an overall review of unnecessary expenditure on activities such as festivals, conferences, groundbreaking ceremonies and inaugurations, besides foreign field trips that use funds from the state budget.
Extortion suspect to face court hearing
Police in the southern province of Binh Duong's Thu Dau Mot City decided to prosecute Nguyen Van Sen for destroying Vinh Hung Dat Company's property and stealing from workers.
Sen, alleged ringleader of a gang that forced workers to hand over part of their paychecks every month, lives in Tan Thuan Commune of Kien Giang Province's Vinh Thuan District.
He was arrested on August 16 in his hometown after evading police for more than a month. But Sen's capture and pending prosecution haven't subdued workers' anxieties, according to interviews. They said they were afraid other members of the gang would continue to threaten them.
Sen used to work at Vinh Hung Dat Limited Company in Kim Huy Industrial Zone, which specialises in packaging and carton production. According to police, on June 11 – payday – he forced five other workers, Le Van Si, Nguyen Van Lac, Duong Che Linh, Nguyen Thanh Sang and Nguyen Van Ty, to give him VND50,000 (US$2.20) each by threatening them with beatings. He also told Le Thach Bao, a team leader, to give him VND100,000 ($4.40).
On June 26 and 27, Sen started to force all the company's workers and team leaders to hand over VND100,000 ($4.40) to VND200,000 ($8.90) out of their paychecks.
A number of workers informed the company's authorities and he was ordered to leave after his contract finished at the end of June.
On July 1, Sen rushed into the company with a machete. He smashed the fingerprint time attendance machine, and beat a security guard and a worker. After that, the authorities reported the incident to local police and on July 3, Thu Dau Mot City's Police Department started collecting evidence and investigating Sen.
Deputy Prime Minister Nguyen Xuan Phuc asked the Ministry of Public Security to investigate the case after Lao Dong (Labour) newspaper ran two reports on the threatened workers.
The provincial police held a meeting last week with the workers to inform them that Sen had been captured and ease their worries. A representative from Thu Dau Mot City's Police Department provided workers a phone number they could call if they continued to receive threats.
In response to workers' concerns about people like Sen continuing to threaten them, Tran Van Tru, deputy head of the city's police department, said further investigations were underway.
According to a Vinh Hung Dat representative, the company decided to bring in police officers to train employees in self-defence and martial arts to prepare them for any future danger.
Vaccine prices heading upwards
The price of a range of vaccines is set to increase shortly. The typhoid vaccine, for example, will rise from the existing VND135,000 to VND185,000 while the 5 in 1 vaccine will go up from VND485,000 to VND629,000.
Mr. Nguyen Nhat Cam, Director of the Hanoi Preventive Medicine Center, confirmed the center has received advice that vaccine prices would increase by 5 to 10 per cent, including those for typhoid, chickenpox, and meningitis.
The increase is primarily a supply and demand issue. According to Mr. Cam, the center exhausted its supply of 5 in 1 vaccine in August and 6 in 1 early in the year. “It is expected that new batches of the 5 in 1 vaccine will be imported at the end of October but we don’t know at this stage,” he was quoted as saying.
He also believes that the change in the exchange rate has played a role in the price increase. Like many products in Vietnam, he added, the price of vaccine rises quite regularly.
Ms. Dang Hong Thuy, Director of the Hong Thuy Company, which imports the 5 in 1 vaccine in the north, said that over recent years the company has not increased its prices even when there have been shortages. The situation is different now, however. “Previously, when Vietnam had just opened up its market, manufacturers followed a policy of offering 10 per cent discounts,” she was quoted as saying. “Now the market has grown and suppliers have run out of vaccine, they no longer offer discounts and must also adjust their prices.”
Country to suffer prolonged heavy rains after typhoon
Typhoon No.3 weakened into a low pressure after making landfall in the south central provinces from Da Nang to Quang Ngai yesterday evening, announced director of the National Hydrology Meteorology Forecast Center Hoang Duc Cuong.
Earlier, the storm circulation caused level 6- 8 strong wind speed at Ly Son and Con Co islands.
The south central coastal provinces from Quang Binh to Da Nang saw level 6- 7 wind speed. The typhoon caused prolonged heavy rains on the large scale from Ha Tinh to Binh Dinh provinces with total of rainfall at 100- 150mm, even in some places at over 200 mm such as Ha Tinh, Quang Nam and Quang Ngai.
During the online meeting on natural disaster prevention and control yesterday, head of the National Steering Committee on Natural Disaster Cao Duc Phat asked leaders, authorities and functional forces to strengthen houses, schools and health centers as well as call fishing vessels to move safer places to avoid the typhoon.
In early morning today, the low pressure zone was located at 15, 3 degrees north latitude and 107, 7 degrees east longitude at border between Vietnam and Laos. The strongest wind speed near center blew under level 6.
According to forecast weather, the south central, north central and northern region will suffer prolonged heavy rains after the storm.
Particularly, rainfall in the provinces from Quang Binh to Binh Dinh, Kon Tum  and Gia Lai is estimated to be at 200- 300 mm on September 14- 16.
Rainfall in the areas from Thanh Hoa to Ha Tinh provinces will reach at 100- 300 mm on September 15- 18.
 List of waiting heart patients long because of lacking doctors, equipment
Though hospitals in the country have tried to increase personnel and applied advanced technologies to meet the demand, they are overloaded with patients waiting for a heart surgery. Children suffering congenital heart diseases even died while waiting for an operation.
Director of Children Hospital No.1 in HCM City Dr. Nguyen Thanh Hung said that from 2004 when the hospital started heart operation, the hospital has so far performed over 3,000 surgeries including 645 cases of serous congenital heart problems and 125 neonates, however, a long line of patients were waiting for their operation with over 1,300 children.
Dr. Hung said that many of them waited for months and years, he added.
Head of the hospital’s Cardiovascular Department Dr. Vu Minh Phuc said that medical workers lamented when realizing that some of children in the list had not come to the hospital for next examination because they know that these children succumb to the disease.
The hospital is able to perform 5 to 7 heart operations including 2 or 3 serous cases every week so it can not satisfy the increased demand.
Similarly, director of the Ho Chi Minh City-based Children Hospital No.2 Dr. Ha Manh Tuan said that surgeons conduct 6 to 8 minimally invasive heart surgeries per week and 2 or 3 open heart surgeries per week while the list of waiting patients is very long.
It has seen the overload at the Heart Institute with a long list of waiting children and adults. Thousands of people in the list wait for an operation every year.
In reality, medical clinics are limited in carrying out a heart surgery; worse, just a few of them are able to undertake heart operation for children. In the South Vietnam, 8 medical facilities can be able to perform a heart operation while only the Heart Institute, Children Hospitals No.1 and 2 are able to carry out operation on children.
Medical workers said that application of advanced technologies in heart operations just helps reducing the mortality rate not reducing overloading. For instance, there are 1,300 cases in the Children Hospital No.1’s long list of waiting patients, a patient must wait at least 2 years for their turn and many of them succumb to the disease while waiting.
The Heart Institute opened the Technique Department after 2 year upgrading. With 4 surgery rooms and an intensive care unit, two rooms for minimally invasive heart surgeries and 10 beds for those who undergo minimally invasive heart surgeries. The new Technique Department is expected to reduce the waiting patients and it will transfer technologies to other clinics.
Currently, the Heart Institute is making efforts to reduce the waiting patients by carrying out surgeries on Saturday and Sunday but the cost is unchanged.
To effectively reduce the waiting patients, it needs to help medical clinics in districts and provinces be able operation technologies. Dr. Nguyen Thanh Hung said that his hospital is going to establish a treatment system for children with congenital heart diseases for the South.
Accordingly, children will be diagnosed and examined in local hospitals and the Children Hospital just carries out operations. After children are discharged from the hospital, they will be examined by local doctors who will follow the Children Hospital No. 1’s treatment diagram. The health sector should invest more in heart operation, especially purchase more equipments, beds and building more rooms.
More charity heart operations have been performed lately. Recently, the Medicine University Hospital launched charitable heart operation program for children with congenital heart problem financed by a benefactor. Under the free program, children aged 1 to 16 will account for 30 percent of the total number and those aged over 16 will take up 5 percent.
According to the Association of Children Heart and Congenital Heart Disease in HCMC, the country has over 10,000 newly-born babies with congenital heart diseases before 2000, they have to wait 5 to 7 years for a surgery yet now it is just 2 or 3 years. Thanks to application of new techniques, the mortality rate is reduced from 7.7 percent in 2004 to 1.1 percent in 2014.
