That was the speech by Deputy Chairman of the Inspection Committee of the Central Party Committee, Mr. Le Hong Liem, at the workshop "Abnormal relationships between a part of Party members-officials with businesses to seek benefit" held in Da Nang on April 5.

According to Liem, it is a fact that some officials who are Party members took advantage of the loophole of law to become the backyard for a number of businesses to seek benefit. The abnormal relationships between officials and businesses take place under many forms and tricks. It is difficult for the Party to detect, prevent and control these relationships.

Liem said there are officials who have power like "emperors.” They gave agricultural land to businesses to use as specialized land, through which businesses earned millions of US dollars. Businesses gave these officials several villas as gifts.

Mr. Bui Van Tieng, from the Da Nang Party Committee, said that this is a big problem at present: interest groups and group interest.

Mr. Tran Van Tu, Chairman of the Dong Nai Provincial People's Council, warned of the phenomenon that wives of officials do business with companies to be their screen.

Mr. Nguyen Van Thạnh, Chairman of the Inspection Committee of Can Tho Party Committee, said that it is necessary to pay attention to officials whose wives and children open companies or involve in business. Thanh said officials can transfer projects to these companies. Thạnh also noted the abnormal relationship between businesses retired high-ranking officials.

Talking about harmful effects of abnormal relationships between officials with businesses, Liem said this makes the country’s economic development speed slower, erodes the trust of investors and belief of people.

Tran Trong Duc, Chairman of the Inspection Committee of Hanoi Party Committee said the relationships between officials with businesses to seek benefit go contrary to national interests and the plausible benefits of the majority people.

Duc proposed to perform thorough administrative reform, create publicity, transparence in the activities of state agencies and enterprises, and create equality in all economic-social activities to eliminate conditions for the development of those abnormal relationships.

Thanh said some cases must be handled, in which some officials must be arrested and trialed for corruption as examples to others.
