VN starts master
plan for administrative reform

realization of the master plan to simplify administrative procedures,
citizenship papers and the database related to population management for the
2013-2020 period.

of Public Security Tran Dai Quang, Minister of Justice Ha Hung Cuong, and

included in the national database on population via ID Number Cards by late
2020.

Five years later, in 2020, basic information of every citizen will be updated
into the national database to simplify administrative procedures and minimize
other personal papers including personal tax codes, medical insurance cards,
social insurance cards, and others.
