After tearing through the Philippines’s Luzon Island, killing at least three people and leaving dozens missing, super typhoon Utor has entered the East Sea and may hit China’s Leishou or northern Vietnam, the Vietnam National Hydro-meteorological Forecasting Center has warned.
At 4 am today, August 13, Utor was centered at 18.2 degrees latitude north, 116.1 degrees longitude east, about 450 km east-northeast of the Hoang Sa (Paracel) archipelago. Winds near the eye reached 134-149 kph, with gusts of 167- 201 kph.

The typhoon is moving west-northwest at a speed of about 15-20 kph and will likely strengthen. At 4 am Wednesday, the typhoon will be located at 20.0 degrees latitude north, 112.0 degrees longitude east, about 110 km east of China’s Hainan Island, with winds of 150-166 kph and gusts of up to 220 kph.

Over the ensuing 24-48 hours, the typhoon may alter course and head northwest at a speed of 15 km, and at 4 am August 15, it will be centered in the southeastern area of China’ Guang Xi province. Maximum winds near the storm’s eye will be up to 89-102 kph with gusts of 103- 133 kph.

Le Thanh Hai, the deputy director of the center, forecast that the typhoon will most likely hit the eastern area of China’s Leishou Island, but it may change course to land in Vietnam’s northeastern provinces.

Many meteorological websites, including those of the US Navy and Japan, have released a similar forecast, Hai said.

The typhoon will cause rough seas in the northern area of the East Sea, with violent winds of 103- 133 kph, which will increase to 134-166 kph near the typhoon’s eye, with gusts of up to 220 kph.

Rough seas will also be seen northeast of Hoang Sa, with maximum winds of 117 kph and gusts of 118-149 kph.

The storm, in combination with strong seasonal southwest winds, will also cause rough seas in the southern area of the East Sea, including around the Truong Sa (Spratly) archipelago, and in the region between Binh Thuan and Ca Mau provinces, with winds of 39-49 kph and gusts of 50-74 kph. Showers and thunderstorms, possibly together with whirlwinds, will occur in these areas.

As of yesterday evening, authorities in coastal provinces from Quang Ninh to Ca Mau had provided storm-related information to more than 68,450 ships with about 295,600 people on board so that they do not enter dangerous areas and have time to escape the storm.

The Central Steering Committee for Flood and Storm Prevention reported that a fisherman from Binh Dinh province, Banh Quang Muoi, went missing yesterday when his boat was fishing about 41 nautical miles southeast of Nha Trang city.
