Work begins on major expressway segment

Work begins on major expressway segment, HCM City opens new healthcare vistas with hi-tech facility, Missing girl found dead in Cambodia, Ventilation checks ordered, 16 Lam Dong students found with bird flu 

Construction of an 18.7-km section of the Ben Luc-Long Thanh Expressway, which will run through HCM City and Long An Province, began on Saturday.
The project includes three intersections at Ben Luc-Long Thanh Expressway and HCM City-Trung Luong Expressway, National Highway No 1A, and National Highway No 50, according to the developer Expressway Viet Nam Expressway Corporation (VEC).
With a total length of 57.1 km, the Ben Luc-Long Thanh Expressway runs through Long An Province's Ben Luc and Can Giuoc districts; Binh Chanh, Nha Be and Can Gio Districts in HCM City and Nhon Trach and Long Thanh districts in Dong Nai Province.
The section is part of the national north-south expressway.
The road includes a total of 20km of bridges, including the 3-km long Binh Khanh Bridge that crosses Soai Rap River and the 3.2-km Phuoc Khanh Bridge over the Long Tau River.
With four lanes, Ben Luc-Long Thanh Expressway can allow vehicles to run at a maximum speed of 100 kph.
When completed, the expressway will facilitate transportation between the south-eastern region and the Mekong Delta without running through HCM City, thus helping to reduce traffic congestion on National Highway No 1A in HCM City and National Highway No 51 in Dong Nai Province.
Mai Tuan Anh, general director of VEC, said the expressway would connect the country's expressway and highway networks with major seaports in the south such as Thi Vai-Cai Mep and Sao Mai-Ben Dinh, and the planned Long Thanh International Airport.
It will also help ease traffic pressure and reduce the number of traffic accidents on National Highway No 1A and National Highway No 51 and at the same time reduce the travel time between Long An, Dong Nai and Ba Ria-Vung Tau provinces.
Once put into operation, the expressway will be part of the Asian Highway from Bangkok via Phnom Penh to HCM City and Vung Tau in Viet Nam.
The project will benefit HCM City, Dong Nai and Long An, the southeast region and the Mekong Delta and at the same time create favourable conditions for economic development in southern provinces, said Pham Van Ranh, deputy chairman of Long An Province People's Committee.
Investment required for this section of the expressway amounts to VND31.3 trillion (US$1.608 billion), said VEC during the groundbreaking ceremony of Ben Luc-Long Thanh Expressway on July 19 last year. Speaking at the ceremony, Deputy Minister for Transport Nguyen Ngoc Dong said Viet Nam has 750km of expressway and the figure is expected to increase to 2,000km by 2020.
HCM City opens new healthcare vistas with hi-tech facility
A ceremony was held yesterday to inaugurate a hi-tech treatment centre at the Thong Nhat hospital in HCM City.
The centre is part of the first phase of a project to upgrade the hospital, aiming to make it a leading health-care institution in the region.
In addition, two buildings have been built with new examination rooms and 500 more beds at a total cost of more than VND493 billion (US$23 million), raising the hospital's capacity to 1,200 beds.
Attending the ceremony, Prime Minister Nguyen Tan Dung praised the efforts of hospital staff to ensure medical treatment for southern residents during the past 40 years.
He also urged the health sector and localities to work harder to ease patient overload at big hospitals, in tandem with enhancing service quality by improving facilities and improving staff capabilities.
The Director of Thong Nhat Hospital, Dr. Nguyen Duc Cong, said the hospital had treated many complicated cases that required the application of hi-technology.
He said it was the leading geriatric centre in south Viet Nam, adding that in the time ahead, the hospital would continue to upgrade the main building and build new facilities for heart-vascular diseases and geriatrics.
Missing girl found dead in Cambodia
An eight-year-old Vietnamese girl was found dead in Cambodia's Svay Rieng Province, near the Viet Nam border yesterday.
Ngo Ngoc Phut was a second grade student at the Binh My 2 primary school in Binh My Commune, Cu Chi District, HCM City. She was reported missing after leaving school on January 26.
Despite considerable efforts made by her family and relevant agencies, no trace of her was found.
Nguyen Huu Hanh, Phut's father, said her body was found in a place near many casinos.
According to the People's Committee of Loi Thuan Commune, Ben Cau District, Tay Ninh Province, local authorities and border guards at the Moc Bai international border gate had handed over Phut's body to her family.
The police are conducting further investigations.
Ventilation checks ordered
The Nam Tu Lien District People's Committee in southern Ha Noi has ordered a thorough check of ventilation systems in all underground floors of commerical buildings.
The order came after 19 people passed out at Big C Supermarket on March 14 after inhaling motorbike exhaust fumes from vehicles leaving a big concert. They were all taken to hospital.
The incident happened when fumes accumulated from hundreds of motorbikes in the basement parking lot of the supermarket, located under The Garden building.
Nguyen Trong Luong, deputy chairman of the district's People's Committee, said the presence of an unusually large number of people, who had gathered for a concert on Sunday night, was the main cause of the problem.
After the concert, hundreds of people on motorbikes were trying to get out at the same time. The running engines produced a large amount of carbon dioxide fumes that wafted up to the supermarket through the staircase.
Binh Minh Thang Long Real Estate Management JSC, manager of the building, signed an agreement with the district's People Committee in 2007 to comply with safety and environmental regulations.
The premises were later rented out by BigC Supermarket.
"The company, however, has not been able to show that they have strictly followed safety regulations," he said.
Ho Quoc Nguyen, director of the supermarket's public relations department, said a technical malfunction of the building's ventilation system could be the main culprit.
Deputy Chief of district police Ha Quang Thai said the police had set up a task force to investigate the incident.
Air quality will also be tested to determine air pollution levels during peak hours to help prevent similar incidents in the future.
After the incident in Ha Noi, HCM City's fire police introduced a plan to inspect commercial premises under trade centres and other public buildings to prevent similar incidents.
Ha Noi to block streets for IPU meet
The capital will block a series of streets for the 132nd Inter-Parliamentary Union (IPU) from March 28 to April 1.
Nearly 2,000 foreign delegates from 150 nations and international organisations are scheduled to arrive here.
From 6am to 10pm, all trucks with a capacity of more than 500kg and passenger buses with at least 25 seats will be blocked from 36 streets, including Tran Duy Hung, Nguyen Chi Thanh, Kim Ma, Buoi and Tran Phu.
During the same time, all vehicles will be banned from entering Thang Long Avenue around the Viet Nam National Convention Centre; Pham Hung from Tran Duy Hung to Me Tri; Mieu Dam; and Do Duc Duc.
Press trained for upcoming IPU-132
A press training conference for the upcoming 132nd Inter-Parliamentary Union (IPU-132) Assembly and related meetings in late March was held in Hanoi on March 20.
The conference was organised by the Press Authority under the Ministry of Information and Communication (MIC) in association with the Information and Communication Subcommittee under the IPU-132 Organising Board.
Addressing the event, MIC Deputy Minister Nguyen Thanh Hung highlighted that this year’s IPU hosted by Vietnam will welcome around 1,000 delegates including high-ranking parliament officials and members of regional inter-parliamentary unions and international organisations worldwide.
Over 300 journalists from local and international press and news agencies are expected to cover the meetings, he said.
He urged the local press to widely disseminate information on the history of the IPU, the Vietnam-IPU relationship and the country’s initiatives for the IPU-132.
It is vital for the press to be well-prepared for the forthcoming event and capable of covering the news in a timely fashion, he added.
At the conference, the journalists were introduced to the IPU and its political significance to Vietnam as the host of this year’s event, as well as preparatory works for the occasion.
The IPU-132 will take place in Hanoi from March 28-April 1.
Youths build flagpole at north-east outpost island
The Ho Chi Minh Communist Youth Union Central Committee (HCYUCC) and the Association of Vietnamese Students (CAVS) on March 21 started work on building a flagpole at the Tran outpost island in Co To district, northern Quang Ninh province.
The 15-m high pole is being built at the highest point of the island (188 meters high from the sea level).
It is one of the seven flagpoles that the youth organisations have been building at the national outpost islands, namely Bach Long Vy (northern port city of Hai Phong), Cu Lao Xanh (central Binh Dinh province), Phu Quy (central Binh Thuan province), Con Son (southern Ba Ria-Vung Tau province), Tho Chu (southern Kien Giang province), and Hon Lao (central Quang Binh province).
The programme is jointly carried out by the HCYUCC, the CAVS, and the Bank for Investment and Development of Vietnam (BIDV) with an aim to raise sense of responsibility among the youths for safeguarding the national seas and islands sovereignty.
The flagpole at Tran island will be completed on May 19 on time for the 125 th birthday anniversary of late President Ho Chi Minh.
Scottish activist, Vietnamese woman cycle to Paris for environment
A Scottish activist and his Vietnamese friend arrived in Hanoi on March 20 as part of their 15,000-km cycling tour from a Mekong Delta province to Paris to raise awareness of and funds for climate change issues.
Simon Nelson – an English teacher and environment activist coming from Scotland – and Nguyen Thi Kim Ngan, 27, both set foot in the capital after departing from An Giang Province in the Mekong Delta early last month, local media reported.
An Giang is one of Vietnam’s regions that suffer most heavily from climate change.
The two people had covered nearly 2,000 kilometers on their bicycles before reaching Hanoi, according to The Thao & Van Hoa (Sports and Culture) newspaper.
The journey is part of their cycling trip from An Giang to Paris, which will see them traveling nearly 16,000 kilometers during nine months.
Nelson is poised to attend COP21, the 21st Session of the Conference of the Parties to the United Nations Framework Convention on Climate Change.
The conference session will be organized in Paris from November 30 to December 11, according to its website.
Nelson and Ngan, his like-minded friend, decided to bike all the way to the session to prove their resolve to combat climate change.
They still have over 14,000 kilometers through 10 other countries ahead.
The two are scheduled to partake in talks on March 25 at local universities and K-12 schools to help engage the public in activities to avert the calamity of climate change and raise funds for climate-affected residents and environmental protection projects in the Mekong Delta.
Nelson and Ngan will cull evidence of climate change and their disastrous effects from the localities which they have been through and will present it at the Paris conference session to spur participants on to environmental protection activities.
They both work as English teachers in Ho Chi Minh City and share passion for cycling and exploring nature, according to Thanh Nien(Young People) Online.
While the Scot has made several cycling trips in Australia, Ireland, and Britain, his Vietnamese companion has only cycled across Mekong Delta provinces.
Japan presents hybrid cars to Hanoi Police
The Japanese Government presented 44 hybrid cars to the Hanoi Police Department at a ceremony held in Hanoi on March 21.
A the handover, Hanoi Police Director, Major General Nguyen Duc Chung, expressed his gratitude for Japan’s support of his force as they look to complete their tasks and reduce environmental pollution in the capital.
Over 500 million JPY (US$4.2 million) in Japanese Government aid has been provided to Hanoi Police since 2014, covering the purchase of 98 new generation Toyota and Mitsubishi hybrid, plugin-hybrid, electric and clean diesel cars.
An additional 42 cars will be presented to the Hanoi Police Department in 2015.
The police are coordinating with the Japan International Cooperation System (JICS) to utilise the aid in a timely and efficient manner.
Medical TV channel to be broadcast
With the aim to raise people’s awareness of disease prevention and improving their health condition, the Public Health Association in Ho Chi Minh City cooperated with television stations to launch a medical channel.
The channel will broadcast news of healthcare protection and improvement activities for city residents’ health and the whole country in order to provide knowledge of medical treatment and instruct people how to prevent diseases.
The channel also broadcast news of Vietnamese medical achievements and in the world as well as good examples in medical sector who are devoted in healthcare mission.
Currently, audiences can use Smart TV, Set top Box TV, digital equipments to access to the website hytcc.org.vn.
It is expected that the channel will be officially broadcast in May, 2015.
Two Vietnamese to be prosecuted for trafficking child
Police in Hanoi have suggested the local People’s Procuracy prosecuted two women for alleged child trafficking that investigations have showed took place at a pagoda.
The two that face prosecution are Nguyen Thi Thanh Trang, a 36-year-old Hanoian, and Pham Thi Nguyet, 45, hailing from the northern province of Ninh Binh.
Police officers launched an investigation in July last year after receiving a letter from a Hanoi resident, Nguyen Thanh Long, who said his godson was trafficked at Bo De Pagoda in Long Bien District.
Long said in the letter that the pagoda had illegally sold his godson Cu Nguyen Cong, whom he often called Lai, to other people.

Through investigation, police officers concluded that Cong, born on October 25, 2013, was the son of Tran Thi Thu Ha from the northern province of Phu Tho and Vu Xuan Truong from the northern province of Tuyen Quang.
Cong died of measles in June 2014, according to news website VnExpress.
Ha and Truong lived together as husband and wife and the woman had an unwanted pregnancy, according to police probes.
So after Cong was born, they sent him to the pagoda so that he could be nurtured there.
Trang, who worked as a nursemaid at the pagoda then, took Cong out of Bo De and sold him to Nguyet for VND35 million (US$1,645) in January 2014, according to investigators.
They will sit behind bars for three to 10 years if convicted.
Influenza A H1N1 outbreak confirmed in central Vietnam
Sixteen students of a school in the Central Highlands region in Vietnam have been tested positive for influenza type A subtype H1N1, according to health authorities.
Representatives of the Ho Chi Minh City Pasteur Institute announced on March 21 that 16 fourth graders at Xuan Thanh Elementary-Middle School in Da Teh District, Lam Dong Province have been confirmed to have influenza A H1N1.
The representatives said the test results and the students’ symptoms are indicative of a flu outbreak.
After being treated for three days, the kids’ conditions are now stable. Over half of them have had their fevers brought down, and only two still suffer a high temperature, Dr. Dong Sy Quang, of Lam Dong Province’s Health Department, said on March 21 afternoon.
He added his department has instructed Da Teh District’s Health Center continue treatment of the 16 students in quarantine and adopt urgent measures to make sure the outbreak is eradicated.
Bui Van Hung, chair of the Da Teh District People’s Committee, said a team has been deployed to sterilize the school and the 16 students’ homes as well as all sites throughout the district to stall the spread of the flu.
All of the school’s students have been notified of their friends’ afflictions, and are required to put on masks and sterilize their hands in tanks erected in the school, starting Monday.
According to the Ho Chi Minh City Pasteur Institute, influenza A H1N1 viruses are transmitted via respiration and throat fluids.
On March 18, 16 out of 18 fourth graders in a class of Xuan Thanh Elementary-Middle School suddenly developed fevers, coughs, and sore throats.
The kids received treatment in quarantine at the district’s health center on the same afternoon as they were suspected of contracting influenza A virus subtype H5N1, a deadly avian flu strain.
Epidemic inspections launched by the provincial Health Department and Da Teh District’s Health Center indicated that the outbreak stemmed from one of the female students in the same class one week earlier.
The viruses were quickly passed on from the girl to her classmates.
Apart from the 16 students infected with influenza A H1N1, Da Teh District’s Health Center on Friday morning found two other students from the same school to also have mild fevers and coughs, Dr. Quang, from the Lam Dong Health Department, said.
These two students are treated and monitored at home as their conditions are not serious.
The influenza type A subtype H1N1 virus caused a worldwide pandemic in 2009. It is now a human seasonal flu virus that also circulates in pigs.
The virus spreads between people in the same way as seasonal flu viruses and has led to several deaths in Vietnam in recent years.First smart transport system on highway launched
The Ho Chi Minh City-Trung Luong highway connecting the City and the Mekong Delta province of Long An has become the first in Vietnam to be controlled by the Intelligent Transport System (ITS).
The system was official put into operation on March 20.
According to Deputy Transport Minister Nguyen Van The, the ministry has invested in ITS for highways and major roads with a hope to reduce traffic congestions, with the model for the HCM City-Trung Luong route to be multiplied in other regions.
The ITS project on the Ho Chi Minh City-Trung Luong highway was implemented from April 2013 to December 2014, with a total investment of 38.5 million USD funded by preferential loans of the Republic of Korean Government and the Vietnamese Government budget.
The system includes a smart control and management centre located in Ho Chi Minh City’s Binh Chanh district and traffic monitoring devices installed along the highway.-
Binh Dinh strives for sustainable fisheries development
With more than 134 kilometres of coastline and various bays, lagoons and river mouths, the central province of Binh Dinh is striving to leverage its geographic potential for sustainable fisheries development in both sea fishing and aquaculture as well as aquatic processing for exports.
The province has set its sights on an annual increase of 6.9 percent in the total offshore catch volume in 2015.
To achieve the target, the province has proactively implemented Government policies to support the fishing sector, said Director of the provincial Department of Agriculture and Rural Development Phan Trong Ho.
He continued to say that the province plans to build 200 fishing vessels using steel and new materials this year while carrying out a pilot project on tuna purchasing, processing and consuming through cooperation between the provincial People’s Committee and the Japan-Vietnam Friendship Association in the Japanese city of Sakai .
Binh Dinh will also accelerate work on the upgrades to De Gi port in Phu Cat and preparations for other fishing port projects in Phu My district and Quy Nhon city.
Meanwhile, aquaculture is projected to produce 9,000 tonnes of products, nearly 6,000 tonnes of which are shrimp.
Local agencies will continue to introduce farmers to cultivating techniques and disease prevention measures, while intensifying inspections and management of young fry, feed and farming environment.
Furthermore, the province is cooperating with relevant agencies to carry out activities to promote sustainable aquaculture development and map out two high-tech aquaculture zones, Cat Thanh in Phu Cat commune and My Thanh in Phu My commune.
In a bid to improve aquatic processing capacity towards the goal of 75 million USD in aquatic product export, Binh Dinh authorities are to focus on building a tuna production chain model from fishing, purchasing to exporting.
Accordingly, it will call for more investments for planned processing sites in two coastal districts and one city, Hoai Nhon, Phu Cat and Quy Nhon, facilitate the construction of aquatic product processing plants of Minh Phu Group and Hokugan Group. Site clearance is being sped up in order to break ground on Hai An 2 seafood processing plant this April, which is invested by the Binh Dinh Seafood Company.
The province will also invest in expanding fishing logistics services by setting up logistic trawlers working at sea to timely provide gasoline, fresh water and ice as well as to purchase products from fishermen.
Agriculture sector urged to improve competitiveness
President Truong Tan Sang has asked the Federation of Agriculture and Rural Development (FARD) to enhance its competitiveness in order to stand ready for future competition in the agriculture sector during the country’s international economic integration process.
Addressing a reception to 66 exemplary farmers and agricultural businesses under the FARD in Hanoi on March 20, the President commended the federation’s significant contributions to national agricultural development as well as its efforts to call for businesses’ participation and expand international cooperation to mobilise resources for building new-style rural areas.
He called on the federation to keep its members updated of the difficulties, including non-tariff barriers and language difference, emerging in international integration so that farmers proactively enrich their knowledge and apply technological advances to production, thus improving the quality of their agricultural products.
The President also took note of the federation’s recommendations on support policies and incentives to create favourable conditions for enterprises’ investment in the agricultural sector.
During the meeting, delegates reported to the State leader on business production in the field of agriculture as well as the process of building new-style rural areas. Many businesses have worked with scientists to apply scientific and technological advances to agricultural production, contributing to limiting environmental pollution and improving productivity, they said.
The federation has been operational for nearly two years, comprising 60 collectives including scientific organisations and businesses; and over 1,900 member individuals. The federation has considered participation in building new-style rural areas its key task, with farmers and enterprises being the pivotal forces.
Vietnamese, French doctors discuss cooperation prospects
Representatives from more than 20 French non-governmental health care organisations attended a conference on France-Vietnam health care cooperation held in Ho Chi Minh City on March 21.
Over 100 Vietnamese and French doctors and health experts at the event discussed four main topics, including collaboration in improving maternal and infant health, preventive medicine, training and research, and forensic medicine.
Dr. Gildas Tréguier from APPEL-Lorient said the conference gave a chance for both sides to share experience in health coordination over the past years, thus seeking ways to remove all existing obstacles and increase efficiency of their affiliation in the future.
In paediatrics medicine, the France-Vietnam health cooperation programmes in 2015 will focus on exchanging technical experience among senior professionals, he said.
Meanwhile, the programme will continue with humanitarian activities targeting vulnerable group, with special strategies on malformation prevention and screening, as well as improvement in access to health care services for poorest households.
At the same time, Assistant Prof. Ngo Minh Xuan, Vice Headmaster of Pham Ngoc Thach Medical University, said that in the past four decades, Vietnam and France have enjoyed effective partnership in health care.
Following the health cooperation deal signed in 1993, more than 2,000 Vietnamese doctors have been trained in France ’s hospitals, he noted.
According to the French Ministry of Higher Education and Research , Vietnam ranks ninth in the number of students studying in France with 6,295 students registered in the 2012-13 academic year. The figure has been stable since 2008, it said.
Cooperation in health technology enhanced
A workshop on cooperation in health technology was held in Hanoi on March 21 by Japan’s Nagoya University, the Japanese daily Nikkei in collaboration with the Japan International Cooperation Agency (JICA), and Vietnam’s Ministry of Health and Bach Mai Hospital.
Addressing the event, Deputy Health Minister Le Quang Cuong highlighted effectiveness of bilateral cooperation programmes in health care between Vietnamese agencies and foreign partners.
He said he hopes for the further development of cooperation in health care, particularly cancer prevention and treatment between Asian countries as well as between Vietnam and Japan.
According to the official, despite considerable upgrade of facilities in recent years, hospitals in Vietnam can handle about 25 percent of all cancer cases.
Cancer is one of the leading fatal reasons in the world and Vietnam. The country has around 150,000 new cancer cases and 75,000 deaths of the disease each year.
The Vietnam-Japan digestive endoscopy centre was set up in July 2014 at Bach Bach Mai hospital with financial assistance from Japan’s Ministry of Economy, Trade and Industry and technical support from Nagoya University.
Experts swap drug addiction treatment experience
A wide range of experience in successfully treating drug addiction was put forward at a conference titled ‘Treating drug addiction – Scientific advances and practical experience from France and the US’ and held by the National Assembly’s Committee on Social Issues on March 20 in Hanoi.
Dr. John Hamilton, Chief Executive Officer of the Recovery Network of Programmes in Connecticut, the US, said the most important thing in treating drug addiction is to help patients and their families regain faith.
According to Hamilton, addiction is a brain-related disease and the rehabilitation process depends on behaviour and social circumstances. He continued, highlighting the need to view addiction as a chronic and recurring disease.
Meanwhile, Dr. Laurent Michel, Director of the Pierre Nicoles Centre in France, shared information on the treatment of drug addiction in Europe and France as well as at his centre.
For Vietnam’s part, a representative of Bac Giang’s Department of Labour, Invalids and Social Affairs said the province aims to encourage the establishment of private rehabilitation centres.
The province also intend to build a network of consulting, caring and assistance groups, mainly at the commune or town level, for the treatment of drug addiction in the community.
Deputy PM urges intensified care for the elderly
Deputy Prime Minister Vu Duc Dam has asked ministries, sectors and localities to focus on designing and implementing laws and policies to support and provide care for the elderly in Vietnam.
While presiding over a meeting in Hanoi on March 20 to discuss the implementation of the 2015 action plan of the National Committee on Ageing, Deputy PM Dam urged effective policies and programmes benefitting the elderly in line with the context of each locality and current regulations.
According to the Deputy PM’s guidance, the Ministry of Labour, Invalids and Social Affairs (MoLISA) is to work with relevant ministries, sectors and agencies to examine the implementation of the 2009 Law on the Elderly and the National Action Programme on the Elderly for 2011-2015.
Meanwhile, the Ministry of Health was asked to intensify communication efforts to raise public awareness of the social responsibility to care for the elderly, as well as establish more geriatric wards in hospitals.
Projects to support and improve the spiritual life of the elderly will include reducing ticket fares to visit historical and cultural relic sites and cultural, sport and tourism activities.
Deputy PM Dam, who is also Head of the National Committee on Ageing, asked the Vietnam Association of the Elderly to expeditiously establish an action month for the elderly or organise related events.
Statistics show that there are more than 9.4 million elderly people in the nation, accounting for 10.45 percent of the total population.
Currently, nearly 2.8 million people are receiving retirement pensions and social insurance benefits with over 1.5 million receiving monthly social allowance.
Geriatric wards have been established in hospitals in 49 provinces and cities nationwide thus far, up 20 localities from 2013.
The Vietnam Association of the Elderly’s local chapters work to conduct practical activities, positively contributing to the country’s renewal process, socio-economic development and poverty reduction.

Police in Ho Chi Minh City on March 20 took into custody a woman who allegedly abetted a Vietnamese-Russian beauty queen in a scam that cheated a man out of nearly VND16 billion (US$734,000).
Nguyen Duc Thuy Dung, 26, was suspected of faking documents that purportedly showed Truong Ho Phuong Nga having returned the money to the victim after he had filed a complaint with the police, news website VnExpress reported.
Nga, 28, who won a beauty contest for Vietnamese in Russia in 2007, was detained earlier this week for investiagtion on fraud charges.
She allegedly told a local businessman, referred to as H., that she had many good contacts who could help him buy houses at low prices.
The man then transferred VND5.6 billion ($257,000) to her account to buy a house in District 5.
But Nga later told him the deal fell apart due to some paperwork issues.
She then managed to convince him to send another VND10 billion ($459,000) for buying a new house.
After failing to get the promised house, H. demanded his money back. Since Nga allegedly kept evading him, he reported the case to the police.
Police received the complaint in December and called Nga for questioning.
She claimed to have repaid H., and produced documents as proof, but the police later found the documents to be fake.
The investigation is continuing.
Nga reportedly emigrated to Russia with her family when she was 12.
After winning the beauty contest, she returned to Vietnam to work for a communications company in 2009 and also did some modeling work.
She has starred in a couple of music videos and films and emceed a few charity, film and beauty events without attracting much attention.
