Police smash biggest online gambling ring in Tay Ninh
More than 30 people have been arrested after police discovered an illegal gambling ring in the southern Tay Ninh Province, the police department said on Tuesday.
The provincial social crime prevention police raided Sky Win Cafe, located in a building in Vo Van Truyen Road, Tay Ninh City at 3pm on Tuesday and caught more than 30 people suspected of organising and being involved in illegal gambling via online games.
The police also seized 21 game machines.
Initial investigation showed that a gambling addict playing via online games here could lose VND100 million (US$4,300) a day.
The doorkeeper of the building said there were numerous online gamers every day. A person living near the building said the cafe was open round the clock since 2014.
The case is being investigated further.
Child traffickers given jail terms
The People's Court of Long Bien District in Ha Noi yesterday handed down jail terms to two defendants in a child trafficking case that was uncovered at Bo De Pagoda last year.
Pham Thi Nguyet, 45, from Ninh Binh City, was given four years in jail for child trafficking, and Nguyen Thi Thanh Trang, 36, from Ha Noi, got 3 and a half years for the same crime.
Police officers launched an investigation in July last year after receiving a letter from a Ha Noi resident, Nguyen Thanh Long, who said his godson had been sold from the pagoda.
Long said in the letter that the baby boy had been sold after being left in front of the pagoda by his parents.
Trang, who worked as a nursemaid at the pagoda, sold the baby to Nguyet for VND35 million (US$1,645) in January 2014, according to investigators.
The baby died of measles during his stay with Nguyet in June, 2014. During their search of Nguyet's home, police also found two other children whose mothers had given their consent to Nguyet adopting them, so no further charges were filed.
The court said the two defendants, who confessed to child trafficking, needed to be strictly punished.
Remains of missing US servicemen repatriated
The remains of two US servicemen who died during the war in Viet Nam were handed over to the US at a ceremony at Da Nang International Airport yesterday, marking the 136th transfer of remains since 1973.
The remains were unearthed during the 120th joint field activities between Viet Nam and the US, and were examined by experts of both sides in Da Nang.
The remains will be sent to Hawaii for further examination.
Attending the ceremony were representatives from the Board of Directors of Viet Nam's Office for Seeking Missing Persons (VNOSMP), the US Consulate General in Ho Chi Minh City, the US Defence Attache Office in Ha Noi, the US Defence Department's POW/MIA Accounting Agency and the US MIA Office in Ha Noi.
Bridge's height barrier falls, kills biker
A biker died after being hit by a height barrier of the Quang Trung flyover in HCM City's District 12 early this morning.
A crane-truck being towed by another vehicle got stuck in the barrier when the vehicle was about to cross the bridge at about 2.30am, due to driver's carelessness. The falling iron barrier hit 52-year-old Tran Van Lop of the southern Ben Tre Province, who was riding a motorbike in the opposite direction.
The crane-truck also slipped and collided with two other trucks and a taxi on the road.
Police and rescue teams came to remove all the vehicles. The case is under further investigation.
Binh Thuan fishing boat explodes, fisherman still missing
The Border Guard Command of this southern province is still searching for the last missing fisherman of the ill-fated fishing boat BTh 98603 TS, which exploded and sank yesterday.
Yesterday afternoon, HCM City Coastal Information Station received a report of the explosion that took place some 200 nautical miles offshore from Phan Thiet City. The fishing boat from Binh Thuan Province's Phu Quy Island District had 16 crew members on board at the time of the explosion.
The station broadcast a request for emergency assistance, prompting other fishing boats working nearby to make their way to the exploded vessel and rescue the crew.
Fifteen crew members were rescued as of this morning, while one remains lost at sea.
The boat owner said a fire broke out in the boat hull. The cause of the incident has not been identified.
Coal company officials prosecuted for fraud 

The public security department's investigative force has prosecuted two vice-directors of Tay Nam Da Mai Coal Joint Stock Company for fraud, the Company Chairman Hoang Minh Hieu said yesterday.
The two suspects -- Do Quang Hung, 45 and Pham Cao Nghia, 56 – are accused of making fake invoices.
Police searched their houses and office on Monday. Four other officials of the company are also being investigated for alleged involvement in the scam. They are former Director Pham Van Ha and the heads of the geological survey, technical and accounting departments.
The suspects were not allowed to leave their residences.
Initial information said in the last two years, the suspects allegedly overstated the amount of soil and stones that was transported and made fake invoices to appropriate a large amount of money.
The Tay Nam Da Mai Coal Joint Stock Company, based in Cam Pha City in the northeastern Quang Ninh Province, is a subsidiary of the Viet Nam National Coal and Mineral Industries Group (Vinacomin).
Binh Phuoc: National Highway 13 in poor condition
The section of National Highway 13 running through Loc Ninh District in southern Binh Phuoc Province is suffering from serious degradation due to its poor construction, said residents and provincial authority.
The section, called An Loc – Chiu Riu, is now in need of repair, sparking an outcry among local residents, though the provincial authority has yet to find a solution.
Only six months after one side was paved with asphalt concrete, the road has again suffered from serious damage, with many potholes and cracks seen on its surface.
The asphalt overlays of the section in Thanh Luong, Thanh Phu and Loc Thinh wards have been completely damaged. In particularly, the stretch running through Thanh Trung hamlet of Thanh Luong ward is described as being unusable.
A stretch of about one-kilometer length in Hong Thong hamlet of Loc Ninh District is also severely damaged.
The Binh Phuoc Transport Department said the deteriorating situation was caused by improper pavement work.
According to local residents, asphalt overlays in these damaged sections were dug and placed in an improper manner onto the road, stirring up dust.
Traffic accidents frequently occurred on these sections, with victims being mainly the elderly and children, local residents said.
Food stores and local markets along the road, which reopened after the pavement work was completed, had to again shut down.
Last month, a 29-year-old man died after his motorbike collided with a truck traveling in the opposite direction on National Highway 13 in Binh Phuoc Province.
A government official responsible for the management of An Loc-Chiu Riu project said that a solution had yet to be found.
The road was built under the BOT (build-operate-transfer) investment programme, with the project's investor being the National Highway 13 An Loc-Hoa Lu Joint Stock Company.
The company had the responsibility to use its own funds, or mobilise bank capital, to ensure that construction work occurred on schedule, the official said.
However, the investor company has mainly used funds sourced from the State budget and has yet to sign a credit contract with any banks.
Earlier, Binh Phuoc People's Committee gave the company a preferential loan of VND50 billion (US$2.2 million). At the end of 2014, the Committee provided the investor with another VND50 billion to ensure the progress of the work.
However, after this money was disbursed, construction work was again delayed.
The repair work also caused the An Loc – Chiu Riu project to fall behind schedule, and the completion date has not been announced.
Ho Van Huu, director of Binh Phuoc Transport Department, said the department had asked the investor company to speed up the construction but ensure the quality of the work.
Meanwhile, the company said some construction units had not followed its instructions.
Further, Binh Phuoc Transport department reported the situation to Binh Phuoc Provincial People's Committee and asked for the committee's instructions in handling the problems.
Deputy PM Minh’s spouse receives ambassadors’ to China
Nguyen Nguyet Nga, spouse of Deputy Prime Minister and Minister of Foreign Affairs Pham Binh Minh received a delegation of wives of ambassadors to China on September 7 in Hanoi.
The annual exchange, an initiative of the Foreign Ministry and the Embassy of Vietnam in Beijing, was attended by the wives of Ambassadors to China from the US, the EU, Slovakia, Mongolia, Chile, and Vietnam.
During the event, Nga expressed thanks to the ladies for their love for the traditional history, the people and the landscapes of Vietnam.
She said the visit was significant as it coincided with the 70th anniversary of Vietnam’s National Day (September 2), and the 70th founding anniversary of the diplomatic sector (August 28).
The wife of US Ambassador to China Melodee Hanes, who led the delegation, said she wishes the activity will continue to be held to enhance mutual understanding and the solidarity among countries and nations.
The guests expressed their impression of Vietnam’s socio-economic achievements, friendly people and their heroic traditions.
The delegation visited a number of scenic spots, including Ha Long Bay - the world natural heritage recognised by UNESCO in northern Quang Ninh province, Ho Guom (Sword) Lake in Hanoi Capital.
They are also scheduled to visit Ho Chi Minh City and the Mekong Delta region during the stay.
Ca Mau province helps build houses for its poor
The People’s Committee of the southernmost province of Ca Mau has decided to allocate two billion VND (90,000 USD) from the “For the poor” fund to help build houses for 80 needy local families.
The beneficiaries are from 21 communes and wards in U Minh, Dam Doi, Cai Nuoc, Tran Van Thoi districts, and Ca Mau city.
Since 2010, the fund has mobilized between 5-6 billion VND (220,000 – 270,000 USD) per year from organisations, groups, enterprises and individuals, of which a significant amount is spent on upgrading housing conditions for needy people.
So far this year, a total of 10 billion VND (450,000 USD) has been raised, surpassing the year’s target.
Chairman of the provincial chapter of the Vietnam Fatherland Front Trinh Minh Thanh said the province will continue calling for more donations to help local impoverished households.
Outstanding blind individuals honoured in Hanoi
As many as 48 outstanding blind people were honoured at the second National Patriotic Emulation Congress of the Vietnam Blind Association (VBA) which was held in Hanoi on September 8.
The honoured individuals include swimmer Bui Thi Xuan from the central province of Thua Thien-Hue who won 32 medals at domestic and international competitions from 2002 to 2013; Nguyen Van Chung from Ha Tinh province who achieved excellent academic results; and businessman Doan Nghieu from Quang Nam province who has created jobs for 20 locals.
According to a report delivered at the event, the association has widely extended its operations across the country over the past five years, increasing the number of its branches in cities and provinces to 54 with 68,071 members.
The VBA’s branches have also helped generate stable jobs for more than 4,000 blind people during the period.
From now to 2020, the association will focus on strengthening its organisations and renovating its operations to support members in improving their lives.
On the occasion, the VBA was presented with the Prime Minister’s Certificate of Merit for achievements in national construction and defence movements from 2010-2014.-
Mid-speed ship shortens travel time to Phu Quy island
A ship with a middle-speed engine able to carry 250 passengers and 50 tonnes of goods went into operation in central Binh Thuan province on September 8, expected to meet Phu Quy islanders’ demand for travelling to the mainland.
The mid-speed ship is the only one of its kind currently operating between mainland Phan Thiet city and Phu Quy island.
Nguyen Thanh Nhanh, Director of the Hung Phat Trade and Service Joint Stock Company – owner of the boat, said the three-storey steel facility is 44.7 metres long and 7.8 metres wide. It is able to run at a speed of 20 nautical miles per hour, shortening the travel time between Phan Thiet and Phu Quy to 3.5 hours.
The ship was built by the Ha Long Shipbuilding Joint Stock Company at a cost of 55 billion VND (2.42 million USD), he added.
Before the ship’s inauguration, there were only three ships carrying passengers between the two destinations, unable to satisfy the travel need of locals and tourists. It also took up to six hours to cover the 56-nautical-mile distance.
Lao-Vietnamese bilingual school begins new academic year
The Nguyen Du Lao-Vietnamese Bilingual School in Vientiane, Laos commenced the 2015 - 2016 school year with an official ceremony held on September 8.
Addressing the ceremony, Lao Deputy Minister of Education and Sports Kongsy Sengmany hailed the school’s achievements in teaching and learning, expressing his hope that the school will contribute to human resource development in Laos.
For his part, Minister-Counselor Hoang Xuan Hai from the Vietnamese Embassy in Vientiane hoped that the school would serve as a bridge to nurture the special friendship between Vietnam and Laos.
A total of 1,903 students have enrolled in the school for the 2015-2016 academic year. Run by the Association of Vietnamese in Vientiane, it offers classes from preschool to senior high school education levels.
Vietnam fosters learning society
Vietnam is developing an educated society where everyone is able to pursue lifelong and continuous learning in a bid to enhance production capability, contributing to economic growth and sustainable development, said Vice Chairman of the Vietnam Association of Study Encouragement Pham Tat Dong at a conference in Hanoi on September 8.
The event was jointly held by the association, the Ministry of Education and Training and UNESCO in Vietnam to mark the 70th National and International Literacy Day (September 8).
Speaking at the opening ceremony, Professor Dr Dong highlighted the importance of literacy, saying members of society need to equip themselves with other skills to be able to participate in social activities and occupations.
Literacy education programmes should be implemented in close link with socio-economic development plans such as poverty reduction, hunger eradication and short-term vocational training, among others, Dong stressed.
Muller-Marin, a representative of UNESCO to Vietnam, underlined literacy as the key driving force for sustainable development and the prerequisite condition to ensuring a sustainable society.
She hailed Vietnam’s significant achievements in literacy development, especially among youth aged between 15 and 25, and called for improving knowledge of science and technology, information and communication and other fields.
According to the departments of education and training, the national literacy rate among ages 15 to 35 is 98.69 percent. Nearly 100 percent of communes and communal level localities across the country meet literacy standards.
The Ministry of Education and Training instructed localities to conduct communication campaigns to enhance community awareness of education with a focus on ethnic minority and disadvantaged areas, according to Nguyen Cong Hinh from the ministry.
Management of the literacy programme’s implementation and the capacity of involved staff should be improved to enhance the quality and efficiency of the efforts.
Family healthcare needs more time in Vietnam
General family medical practices have seen some positive results after 25 years of implementation, but there is still a long way to go for this model to become popular in Vietnam.
The remark was made at a conference entitled "Family healthcare in Vietnam from 2016-2018" held in northern province of Thai Nguyen from September 8-9.
In the pilot project from 1988 to 2013, Vietnam trained 70 family doctors working at grassroots health facilities with the help of international organisations.
The country currently has 240 family clinics in Hanoi, HCM City, Thua Thien - Hue, Khanh Hoa, Can Tho and Tien Giang.
Family doctors have handled over 3,800 emergency cases, conducted nearly 808,000 examinations and performed surgeries on more than 12,000 patients.
Despite their positive contributions to the health sector, the family doctor model still faces major obstacles, such as the lack of qualified staff or the underdeveloped community trust in grassroots health facilities.
Participants at the conference discussed measures to overcome difficulties to achieve project goals.
They also agreed on continuing to develop the family doctor model in Vietnam by opening clinics and training staff.
Environment experts discuss dam dangers
Thirty-five experts from environmental organisations in Cambodia, Laos and Vietnam gathered on September 9 to discuss water management and the effects of hydropower dams.
They participated in a one-day seminar held in Dong Thap Province in the Mekong Delta and discussed the impacts that dams built on rivers in the Indochina region have on local communities, including those along the Mekong River.
Power dams had changed the rivers' flows and ecology, and could potentially cause water shortages in the dry season and heavy flooding during the rainy season, attending experts agreed.
"The reserve of water by the power reservoirs in summer has created critical water shortage for agriculture, aquaculture and daily supply in the lowland areas," said Nguyen Thi Quynh Anh of Vietnamese NGO Centre of Social Research and Development (CSRD), one of three organisations that hosted the seminar at Tram Chim National Park.
But their unplanned water release during months with heavy rain has led to flooding, she added.
In addition to the social and economical impacts, experts from CSRD, Vietnam River Network (VRN) and Cambodia-based Oxfam said the construction and operation of power dams also weakened human rights in the affected areas.
"Lao residents in the areas affected by the Don Sahong power plant project have no rights to voice over the project's impact," said Oudon Ham of Oxfam.
Douangprachanh Champaphone from Laos CSO Green Community Alliance agreed, adding that many Laos residents opposed the Don Sahong construction on the Mekong.
Seminar participants also praised the success of other water management models in the region, including the Fishery Conservation and Adapted Livelihood in Tonle Sap, Cambodia, and the Livelihood and Conservation in Tram Chim National Park in southern Vietnam.
During the seminar, a network was established to connect organisations focused on environmental issues in the Indochina region.
28 prosecuted in US$13.5mn online football betting case
The Vietnamese Supreme People’s Procuracy has just issued an indictment to prosecute 28 defendants in an online football betting case in which bettors wagered over US$13.5 million.
Of these defendants, Pham Huy Toan, 38, director of the FAM Communications JSC, arranged for the other 27 to bet on the website fun88.com.
Toan was prosecuted for “organizing gambling” while the 27 others were charged with “gambling,” according to the indictment.
From March 2013 to July 2014, Toan used 58 bank accounts to receive and transfer more than VND301 billion (US$13.54 million) as wagers between his customers, and he pocketed nearly VND727 million (US$32,360) of the amount.
Each of the 27 bettors placed wagers ranging from dozens of millions of dong to billions of dong (VND1 billion equals US$44,510).
Many of them were state employees, company staffers, and students, such as Le Minh Hieu, a former executive at Long An General Hospital in the Mekong Delta province of Long An; Tran Hoang Hai, a former doctor at Ho Chi Minh City’s District 5 Health Center; Tran Phu Quang, a staffer at the Metro Haiphong supermarket in the northern city of Haiphong; and Tran Ngoc Tam, a student at Hanoi Electricity University.
Football betting is banned in every form in Vietnam.
Many similar cases have been discovered in the country recently.
Police in Ho Chi Minh City last week said they had broken up an illegal online football betting ring run by a Korean man to serve his compatriots.
After days of investigation, police in District 7 raided a house in the Sky Garden 1 area in Tan Phong Ward on August 26, catching Lee Won Il, 32, of Korean nationality, operating a football betting website at www.CL-xxxx.com.
Lee had set up the site by himself to serve online football betting activities by other Koreans and get a commission of 10% for each wager, police said.
The commission would be transmitted to his bank account in the Republic of Korea.
Vietnam War’s napalm girl calls for global actions upon Syrian boy death
"The Girl in the Picture" Phan Thi Kim Phuc has joined voices calling on world leaders to work together to end the atrocities that are forcing thousands of Syrians to flee their homes.
Kim Phuc, subject of the iconic photo “napalm girl” taken during the Vietnam War, on September 6 shared her thoughts about another tragic war photo that has garnered attention from around the world.
The photograph of 3-year-old Syrian refugee Aylan Kurdi washed up dead on a Turkish beach has become a symbol of the worst refugee crisis in the world in seven decades.
Phuc was just nine years old when she was photographed naked and screaming after being burned in a napalm attack during the Vietnam War in 1972.
The photo, officially named “The  Terror of War,” won its author Nick Ut the 1973 Pulitzer Prize for Spot News Photography. It has become one of the most recognizable photos in the world and according to historians, a major inspiration for the anti-war movement.
Phuc, who came to Canada and later studied to be a doctor, told CBC newspaper during the visit that the Syrian boy photo underscores the impact war has on children and the future that is robbed from them.
“I cried a lot. Why do more innocent children have to die like that.
“I know that picture will wake up the whole world. We have to help people.”
“They’re so innocent and they should have a great life ... and enjoy their childhood, not dying and suffering like that.”
Phuc said she hopes the government in Canada, where the Syrian boy's family had been trying to emigrate, and others around the world continue to open their borders to Syrian refugees.
Visa waiver policy fails to give tourism a strong boost
It has been two months since Vietnam started waiving visa for tourists from Germany, France, the UK, Italy and Spain.
But Ung Phuong Dung, director of Indochina Services Travel Group, told Saigon Times Online that around half of her clients from these five European countries still need a visa.
They want to stay in Vietnam for at least three weeks, but the exemption period is only 15 days, she said.
Dung is one of many tour operators who pointed out that the new visa policy, while helpful, has failed to give Vietnam's tourism industry a really strong boost, the news website reported.
Tran Trong Kien, CEO of travel and hospitality group Thien Minh, was quoted as saying it often takes more than 15 days to explore all major Vietnam's destinations, meaning that many tourists still have to apply for a visa anyway.
Some tourists who enter Vietnam and then visit neighboring countries also have to apply for a visa if they want to return to Vietnam within 30 days from their exit, he said.
The government wants to simplify procedures to welcome tourists, but the waiver's duration is "too short," thus making them feel that "Vietnam does not really open its door to international visitors," Kien said.
Many other travel companies said tourists from distant markets such as Europe often make travel plans half or one year in advance, meaning that the visa waiver rule will not really show its effects until next year.
They also said that nobody can be sure about the future of the one-year policy, which means they can not really plan far ahead.
More than 5 million foreigners visited Vietnam in the January-August period, down 7.5% year-on-year, according to the Vietnam National Administration of Tourism (VNAT).
Of all the five European countries newly added to Vietnam's visa waiver list, Spain was the biggest success, with a 8.5% increase in the number of visitors.
Arrivals from Germany and Italy slightly increased by 1% and 4.4%, respectively, while those from France and the UK declined 4.6% and 2.8%, respectively.
Tour operators also complained that tourism authorities have yet to fulfill their promise about big promotion campaigns and national sales programs in order to help increase the visa waiver policy's effects.
Without making tourists in the target markets aware of the visa waiver rule, Vietnam will not be able to attract more tourists as it hopes, an unnamed representative of a travel company in Ho Chi Minh City said.
Kien of Thien Minh Group also stressed that practical marketing programs are especially necessary, considering the policy's limited time.
He advised the authorities to bring promotion campaigns to Vietnam's neighboring countries such as Singapore and Thailand, where many Europeans are living.
With short distances thus easy and cheap trips, these European immigrants will likely benefit from the visa waiver policy the most, according to Kien.
New boarding house to accommodate underprivileged students
Thuan Mang Junior High School in Bac Kan Province has opened a boarding house, for disadvantaged students who live far from the school in Ngan Son District.
The boarding house and its auxiliary facilities in the northern mountainous province cover more than 400sq.m. There are 10 bedrooms, four bathrooms, a yard and a common kitchen and dining room, among other facilities. The project can cater to more than 80 students.
The boarding house was built in about two months at a cost of VND2.3 billion (US$103,500), funded by the PetroVietnam Gas Joint Stock Corporation. The construction was completely quickly to allow the house to be opened at the beginning of the new school year on Saturday.
At the inauguration ceremony on Monday, Vice President Nguyen Thi Doan, who is also Chairwoman of the National Fund for Vietnamese Children, said the boarding house would allow local students to pursue their studies, and expressed the hope that they would continue to study and take self-improvement efforts.
Thuan Mang is a particularly disadvantaged commune of Ngan Son District, with its population comprising ethnic minority people. Most of the local families are poor and live in remote areas.
Prior to the house's inauguration, 33 students of Thuan Mang School lived in rented rooms in nearby houses, while 33 others lived in makeshift tents.
Conference affirms solidarity with Cuba
More than 250 delegates from 18 Asia-Pacific countries gathered in Ha Noi yesterday to discuss the role of friendship and solidarity organisations with Cuba, ultimately to remove economic-trade-financial embargos and enhance solidarity with the country.
Speaking at the opening session of the two-day Asia-Pacific Regional Conference for Solidarity with Cuba, Vietnam Union of Friendship Organisations (VUFO) President Vu Xuan Hong said this year's event, the seventh of its kind, would address the historical normalisation of relations between Cuba and the US.
He noted that Cuba's international friends, including Viet Nam, welcomed the decision of the two countries' leaders and regarded it as a victory for the Cuban people and its friends.
The conference helps develop regional links and promotes equal rights and respect for the country's sovereignty.
President of the Cuban Institute of Friendship with the People (ICAP), Kenia Serrano Puig, said the event illustrated the solidarity, historical friendship and comprehensive co-operation Cuba has enjoyed with Viet Nam over the past 55 years.
Vice Chairwoman of the National Assembly and President of the Viet Nam-Cuba Friendship Association, Nguyen Thi Kim Ngan, said that Viet Nam would support a declaration of rapprochement between Cuban President Raul Castro and US President Barack Obama. She said such a declaration would serve both Cuba and the US's interests.
Supporting and promoting solidarity with Cuba had been the consistent policy of the Vietnamese Party, State and people, she said, adding that they had always supported each other despite geographical distance.
Vietnam, Laos, Cambodia facilitate cross-border road transport
Vehicles now can move freely between Vietnam, Laos and Cambodia following a ceremony held at the Hoa Lu (Vietnam) and Trapeang Sre (Cambodia) border gates on September 9.
The event marked the realisation of a Memorandum of Understanding (MoU) on facilitating road transport signed between three countries on January 17, 2013, which aims to serve economic development, trade exchange and tourism.
The MoU serves as the legal basis to develop road transport among the three countries. It has 11 clauses and three appendixes stipulating contents relating to creating favourable conditions for people and all non-commercial and commercial motorised vehicles to move through border gates.
Under the MoU, the quota of commercial vehicles of each country through border gates, excluding fixed passenger transport routes, is 150. Any increases of the quota will be decided upon by the three countries based on economic demand and shared interests.
At the ceremony, Vice Chairman of the Binh Phuoc People’s Committee Tran Ngoc Trai said the move will open a new period for socio-economic development and cultural exchanges among the three countries and between Binh Phuoc and neighbouring Lao and Cambodia localities in particular.
Notably, National Road No 13 running through Binh Phuoc to Cambodia, Laos and Thailand will become an inter-nation tourism route on the Indochina peninsula, he said.
Deputy Minister of Transport Le Dinh Tho emphasised the implementation of the MoU will reduce transport fees and cut waiting times, promoting economic, trade, tourism and transport activities between Vietnam’s Central Highlands, southeast and southwest regions and provinces in Cambodia and Laos.

He also hoped relevant agencies from the three countries would coordinate closely to ensure the safe and smooth flow of traffic through border gates.
Initiative to curb greenhouse gases underway in Da Nang
Da Nang has officially begun building its provincial-version of the 2050 Energy and Emissions Calculator model, as heard during a workshop held in central Da Nang City on September 9.
Initiated by the UK Government as an open source model, the calculator has thus far had respective versions established in many other countries, including Vietnam. It allows the user to explore all high-level energy and emission pathway options the country, territory or region faces. For each possible 2050 pathway, the user can further investigate impacts on land-use, electricity, energy security, energy flows and costs, among others.
According to Tran Van Luong, Deputy Head of the Industrial Safe Techniques and Environment Agency under the Ministry of Trade and Industry, the tool encourages public engagement as it only requires an internet connection to access.
Da Nang is expected to establish its model in March 2017.
The agency’s Office Chief Hoang Van Tam said local experts are working on developing the tool based on the national version.
Vice Chairman of the municipal People’s Committee Nguyen Ngoc Tuan noted Da Nang, a vulnerable locality concerned with climate change, highly welcomes the method adoption for a greener future.
Andrew Holt, First Secretary Economic and Political at the British Embassy in Hanoi, highlighted the project as a stark instance of VietnamUK cooperation, saying it will help Vietnam reduce greenhouse emissions and improve its air quality.
Vietnam’s defence ministry assists Cambodia’s officer training
Cambodia’s Defence Ministry began construction on September 9 on the headquarters and a hall of the Army Officer School of the Royal Cambodian Armed Forces (RCAF), funded by the Vietnamese Defence Ministry.
RCAF Deputy Commander-in-Chief General Eth Sarath thanked the Vietnamese ministry for assisting Cambodia in training officers and building facilities to serve their efforts.
The facilities have been used effectively, contributing to developing the traditional friendship between the two countries’ armies and peoples, he affirmed.
The two-storey building is located on 600 square metres and built with total capital of 240,000 USD. Once completed, the school will serve 450 lecturers and students.
Under a cooperation protocol signed between the two defence ministries, the Vietnamese army will continue to provide around 4 million USD for the RCAF in infrastructure construction in 2015.
Hanoi forum discusses public area reform
A crowd of scientists, managers and policy makers gathered together at the 2nd Asian Forum on Public Management in Hanoi on September 9, which focused on enhancing the efficiency of public area reform.
The two-day event was co-organised by the Organisation of Economic Cooperation and Development (OECD), the Academy of Politics Region I, the OECD Korea Policy Centre and the Korean Institute of Public Administration (KIPA).
Participants discussed issues related to public administration, opportunities for renovating public administration in OECD areas and in Asia in general, future challenges for the field and public-private cooperation in the context of public area reform.
Initiatives shared at the forum are expected to promote development cooperation between Vietnam and the Republic of Korea (RoK) with the latter bringing experience to Vietnam in implementing plans and measures to reform public administration.
Through six working sessions, attendees will debate efforts to enhance reforms within OECD and in the Southeast Asian region while reviewing renewals made by the RoK government in the field.
Aspects of Vietnam’s recent administration reform process, including reform of public administrative procedures; intensification of policy and law making for sustainable development; and application of e-government in the public area, were also on the table.
The workshop underlined the necessity of paying attention to managing and developing the labour force, noting that it is a basic condition to build capacity serving reforms.
East Asian Seas Congress on the horizon
The public-private cooperation model in the green ocean-based economy is among the topics scheduled to be discussed at the fifth Eat Asian Seas Congress in November this year.
Deputy Minister of National Resources and Environment Chu Pham Ngoc Hien said on September 8 that the event, set to take place in the central city of Da Nang, will also review the application of knowledge management in expanding investments in the green economy’s public-private sector.
Through international seminars, the congress will touch upon the management of risks in climate change and disasters in East Asian seas, maritime contributions to the green economy along with coastal and marine zone management in the region.
There will be also international forums for ministers, youth and local authorities, the official said.
Hien noted that hosting offers a chance for Vietnam to enhance its role and position in the international community in issues regarding maritime strategies, accelerate the issuance of policies as well as the implementation of concrete actions in service of the country’s sustainable marine and coastal zone development while promoting its land and people.
Themed “Global targets – Local benefits: Setting the sustainable development agenda for the seas of East Asia beyond 2015,” the event is expected to welcome 800 international and domestic delegates including investors and development partners.
Since its inception in 2003, the triennial East Asian Seas Congress has been held alternately in the Partnerships in Environmental Management for the Seas of East Asia (PEMSEA) member countries, namely Malaysia (2003), China (2006), the Philippines (2009) and the Republic of Korea (2012).
