 Storm-caused flood kills two, breaks dyke

Before landing in the northeastern provinces on Sunday night and weakening into a depression, Tropical storm Bebinca caused downpours and floods that swept away a mother and her little son in central Nghe An province.

At 4 pm today the depression will lie in mountainous northern areas, packing winds of less than 39 kph, and begin to dissipate, according to the National Hydro-meteorological Forecasting Center.

Over the weekend a flashflood, along with heavy rains, occurred in Nam Can Commune, Ky Son District, Nghe An Province at about 5 am Sunday, sweeping away Lo Thi Hue, 40,  and her 3-year-old son, Hoang Gia Phuc.

Local rescuers are still searching for their bodies.

Before weakening into a depression and moving northwards at 10 kph, the storm also caused widespread heavy rains in coastal provinces from Thanh Hoa to Quang Tri.

Rainfall totals measured 70-100 mm on average, but a number of localities had higher amounts, such as Nghe An’s Con Cuong (122 mm), Ha Tinh (284 mm), Vinh (289 mm), and Nghe An’s Hon Ngu (294 mm).

The heavy rains were accompanied by strong winds of up to 45-75 kph and will continue today.

In Hai Phong, rising rivers submerged many areas of the city and knocked down 2 km of the city’s dyke and 450 meters of its embankment.

City authorities evacuated about 1,800 people from low-lying areas to safe places.

Similarly, Ninh Binh province authorities also removed about 760 residents to safe shelters.

In Nam Dinh, a 20 meter stretch of the dyke in Giao Thuy District was also broken, while many areas in the province were inundated in floodwater.

The National Search and Rescue Committee reported that by 4 pm yesterday nearly 20,000 ships with more than 71,000 people on board had moved to safe areas, of which 25 ships with 298 fishermen were in the sea of Hoang Sa (Paracel) archipelago.
