Hanoi police begin using traffic cameras to penalize violators
Hanoi traffic police on Tuesday started using surveillance cameras to catch violations and issue tickets to violators, both on the spot and later.
Dao Vinh Thang, head of Hanoi’s traffic police section, told local media that his agency installed 450 cameras around the capital city this year, including 100 ones specific for capturing traffic violations. The others are used to measure traffic flow.
Officers who supervise the cameras will inform nearby patrol officers as soon as they find violations, Thang said.
In case the officers cannot handle violations on the spot, they will send tickets with all necessary information including a photo of the violation, the vehicle’s license plate, time and place to the home address of the vehicle's registered owner by mail, Thang said.
Hanoi recorded 412,000 traffic violations during the first nine months this year, with a combined cash fine of VND119 billion (US$5.3 million).
Deputy Prime Minister Nguyen Xuan Phuc, chairman of the National Traffic Safety Committee, said in October that the amount is lower than that of Ho Chi Minh City, without providing comparative data.
Hanoi should be stricter with traffic violators, Phuc said.
HCMC police set up a camera system to catch traffic violations in 2013. Last April they launched helmet cameras in District 7 as a pilot program aimed at allowing them to show footage to drivers who say that have done no wrong.
