On November 24, Tien Giang Province
People's Committee sent a dispatch to the provincial Department of
Transportation to refuse the huge aid package of “a foreign group."
Earlier, in August the committee received documents from the Department of
Transportation on the projects to build two roads by “foreign aid” without
interest and no payback.
