Provincial authorities of Binh Duong denounced for delaying work
                                 
The chairman of Dai Nam JSC has written a letter to the Prime Minister, denouncing the Chairman of Binh Duong Province People's Committee for causing him and his works serious problems.
 
 Abandoned land in Song Than 3 Industrial Park
Huynh Uy Dung, Chairman of Dai Nam JSC sent the letter to the PM on October 22. In the letter, Dung said the Chairman of Binh Duong Province People's Committee, Le Thanh Cung tried to avoid granting him permission to proceed with one of his projects in Song Than 3 Industrial Park.
According to Dung, Binh Duong Province then owed the Ministry of Finance about VND1 trillion so they asked him to buy 530ha of land to help them pay the debt.
In 2004, authorities of Binh Duong Province allowed Dai Nam JSC to build Song Than 3 Industrial Park and in 2006, the detailed plans were approved. Also in 2006, the provincial authorities allowed the company to build the industrial park on 530ha of land of which 61.4ha would be used as dormitories for workers. Dai Nam JSC then asked its employees to contribute capital for the project.
Everything ran smoothly until October 21, 2009. When the vice chairman of Binh Duong People's Committee, Le Thanh Cung, was promoted to chairman and he then issued document No.3184, which bans the company from transferring the land use rights. It also asked the company to submit its detailed plans at a scale of 1/500, rather than at the scale used in the previous plans.
Following the rules, Dai Nam JSC submitted its plans on October 22, 2009, but their plans were never reviewed. Due to the long wait, hundreds of workers asked for their contributions back.
Other agencies then had to confirm that Dai Nam JSC had followed all the procedures and suggested that Binh Duong provincial authorities  review and approve the plan.
"The investors have done their financial duties. Therefore, they are allowed to mobilise capital for their project in accordance with the Land Laws." said Bui Van Hai, deputy head of the Department of Natural Resources and Environment at a meeting in August, 2009.
Head of the local Department of Construction, Tran Van Dung, also sent a document to provincial authorities to confirm that Dai Nam JSC's actions were legal.
Meanwhile, vice chairman of Binh Duong Province, Tran Thanh Liem, said they had not received any plans. "During the last three years since I took this position, I've never seen any detailed plans from Dai Nam JSC. Only the chairman has the answer."
Huynh Uy Dung said the chairman of Binh Duong Province violated the Land Law when he banned them from transferring the land use rights. Dung then asked the Prime Minister and the inspectorates to carefully investigate the case in order to prevent individuals from abusing their positions.
