 PhD suspected of plagiary sues MOET minister

Hoang Xuan Que, the economics PhD of the Hanoi Economics University, has taken legal proceedings against the Ministry of Education and Training’s (MOET) Minister Pham Vu Luan for the ministry’s decision on revoking his doctorate.

Que has sued Minister Pham Vu Luan to the Administrative Service of the Hanoi People’s Court, because he believes that MOET made a wrong decision to revoke his doctorate. He affirms that MOET does not have evidences to say that he plagiarized the content of the dissertation of Dr Mai Thanh Que from the Banking Academy.
The spokesman of MOET on November 19 told the local press that the ministry has prepared all the documents relating to case requested by the court. He affirmed that MOET has every reason to issue the Decision No. 4674/QĐ-BGDĐT on October 11, 2013, on revoking Hoang Xuan Que’s directorate.
MOET took thorough investigation on the case and followed the strict procedures before making conclusion. It received the denunciation on July 11, 2013, but only on October 4, 2013, or three moths later, did the ministry make a conclusion on the case, while the doctorate revoking decision was only made one week later. It is because MOET decided that it must not make any mistake in the case.
The council in charge of verifying the dissertation of Hoang Xuan Que set up by the Economics Professorship Council, after comparing the dissertations of Hoang Xuan Que and Mai Thanh Que, has come to a conclusion that 52.5 out of 159 pages of Hoang Xuan Que’s dissertation was plagiarized. In Chapter III, 29 out of 44 pages was plagiarized.
If removing the plagiarized parts, the dissertation of Hoang Xuan Que cannot be considered as a scientific research work and it nearly does not have any value in scientific research and practice.
Regarding the supposition Hoang Xuan Que’s dissertation was exchanged fraudulently, MOET cited the National Library’s conclusion that this must not happen at the library which always follows the strict archive procedures.
The Ministry of Public security has found that Hoang Xuan Que asked the council’s members to allow him to bring the dissertation home and later gave back the dissertation where 50 plagiarized was replaced.
The MOET’s spokesman also said MOET has sufficient evidences about the plagiarism which it would show before the court. He affirmed that MOET considered evidences from different sources, including the ones provided by Hoang Xuan Que, and the conclusions of relevant competent agencies to make final decision.
MOET has not thought of hiring lawyers to protect its interests and rights before the court. MOET Pham Vu Luan has authorized two officials to represent him before the court.
Hoang Xuan Que told the press that he has to take legal procedures to clarify the case not only to protect his honor, but the honor and prestige of the Hanoi Economics University and MOET.
Some experts, including Duong Thu Huong, deputy governor of the State Bank, Le Van Hung, former director of a department of the Ministry of Finance, have voiced their support to Hoang Xuan Que.
