ASC discusses
amendments, supplements to Law on Civil Aviation
At the session (VNA)
The 13th National Assembly Standing
Committee (NASC) continued its 24th session on February 21 to discuss several
articles of the Law on Civil Aviation and to review the vote of confidence on
officials holding positions elected or ratified by the NA and People’s
Councils conducted last year.
NASC members agreed that the
amendments and supplements to the Law on Civil Aviation improve the
efficiency of state management, the performance of aviation businesses and ensure
customers’ interests.
Regarding aviation service charges,
several members suggested the Ministry of Transportation (MOT) should decide
on the charges after conferring with the Ministry of Finance and with
reference to the Law on Price.
A majority of NASC members agreed
with conditions for flights of unmanned aircrafts and ultralight flying
vehicles, which are regulated by the Minister of National Defence (MND), as
well as procedures to open and close airports to ensure national defence and
security with the agreement between MOT and MND.
Some other members suggested current
regulations on the opening and closing of airports, which are managed by the
MND, should be maintained.
Reviewing the vote of confidence,
NASC members affirmed that it has been appreciated by the people as a channel
to evaluate officials, holding them accountable to their responsibilities and
that it improves the efficiency of state management.
Many members agreed that the vote of
confidence should be postponed at NA’s seventh session in May as the NA
resolution on the 2013 amendment of the vote will still not be finalised.
