These people had a quarrel against the Vietnamese man. The newspaper quoted the deputy police chief of Huot Vanna that an observer provoked the free-for-all fight against the Vietnamese man after shouting the national origin of the victim by an offense word. The man was arrested and interrogated. A Meanchey district official also said that racial discrimination is the cause because the killers shouted the racial origin of the victim while beating him. The Foreign Ministry spokesman sent condolences to the victim’s family and confirmed that Vietnam condemns this violence inciting act. "We condemn all acts provoking racial violence and have asked the Cambodian authorities to investigate and bring the perpetrators to trial, and at the same time to take necessary measures to prevent acts of inciting violence against the Vietnamese in Cambodia," the spokesman said.
